Minutes of the Monthly Meeting
March 15, 2017
Commission Members and Others in Attendance:

Tobi Drabczyk, Tom Neff, and Kathie Trivelli were not in attendance
1. Chairman Jim Stargel called the meeting to order and Pete Bowlus led all in the Pledge of Allegiance
2. January 2017 minutes were approved with motion by Pete Bowlus; second by Ken Humble; motion carried.
3. Citizen's Comments - None
4. Recycling App
a. Chairman Stargel distributed the tabulations of the 56 surveys
b. 33 Said yes they would use the App and 20 said no they would not use an app
c. After discussion, Mike Dixon moved the Commission go forward with the app and all agreed
d. Mary VanMetre will contact the company - start up cost is $2,500 which is budgeted; need to confirm
yearly maintenance cost.
5. Shred Event
a. Shred and battery recycling will be Saturday, June 24 from 9 to 12 at Watkins Park
b. Shred Company is All Shred, Frederick, MD and cost is $495
c. After discussion, the Commission decided the shred and battery recycling will be open to all; not just Mt.
Airy town residents.
d. Will need to advertise; Will check on Lions Signs, and Social Media sites for the Town
6. Bulk Pick Up
a. Bulk pick up is Saturday, April 29, 2017
b. J & J suggested a separate metal truck at cost of $250 with Town receiving 50% of metal sold
c. Separate metal truck does not require residents to empty oil/gas or remove refrigerants
d. After discussion, Commission decided to try the separate metal truck and then revisit next year
e. Mary VanMetre will contact J and J to secure the metal truck
f. Need to advertise and will check on the Lions Signs and Social Media Sites
7. Budget - Revisions/Updates
a. No revisions needed to budget items
b. Recycling App is in the budget
c. Councilman Strong confirmed that we have Education in the budget
d. Mary VanMetre noted we will be able to set up a table at the Farmer's Market for Education.
8. Landfill Rates
a. Mary VanMetre reviewed the Frederick and Carroll County landfill rates
Frederick County - $69 per ton with no increase for next fiscal year
Carroll County - $64 with increase to $66 per ton for next year
b. The bid package did not specified where the town trash was to be taken; J and J noted their bid was on the
assumption of taking the trash to Frederick County.
c. Councilman Strong asked Ms. Mellott if she felt J and J would be open to taking the Carroll County trash
to Carroll County for the remainder of the budget year. Then beginning July 1st take all the trash to
Frederick County.
d. Councilman Strong confirmed the new budget allows for the $69 per ton for Frederick County.
e . Pete Bowlus made a motion that J and J could take the Town trash to Frederick County effective July 1,
2017; Ken Humble seconded and the motion carried.
9. Commission Election at March Meeting.
a. Chairman Stargel opened the floor for nominations for secretary. Pete Bowlus made a motion to nominate
Peggy Fleming for Secretary; Jim Stargel seconded; she accepted and the motion carried.
b. Chairman Stargel opened the floor for nominations for chairman. Pete Bowlus made a motion for Jim
Stargel to continue as Chairman; Peggy Fleming seconded; Jim accepted and the motion carried.
10. Miscellaneous New Business
a. Chairman Stargel noted that commission member Tobi Drabczyk will be resigning from the commission
due to family matters. She will be sending a letter to Mayor Rockinberg.
b. Pete Bowlus asked about updating the solar light at the downtown recycling center. Councilman Strong
noted improvements will be made once the Town takes ownership of the Train Station.
c. Peggy Fleming requested Councilman Strong announce at the April Town Council meeting that the first
yard waste pick up will be Saturday, April 8. This is earlier than normal as the Commission added this so
April will have two yard waste pick up dates.
d. Councilman Strong noted we should all review the recycling video on the town website that was done
when Wendy Peters was the liaison. He also asked that J and J review it to make sure the information is still
accurate. Pete Bowlus suggested this clip be shown at the Town Council meeting as well as prior to the
movies the Parks and Rec show.
12. Meeting adjourned with motion by Jim Stargel.
13. Next Regular Meeting - May 17, 2017 @ 7 p.m.

• Pricing a banner for the Shred/Battery Recycling Event
