Minutes of the Monthly Meeting
September 20, 2017

1. Chairman Jim Stargel called the meeting to order and led all in the Pledge of Allegiance
2. July 2017 minutes were approved with motion by Pete Bowlus; second by Tom Neff; motion carried.
3. Citizen's Comments - None
4. Recycling App
a. Mary VanMetre reported as of Aug 31 there are 43 subscribers and 232 users of the Recycle Coach app
b. Councilman Poirier to promote the Recycle Coach app at the Town Council meeting.
c. Town to update the Town News page for The Messenger to include Recycle Coach information
d. Brief discussion regarding if cost of App is warranted unless usage increases
5. National Drug Take Back Day - October 28, 2017 (9 am to 1 pm)
a. Police Chief Doug Reitz said the MAPD will be participating in the National Drug Take Back Day
b. Pete Bowlus made a motion the Commission participate in the Drug Take Back Day; Tom Neff seconded
and the motion carried.
c. Chief Reitz advised the Carroll County Health Dept. has given the Police Dept. a permanent drug
collection box that will be housed securely in the lobby of the police department. The value is $1,000.
Residents may drop off unused medications during regular business hours.
d. The Health Dept. has also provided a Sharps container to collect used needles which will be in the lobby
e. The Carroll County Sheriff Dept. will routinely pick up and destroy the collected drugs from the box.
f. Tom Neff made a motion to purchase 25 yard signs for the National Drug Take Back Day; Pete Bowlus
seconded and the motion carried. The signs will be placed the week before the drug take back day.
g. Event to be posted on the Town and Police Dept's face book pages and Mary Van Metre will also email
both the Carroll Co. and Frederick Co. recycling persons to have Mt. Airy added as a participant in the
National Drug Take Back Day. Mary will also email the Lions Club (Denny Ahalt) to have it added to their
signs.
h. Pete Bowlus and Peggy Fleming have volunteered to assist with the Drug Take Back Day collection.
i. Chief Reitz will check to see if there is free information that can be handed out at the event
j. Mary VanMetre to check to see if the Drug Collection can be added to the Recycle Coach App
6. Downtown Recycling Center and Downtown Events (MAMSA)
a. Chairman Stargel spoke to Ashley Collier, Main Street Manager who advised MAMSA will handle their
trash.
b. Tom Neff will contact the Beer, Beards, and Brats promoter to ensure they are doing their own trash and
not using the Downtown Recycling Center.
7. Household Trash Limits (Ordinance 64-5)
a. Discussion held regarding reducing the 120 gallon limit to 65 gallon to help to increase recycling and
reduce landfill charges.
b. J and J could provide at a charge, 65 Gallon Trash toters similar to the recycling toters
c. Chairman Stargel suggested doing a test in one neighborhood for a specified time period. Nottingham was
suggested as it is the only Carroll Co. neighborhood with Friday trash collection.
d. Further discussion tabled until the next meeting when the council liaison is present.
8. Bulk Collection for Mattresses
a. Chairman Stargel asked the Commission to think about providing a bulk pick up for mattresses only and
this will be discussed at the November meeting.
9. Prospective New Commission Member
a. Kathy Balderson attended meeting and is interested in joining the commission.
10. Meeting adjourned with motion by Pete Bowlus.
11. Next Regular Meeting - November 15, 2017 @ 7 p.m.
