Minutes of the Monthly Meeting
May 16, 2018
Commission Members and Others in Attendance:

1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance
2. Tom Neff introduced new commission member Kathy Balderson
3. January 2018 minutes were approved with motion by Tom Neff, Seconded by all; motion carried. It was noted
the March 2018 meeting was cancelled due to snow.
4. Citizen's Comments
a. Tom Neff told of J and J staff carrying back his cans in bad weather - he appreciated the extra effort
b. Mary VanMetre advised the new office manager, Lisa, was excellent to work with and she was very
responsive.
5. Bulk Pick Up Report - April 28, 2018
a. Mary reported 26.92 tons were picked up.
b. Commission member Kathy Balderson reported her smoker and bed frame were not picked up and she
was advised it was because it was metal. The Town did not have a separate metal truck this year.
c. Ken Humble suggested we should rethink the metal truck for next year as he noted metal was put out in
his neighborhood. This item will be discussed at the January 16, 2019 meeting.
6. Shred/Battery Event
a. The shred and battery recycling will be held at Watkins Park on Saturday, June 2, 2018 from 9 to 12.
b. Peggy Fleming will put out the signs to advertise the event.
7. Recycling Video Views
a. Tabled to the July meeting as the information was not available.
8. Landfill Tonnage by the Month
a. Mary VanMetre distributed the landfill figures by the month.
b. The tonnage has remained consistent with no large increases
9. Spring National Drug Take Back Day - April 28, 2018
a. The Police Chief reported the DEA reported the figures for all of Carroll County, but he advised the Town
collected three large bags which he estimated at between 80 to 100 lbs.
b. Commission members Pete Bowlus and Peggy Fleming along with Tom Fleming helped to collect the
drugs.
10. Recycling and Trash at 407 S. Main St
a. Commission Chair Tom Neff noted that the recycling and trash is overflowing due to the number of
businesses and apartments in the building. He questioned if the town could provide another toter. Mary
advised it was the building owner's responsibility to provide a dumpster.
11. The contract for J and J is entering its third year. Mary VanMetre requested Mr. Cavell to provide rates for the
next three years by December.
12. Toters for Regular Trash -
a. Mr. Cavell suggested the Town think about changing the ordinance from 120 gallons to 65 gallons and
providing all residents with a toter. Then J and J could use their arm truck which only requires the driver
and reduce cost to the town for pickups. The Town would incur the costs of the toters.
b. He also advised he has received a letter regarding changes in recycling and he will send this to Mary.
13. My Waste App
a. Tony Burke requested updated numbers for the My Waste App. Mary will provide.
14. Mary VanMetre advised she will be moving to Water and Sewer at the end of June. At this time she did not
know if a town staff member will continue to attend the commission meetings.
15. Council Liaison Jason Poirier was at a Municipal League Meeting so there was not a Council report.
16. Meeting adjourned by Commission Chair Tom Neff.
17. Next Regular Meeting - July 18, 2018 @ 7 p.m.
