Recycling and Sanitation Commission Minutes of the Monthly Meeting July 18, 2018 Commission Members and Others in Attendance: Kathy Balderson Pete Bowlus J A Burke (Representative of Mount Airy Messenger) John Cavell (Guest and Representative of J and J Trash Services) Mike Dixon Peggy Fleming Tom Neff Jason Poirier (Council Liaison) Mary VanMetre (Town Staff) Ken Humble was not in attendance 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. May 2018 minutes were approved with motion by Pete Bowlus, seconded Kathy Balderson; motion carried. 3. Citizen's Comments a. Pete Bowlus had a concern as a resident of Wildwood Park. The members of the HOA had questioned if they could have the "set out time" changed from 6 am to 10 am. This came up because of a wind storm in March and trash and recycling was blown around. Pete asked the commission to consider this request and it will be discussed at the September meeting. . b. Kathy Balderson noted her neighbors questioned why sometimes the workers empty the entire trash can in the truck and others they just grab the bags and throw in the back of the truck. If just the bags are grabbed, then at times other trash is left in the can. Mr. Cavell will make note of this. c. Mike Dixon noted on his street a bag fell out of the back of the truck and into the middle of the street. Mike did see the truck come back down the street so he assumes it was to the bag. 4. Shred & Battery Recycling Report - June 2, 2018 a. 12,255 tons of paper was shredded and 859 lbs. of batteries were collected. b. Volumes were down from last year, but event was still very successful. c. A special thank you to Carl Dixon for using his truck to help recycle the cardboard boxes that people did not want after shred was emptied. 5. Recycling Video Views a. Councilman Poirier will meet with Ashley Collier about creating a new shorter recycling video that can be posted to Town website as well as social media. b. Mary VanMetre reported there have been 553 views of the current video on You Tube. They could not determine how many views on the Town website. 6. Mr. Cavell distributed handouts with his pricing for the next three years. The year 2019/2020 will have the current pricing. Then the next two years will be at a 2% increase each year. The Commission has the option to rebid the contract or to extend J and J's contract for another three years. The current contract ends June 20, 2019. 7. Toters for Regular Trash a. Mr. Cavell distributed a handout showing the pricing for the next three years if the Town switched to toters so he could use a truck with an arm. Then he would only require a driver. b. Estimated cost of a toter is $54 with a 10 year warranty. Three sizes are available: 32, 65, and 96 Gallon. c. With approximately 3,200 toters to be purchased, the cost to the Town would be $173,000 and the yearly savings would be approximately $19,000. 8. My Waste App a. Mary VanMetre reported as of July 18th, there were 442 users and 1,664 resident interactions. The app has 253 subscribers. b. Pete Bowlus suggested that Councilman Poirier mention the app during his council report every time as well as what can be recycled. c. Councilman Poirier noted that he would like to see the Town information page in the Messenger moved from the back to the center to try and catch the resident's attention. There is money in the budget for education so it could be used for the increased advertising costs. Mary VanMetre is to contact Becky at the Messenger. 9. Council Liaison Jason Poirier Report a. He noted the Sustainability Commission has received an award. He will provide the names of this Commission to town staff so the web page can be updated. b. Grass and Leaves in the street was discussed. It was noted it creates problems with stopping up the storm drains. He will draft an ordinance and have it reviewed by the town lawyer and hopefully present it at the September town council meeting. c. Town Special Election - Nominations will be accepted the week of July 23 to 30 to fill the vacancy left by Scott Strong. The special election will be September 10th. 10. Meeting adjourned with a motion by Pete Bowlus and second by Kathy Balderson; motion carried. 11. Next Regular Meeting - September 19, 2018 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Commission Members: Review handouts from J and J regarding pricing and moving to toters . Need to determine if rebidding or extending J and J for another three years. Review request from Wildwood Park residents regarding changing set out time from 6 am to 10 am • Councilman Poirier to contact Ashley Collier regarding creating a new shorter recycling video • Councilman Poirier to draft an ordinance regarding no blowing or raking grass clippings and leaves in the street. • Mary VanMetre - work with Becky at the Messenger regarding moving the Town information page to the center rather than at the back.
