Minutes of the Monthly Meeting
January 16, 2019

1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance
2. November 2018 minutes were approved with motion by Pete Bowlus, seconded Jason Poirier; motion carried.
3. Citizen's Comments
None
4. Commission Elections (Chair and Secretary)
a. Pete Bowlus made a motion to maintain current officers, seconded Kathy Balderson; motion carried.
5. Ordinance 64-5: Residential Trash Collection.
a. Pete Bowlus made a motion to discuss this at March 2019 meeting, seconded Kathy Balderson; motion
carried.
6. Wildwood Park – Later Set Out Time
a. Pete Bowlus brought up the item. He stated no one has approached him from the community about the
later set out time for trash/recycling.
b. Pete Bowlus stated the recycling times are between 12-1pm. Those times should be good. The same can
be said for the trash. Pete withdrew he request.
c. Tom Neff talked to Troy - J&J regarding pickup times. He agreed times for Wildwood Park are good.
7. New Recycling Video Update
a. Jason Poirier stated he has been working with Ashley Collier. The video will be completed by end of
January. They have everything they need. Will present at March 2019 meeting.8. Recycling Video
8. Visits from both Frederick and Carroll County Recycling
a. Chairman Neff suggested with have Frederick County at the March meeting and Carroll County at
the June meeting.
b. Chairman Neff will extend invitations to representatives as needed.
c. The presentations will be 15 minutes long.
d. The commission will do a spring visit to Waste Management for those interested.
9. J&J Questions/Concerns
a. Per Mary everything is good. When she calls J&J they respond well. Very responsive.
b. Chairman Neff thanked Troy for attending meeting.
c. Pete asked about Christmas Tree pickup. Per Troy he picked up 450 trees for a total by J&J of 900
and approximately 5 bags of yard waste. Per Troy trees are taken to Reichs Ford and turned into
mulch.
d. Jim from the Messenger asked about the plastic recycling issue. Troy has not heard anything about
plastic but glass is no longer being accepted in Washington County.
10. Messenger Update
a. Nothing at this time. He then asked commission how the commission encourages residents to
download the Recycle Coach App? Jason stated it will be added to new video.
11. Recycle Coach App Update
a. Mary stated interactions are creeping up.
b. Jason stated he was pushing people to it as much as possible.
12. Discuss Budget Items
a. Chairman Neff asked what was the budget for last year.
b. Mary stated trash/recycling fees are staying the same as 2018 and that landfill fees shouldn’t increase this
year. Mary stated we have $7000 for other fees which include $2500 for recycle coach. Everyone agreed
budget can stay same as 2018.
c. Jason Poirier stated the possibility of getting fridge magnets made to be distributed to residents with bulk
trash, battery recycling, trash and recycling pickup. Group agreed to list only special events with mention of
Recycle Coach app. Jason will research cost and present at March meeting. Per Pete get price for 500.
13. Bulk Pick Up
a. Mary will check with J&J for April 27, 2019. If not available then April 20, 2019. Shredding event will
be May 18, 2019.
14. Proper Wrapping
a. No plastic bags. All items should be in container not contained in plastic bags. Chairman Neff and Pete
will meet with Waste Management within the next 3 weeks to find out what is being done with plastic bags.
15. Council Liaison Poirier Report
a. Jason stated per inconsistency in our charter regarding liaisons voting as commission members. During the
last council meeting 2018-6 did not pass so we are back to the beginning as of now where council liaisons
can vote as commission members.
b. Jason also reported on the Dorseytown annexation – there are five homes involved. In order to become
part of Mount Airy homeowners would have to pay hook–up fees. Homeowners may not be properly
informed so discussion has been postponed until the next meeting.
16. Meeting adjourned with a motion by Pete Bowlus and second by Ken Humble; motion carried.
17. Next Regular Meeting – March 20, 2019 @ 7 p.m.

Mary VanMetre:
• Call J & J to confirm/schedule bulk trash date April 27, 2019 or April 20, 2019.
• Contact paper shredding vendor to schedule shred event for May 18, 2019.
Jason Poirier:
• Get price for 500 fridge magnets for special recycle/trash events for 2019.
• Work with Ashley on completing new recycling video
Tom Neff
• Invite Maria Myers to March recycling commission meeting and Ann Marie Creamer to June
recycling commission meeting.
• Arrange a tour of the Waste Management Recycle America facility in Elkridge, MD
• Visit Waste Management Recycle America with Pete Bowlus to discuss plastic bag disposal.
