Recycling and Sanitation Commission Minutes of the Monthly Meeting March 20, 2019 Commission Members and Others in Attendance: Pete Bowlus J A Burke (Representative of Mount Airy Messenger) Mike Dixon Peggy Fleming Tom Neff Troy (J&J Trash Services) Mary VanMetre (Town Staff) Kathy Balderson, Ken Humble, and Jason Poirier were not in attendance 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. January 2019 minutes were approved with motion by Mike Dixon; seconded Pete Bowlus; motion carried. 3. Citizen's Comments - None 4. Ordinance 64-5: Residential Trash Collection. a. Discussion tabled until May 15 Meeting - J & J would like to explain cost savings 5. Ordinance 2019-1 a. Town Council passed the yard waste/grass clippings in street ordinance b. Mt. Airy Police will now handling all code enforcement. 6. New Recycling Video a. Mary VanMetre played the video created by Gina Campanile b. It was noted the video needed to be slowed down in order to read the text c. Discussion on having yard signs stating no plastic bags in recycling d. Discussed purchasing half page ad in Messenger to increase awareness of no plastic bags e. Tony Burke suggested adding a QR code to Messenger to link to the video f. Discussed having Gina add no plastic bags to the Town social media accounts 7. Carroll and Frederick County Recycling Coordinator Visits a. No Update - Tom will try to have them come to May meeting. b. Tom will also invite Gina to attend meeting when the coordinators visit 8. Recycle Coach App Update a. Mary had conference call with Recycle Coach app staff b. Short videos can be added to app at an additional cost of $1,125 c. Mary will contact again to clarify if the cost is yearly d. Mary to email July 2019 and forward yard waste dates to be added to the app 9. Bulk Pick Up a. Bulk Pick up is Saturday, April 13, 2019 b. Mary will update the list as to acceptable and non acceptable items c. Discussion held regarding paying to add a metal truck. Did not have metal truck in 2018. d. Commission members need to decide on metal truck so J & J can be notified. 10. Shred/Battery Event a. The Town Shred and Battery Recycling will be Saturday, May 18 at Watkins Park from 9 to 12. b. Pete Bowlus would like to the Town to purchase six more signs as some are missing c. Pete Bowlus and Peggy Fleming will place the signs out week before the event. 11. National Drug Take Back Day - April 27, 2019 a. The Town Police Dept and Recycling Commission will again participate in the National Drug Take Back Day - Hours will be 9 to 1. b. Pete Bowlus would like the Town to purchase seven signs as again, some have gone missing! c. Pete Bowlus, Tom Neff, and Peggy Fleming will place the signs a week before the event. 12. Recycling Tonnage Costs a. There are rising concerns the Town could begin paying to send out recycling b. Per J & J Currently it is free, but some places are charging $25 a ton and it could go to $75 to $150 a ton which is higher than the trash landfill fees. 13. April 6 Yard Waste Exception Request a. Mike Dixon posed the question for Councilman Poirier - Would J & J accept larger branches, etc as some homes in Nottingham are still doing tornado clean up. b. Troy noted that J & J would be glad to make the exception. He noted the length does not matter. However, the branches/limbs cannot be more than six inches in diameter as larger will damage their trucks. 14. Council Liaison Poirier Report a. No report as Councilman Poirier had to attend another meeting. 15. Meeting adjourned with a motion by Pete Bowlus and second by Mike Dixon; motion carried. 16. Next Regular Meeting – May 15, 2019 @ 7 p.m. SUMMARY OF ACTION ITEMS: Mary VanMetre: • Contact Recycle Coach App Cost of Videos (See Mary's email of March 21) • Recycle Coach App - Email July 2019 and forward yard waste dates • Order replacement yard signs for Shred and Drug Take Back Day • Update Bulk acceptable and non acceptable list for Town website • Get price from the Messenger on half page ad for recycling and adding QR code Jason Poirier: • Get price for 500 fridge magnets for special recycle/trash events for 2019. • Work with Gina Campanile to add no plastic bags to Town's social media accounts Tom Neff • Invite Maria Myers and Ann Marie Creamer to next recycling commission meeting. (See Tom's email of March 21) • Arrange a tour of the Waste Management Recycle America facility in Elkridge, MD Commission Members: • Vote yes or no to Metal Truck for April 13 bulk pick up (Currently have 2 yes and 2 no) • Mary needs decision by end of March on additional cost of Recycle App videos (Email of 3/21) Peggy Fleming, Secretary
