Recycling and Sanitation Commission Minutes of the Monthly Meeting November 20, 2019 Commission Members and Others in Attendance: Kathy Balderson Pete Bowlus J A Burke (Representative of Mount Airy Messenger) Alexis Cavell (J and J Trash Services) Troy Cavell (J and J Trash Services) Mike Dixon Peggy Fleming Ken Humble Tom Neff Jason Poirier (Council Liaison) Mary VanMetre (Town Staff) 1. Commission Chair Tom Neff called the meeting to order and led all in the Pledge of Allegiance 2. September 2019 minutes were approved with motion by Kathy Balderson and second by Mike Dixon; motion carried. 3. Citizen's Comments - None 4. Oct 26th National Drug Take Back Day: Pete and Kathy reported they collected 2 1/2 yard waste bags of medicines. They also filled the epipen container and could have used more containers. The police department had not provided the weight of the drugs collected. 5. New Toter Labels a. Mary VanMetre had a sample and cost of a smaller label from S & K Printing. It was 0.42 a label. Label needed to have No #6 Plastic added b. Kathy Balderson had a price quote for an 8 1/2 by 11 label and it was 0.92 a label. c. Labels needed for Carroll County residents only. Frederick County owns their toters; not the town. d. Discussed how to distribute and attach to toter; it was decided logistics were too much. e. Decision made to price center page colored ad in the Messenger. f. Chair Tom Neff to contact Mayor Pat and explained Commission decision of no toter labels g. Chair Tom to contact Mt. Airy Middle principal regarding doing a recycling program. 6. Town Toters for Trash a. Mary VanMetre had distributed previous documents from J and J prior to meeting. b. Pete Bowlus made a motion not to purchase the toters for trash; Peggy Fleming seconded. c. Discussion was held with each member commenting: Jason - he noted he was a nonvoting member. He felt educating the residents of how to place the toter for the one arm truck and how to control the parking on trash pickup day would be huge problems. Mike - he felt we should have done the pilot program as originally discussed before making a decision. Ken - He also felt we needed the pilot program first. Kathy - she was concerned regarding our town house communities. It would be a big problem storing and where to set them for a truck to pick up. Mary - She was concern for the older residents who only have one bag of trash - how would they store an additional toter and for just one bag. Tom - He was not sure the recycling would actually increase and with the recycling being such a volatile market where would that leave the town d. The motion not to purchase the toters at this time passed with a vote of four for the motion and two abstaining. It was noted this could be revisited in the future 7. January Christmas Tree Pickup a. Mary VanMetre noted the Christmas tree pickup is also a yard waste pickup b. Jason requested Recycle Coach be updated to list both pickups. 8. Grass/Leaves in the Street a. Residents need to contact the Code Enforcement Officer if they see a violation. 9. New Budget a. Mary Vanmetre reminded all that new budget items will need to be discussed at the January meeting. 10. Council Liaison Poirier Report a. Dorseytown annexation was not passed. J and J had questioned as it impacts their pickups. b. Redesign of the municipal parking lot, Cross St and Center St. was being worked on c. Flat Iron Building will be coming up for discussion d. New sign ordinance is in place; downtown zone regulations being worked on e. Creating regulations for small cell towers f. 72 houses have been approved off of Back Acre. Mary will keep J and J informed. 11. Meeting adjourned by Chair Tom Neff. 12. Next Regular Meeting – January 15, 2020 @ 7 p.m. SUMMARY OF ACTION ITEMS: Tom Neff • Contact Mayor Pat regarding new toter labels; Commission recommends ad in Messenger versus new labels. • Contact Mt. Airy Middle School Principal, Ms. Sharon Lily regarding recycling program Mary VanMetre • Contact Recycle Coach to add yard waste to the Christmas tree pickup and correct the yard waste dates in August 2020 and forward from Monday to Saturday. Tony Burke • Provide cost of full page colored ad in center of Messenger and Black and White Ad All Commission Members: • Consider new budget items - what might need increasing Peggy Fleming, Secretary
