Recycling and Sanitation Commission Minutes of the Monthly Meeting July 21, 2021 Commission Members and Others in Attendance: Kathy Balderson J A Burke (Representative of Mount Airy Messenger) Mike Dixon Stephen Domotor (Council Liaison) Pete Bowlus Tom Neff (Chairman) Mary VanMetre (Town Staff) Jason Poirier (Ex-Council Liaison) Ken Humble and Peggy Fleming were not in attendance. 1. Commission Chair Tom Neff called the meeting to order and led the Pledge of Allegiance 2. May 2021 minutes were approved with motion by Pete Bowlus; 2nd by Kathy Balderson; Motion carried 3. Citizen's Comments a. No comments were received 4. J and J Comments/Concerns a. J and J was not in attendance 5. Ads for the Messenger a. It was decided we didn’t need any ads at the moment 6. Shred/Battery Event Concerns/Changes a. There were many complaints. Mike had to turn folks away due to the number of participants this year. Many felt it was due to not having the event last year due to COVID b. Definitely need better traffic flow to prevent conflicts with sporting events at the park c. For future events, limit to: residential, 3 boxes and 21771 zip code with proof by driver’s license d. Discussed having an event in the fall. Mary to check with All-Shred for possible dates e. There was a brief discussion to about donations if received going to Mt. Airy Net f. Discussion was held to get signs that state 21771 only. Will discuss more at the next meeting g. Need to educate residents on what is accepted 7. Spring Bulk Pickup a. A brief discussion was held about having an event in the fall but it was decided not to. b. Discussion was held to have dumpsters for next years’ event. Felt that might be more easily managed c. Definitely need to stress what is acceptable for pickup. No exceptions. Will discuss with J and J at the next meeting d. Have scouts help elderly residents with their bulk items. Steve D to check with scouts e. Will discuss at January meeting. Mary to check with J and J for cost of dumpster 8. Town Dumpster Complaints a. Per Mary complaints were made regarding the town dumpster from Catonsville Homes b. The pictures show mattresses and other items not in the dumpster thus someone had to use a key to put the items in the area c. Who is responsible for cleaning the area? Per Mary town staff did it. d. Should penalties be imposed? Without evidence it’s hard to pin this on a specific person e. Per Mary a letter was sent to all businesses that utilize the dumpster in hopes this will not continue f. Discussion was held to post signs implying penalties if caught but without cameras/proof no penalties can be enforced g. No decisions made 9. Council Liaison Report a. Stephen Domotor reported a couple of ordinances were adopted. No solicitation in town is now exempting 5013C and political candidates unless there is a no solicitation sign posted b. Advertising budget was reduced by $12,000 of which $5,000 was re-allocated to the Parks and Recs budget for future use undefined (which could be toward Windy Ridge Bike trail efforts; support to a potential Skate Park; or other) c. There will be a public meeting on the Flat Iron Building prior to the September Council meeting. The public meeting will be at 6:30 pm. d. An Ordinance (#2021-18) was introduced and forwarded to the Planning Commission for their review and advisement on general regulations pertaining to wireless facilities with a focus on 5G. It is modeled after the Town of Manchester guidance on this topic. e. The Council continues its discussions on developing a list of priorities for the Council's attention. f. Reviewed old town policies g. Mt Airy and Carroll County agreement. Town and county will cooperate re: zoning etc for FY21-22 h. Went over various commission vacancies. We have 1. 10. Meeting adjourned with motion by Pete Bowlus and seconded by Kathy Balderson. 11. Next Regular Meeting – September 15, 2021 @ 7 p.m. SUMMARY OF ACTION ITEMS: • Mary VanMetre Check with All-Shred for fall dates Addendum - No fall dates available; Spring 2022 dates April 2 or 9 Check on price for dumpster for 2022 bulk pickup • Stephen Domotor – Check with scouts for help with Bulk Trash Event • Jason Poirier – Cake was delivered and was delicious.
