Streets and Roads Commission Meeting Minutes December 4, 2018 Commission members in attendance: Brian Bieda, Cindy Dunigan, Lynne Galletti, Susan Harbison, Luci Riegel, Jennifer Smith, Councilwoman Patty Washabaugh I. Call to Order: The meeting was called to order at 7:35 p.m. II. Administrative items a. Approval of Meeting Minutes – There were no prior meeting minutes to approve b. Notes from the Chair 1. The meeting was chaired by Councilwoman Patty Washabaugh as a new Chairperson needs to be elected. Brian Bieda nominated Jennifer Smith to be the Chairperson, Cindy Dunigan seconded the nomination. The vote was unanimous. Jennifer will begin her tenure as Chair after this commission meeting. Jennifer Smith nominated Lynne Galletti to be the Secretary, Brian Bieda seconded the nomination. The vote was unanimous. Lynne began her tenure as Chair taking minutes at this commission meeting. c. Council Liaison Report 1. Councilwoman Washabaugh discussed the upcoming Tree Lighting and Pictures with Santa on Friday December 7, 2018. Main street will be closed between Prospect and Hood Street during the event. There was a discussion regarding the detour signs for the event. Mayor Rockinburg will email Brian Johnson regarding the placement of the detour signs at Rising Ridge Road/Prospect and Main Street/Paradise Street. 2. Councilwoman Washabaugh discussed whether or not the Street and Roads Commission meetings should be taped. Mayor Rockinburg will email Monika Wierbach regarding the tape recorder and the availability of it’s use. III. Citizen Comments a. Karl Munder expressed his concerns regarding the sidewalks on Twin Arch Road from Route 27 down to Century Drive. There was a discussion about the responsibility of the maintenance and repair of the sidewalks belonging to the business owners. Karl also expressed his concern with a storm drain cover that has possibly collapsed near that intersection. The Mayor will email the Town Maintenance Department to look into that issue. Karl also expressed his concerns with the detours on Main Street during town events and the issue with increased traffic through the residential neighborhoods. Mayor Rockinburg asked Karl to come up with a recommendation on what to do with the traffic and where to 1  detour it, such as possibly signs on S. Main Street as far down as the intersection at 144 notifying drivers about the road closure due to an event. Karl was asked to forward his recommendations to the Chairperson. b. Jim Greco of Sterling Glen was asked by the residents of Sterling Glen to come speak about speeding cars through his neighborhood and the children playing in the street. This is a continued safety issue. Jennifer Smith spoke about the speed collector signs and infrared trackers that the town has. The Mayor will ask the town to put the speed collectors out. Based on the data received, the Commission can then make recommendations. c. Amanda Gillis and Jill Willingham of Twin Arch Townhouses spoke about the speeding in their neighborhood and cars not stopping for school buses. d. Kim Bynack, President, Twin Arch HOA notified the Commission that after the tornado, residents were out in their streets assessing the damage, a town truck was speeding through their neighborhood – the Mayor will address this with the Town Maintenance employees. IV. Old Business – Jennifer Smith noted that there may be old business that the previous Commission had on it’s agenda. She will go through old minutes and see if there are any items that are still outstanding for this Commission to address. V. New Business a. Back Acre Circle Parking Issues – 1. Nick Henderson and Kim Bynack from the Twin Arch HOA presented information and photographs regarding Back Acre Circle. They measured the road - from the curb to the yellow divider line is 16 feet on each side. They showed pictures of people making U-turns on Back Acre in front of the dance studio and discussed the continual issue of safety with cars parking on both sides of Back Acre. There are no parking signs on the resident side of Back Acre, however, people are still parking there to pick up and drop off. Councilwoman Washabaugh asked them what they are asking the Commission to do for them. They stated that they want no parking on Back Acre Circle. The issue of no street lights was brought up. There are street lights on the business side of Back Acre. 2. Mayor Rockinburg has been handling this issue for the Town. He gave his report. He has been speaking with the owners of the dance studio, they have been working together to come up with solutions to the issues such as cones and flashers. The issue of parking - Back Acre is not a collector road, people are allowed to park on the road. The Mayor stated that Chief Reitz has started policing the area. The Mayor wants to keep working with the owner and the MAPD to address the issue. 3. Lauren Belsky, Dance studio owner. The studio has been there for a year now. Once she found out about the parking and safety issues, she has been proactive in reaching out to their customers through their newsletter, posters, etc. 2  4. Mayor Rockinburg drew a picture for the Commission of Back Acre and the connecting roads. Jennifer Smith suggested asking the Town Engineer about the possibility of moving the yellow lines to make clear vehicle standing area in front of the studio. Mayor Rockinburg will talk to the Town Engineer. 5. Councilwoman Washabaugh suggested talking to the building owner, Frank Dertzbaugh about lights and safety in the back of the building as there is parking available in the back. b. Budget Prep – The Mayor noted that the town is scheduling budget meetings for the upcoming fiscal year and this Commission needs to look at possible and projected needs c. Next Meeting Date - This Commission will meet every other month starting with the January, 2019 meeting. Councilwoman Washabaugh will talk to town employees to find out availability for the meeting.
