WASHABAUGH STREETS and ROADS COMMISSION AGENDA March 5, 2019 STREETS AND ROADS COMMISSION MEETING 7:00 pm 1. CALL TO ORDER AND PLEDGE 2. APPROVAL OF COMMISSION MEETING MINUTES 3. COUNCIL LIASON REPORT 4. COMMUNITY CONCERNS/CITIZENS COMMENTS 5. APPROVAL OF PRIOR MINUTES 6. OLD BUSINESS a. Request for pedestrian crossing across Prospect Road at the intersection of North Main. This request was discussed at the October 2017 Streets and Roads Commission meeting. The Commission requested the Town investigate performing a speed and traffic study of the area. The Commission would like to know the status of this request. b. South Main and Route 27. At the August 2017 Streets and Roads Commission meeting, the Commission discussed the difficulty with making a left turn from South Main Street onto Northbound MD 27. There are two through lanes of oncoming traffic from the exit ramp of I-70. The driver turning left from South Main can be confused by both lanes having the through designation. The Commission would like to know the result of any discussion between Town staff and SHA on this issue. Item held for status update. c. Rising Ridge Road Signage. There is a concern over inadequate warning signage for new cross walks installed on Rising Ridge Road. The Commission will discuss recommendations for signage improvements. d. Storm Drain Cover Condition Twin Arch Road and Century Drive. The Commission discussed the condition of a storm drain at the intersection of Twin Arch Road and Century Drive. The Mayor will email the Town Maintenance Department to look into that issue. Item held for status update. STREETS and ROADS COMMISSION AGENDA (cont.) e. Sterling Glen Speeding Issue. The Commission discussed a complaint from a resident about speeding in the Sterling Glen neighborhood. The Town will perform traffic and speed counts and provide the information to the Commission for review and consideration. Item held for status update. f. Detours on Main Street During Town Events – The issue of detoured traffic during town events was discussed and possible alternatives to detour routes when Main Street is closed. Alternatives included detouring traffic at South Main/Ridgeville Blvd to Rising Ridge. There was discussion, the Mayor asked Karl Munder to put together a proposal of ideas and alternatives during town events. g. Twin Arch Neighborhood Speeding Issue. The Commission discussed a complaint from a resident about speeding along Back Acre Circle in the Twin Arch neighborhood. The Town will perform traffic and speed counts and provide the information to the Commission for review and consideration. Item held for status update. h. Back Acre Circle Parking Issue. The Commission discussed a complaint from residents of the Twin Arch neighborhood about parking on Back Acre Circle in front of 2904 Back Acre Circle. Parking in this area is a concern to traveling public along this road especially during evening hours when visibility is limited. Possible solutions include restricting parking in this area, restriping the center line of the road, improving on-site parking availability, and traffic calming. The Town will perform traffic and speed counts and evaluate the current width and stripping of the road and signage of the area and report back to the Commission. Item held for status update. i. Traffic Light at Main Street and Ridgeville Blvd. A citizen has requested information on who has jurisdiction over the traffic light at Main Street and Ridgeville Blvd and has requested to install a left hand turn for traffic turning onto Main Street. Item held for status update. j. Hill Street Issues – A letter was received from a resident on Hill Street asking the Town to look into the speeding issue and possibly lowering the speed limit on that street. It was recommended that a speed and traffic study be done. Item held for status update. 7. NEW BUSINESS a. Requests for Temporary or Permanent On-Street Parking. The Commission will discuss developing a list of information needed to make a judgment on any future requests to allow temporary or permanent on-street parking. b. Speed Limit on MD 27 through Mount Airy Town limits. A citizen has questioned the posted speed limit on MD 27 through Mount Airy Town limits. 8. ADJOURNMENT 2
