Streets and Roads Commission Meeting Minutes September 3, 2019 I. Commission members in attendance: Cindy Dunigan, Susan Harbison, Lynne Galletti, Luci Riegel, Jennifer Smith, Councilwoman Washabaugh II. Call to Order and Pledge - The meeting was called to order at 7:00 p.m. III. Approval of Commission Meeting Minutes – Motioned and unanimous approval, with exception to correct the date to 7/9/19. IV. Council Liaison Report – Councilwoman Washabaugh reported on the Town Vision Plan, the 1st phase of Park Avenue to begin improvements. See more in new business. V. Community Concerns/Citizen Comments David DeMay, lives behind Jimmie Cone – complaint about the new mailboxes, they cause a blind spot at the intersection of Main Street and Fairwood Lane when turning Left (north) onto Main Street. Barney Quinn addressed this issue and said that he did go look at the intersection. There was discussion, Jennifer Smith aske of a stop bar would help, if a site distance analysis could be done. Barney Quinn said it could be done. Frank Dertzbaugh – Back acre bldg., he asked for an update, he would like bike lanes added to the perimeter of Back Acre circle, he wants a master plan for town roads and a bike plan for the Town of Mount Airy. At his intersection, he wants a crosswalk and/or a 3 way stop sign. There was discussion about traffic calming, after the discussion Barney Quinn said he does not recommend parking on Back Acre due to the width of the road. Susan Harbison – Asked that there be “no U turn” signs placed on Century Drive, Jennifer Smith stated that it is a double yellow line and U turns are illegal, she recommended referring it to Chief Reitz as that is a law enforcement issue. Jennifer Smith motioned to alert the police that it is an enforcement issue there, motion 2nd by Lynne Galletti, the vote was unanimous. Mayor Rockinburg recommended that people call the Mount Airy Police when they witness U-turns on Century Drive. Mayor Rockinburg said that he will email Dan Strayton, owner of Health Unlimited an notify him about this issue. VI. Old Business a. Back Acre Circle Parking Issue – Members conducted visual observations of the parking issue in front of the dance studio in the spring. The results of the visual studies were discussed at the July 2019 meeting. Lynne Galletti read the results again. Mayor Rockinburg thanked Streets 1  and Roads for doing the observations to see the overall effects of the measures put into place to solve the traffic/parking issue. b. Speed and Traffic Studies –Lynne Galletti presented the spreadsheet summary of the Speed and Traffic Studies done. It was recommended that this commission look at the high volume areas and recommend to Chief Reitz that law enforcement look at these areas during the high volume, high speed times. Once this is done the commission would like to repeat the Speed and Traffic Studies to see if the enforcement helped the issues. c. Requests for Temporary or Permanent on-street parking – This form was tabled until the next meeting. d. Speed Limit Signs on Back Acre Circle – The signs have been installed, it was agreed to remove this item from the agenda. e. Industrial Traffic – Back Acre circle – Barney Quinn did contact the industrial firms and will verify the signage, it was agreed to keep this on the agenda for a status update. f. Crosswalk Locksley and Kings Forest – Councilwoman Washabaugh said that the stop sign is not far from where the bus stops. Jennifer Smith asked Barney Quinn if it was a standard that new developments place crosswalks at every intersection – Barney Quinn said no. Hold for status update. g. Buffalo Road/North Main Street – The “do not enter” sign has been installed. Agreed to remove from agenda. h. Tall Oaks – Councilwoman Washabaugh reported that the Town is only responsible for the main part of the intersection. The cost to repair is $96,000. The Home Owner’s Association is responsible – they cannot get the owners to pay. It was agreed to remove from agenda. i. Route 27 speed limit – Mayor Rockinburg will contact the State Highway Administraiton (SHA) and follow up with an email to Councilwoman Washabaugh. j. Twin Arch Road between Century and Aaron – Barney Quinn addressed the question of widening Twin Arch Road in this area. Widening was done 7-8 years ago to open Aaron Lane, as required, widened by the developer. Agreed to remove this from the agenda. VII. New Business a. Citizen Requests Through the Town Web Site – there were no new requests b. Improvements – Request from Town Council for input on Center Street, Cross Street, Park Avenue, Municipal Lot – Barney Quinn presented the sketches for Phase I – there were discussions regarding safety/pedestrian concerns, parking, truck traffic and safety. Further information is needed for this commission to make any recommendations/input. c. South Main Street – There was discussion about the ongoing issue with traffic continuing straight on South Main Street when the road curves. Suggestions made incuded painting directional signage on the road, 2  Barney Quinn presented two options, it was agreed that there needs to be mor ighting, striping, bigger signage. Held for status update. d. Growth Task Force Survey – Doc O’Brien discussed the current Growth Task Force and the need for an updated survey, they are requesting input from each Commission and they would like the Streets and Roads to have input.
