Town of Mount Airy Water and Sewer Commission Meeting Minutes – January 8, 2014 Commission members in attendance: Dick Swanson, Council Liaison Chris Everich, Fred Goundry, and Kelley Moxley. Minutes: Chris Everich moved to approve the minutes of the December 12, 2013 meeting. Seconded by Fred Goundry and approved by unanimous vote. Old Business: Water Allocation: At the December meeting, the Commission unanimously approved Resolution 2013-1 recommending that the Town Council release 20,000 gallons of water for development and redevelopment within the Town limits. Dick Swanson reported that the Town Council referred the resolution to Town Engineer Barney Quinn for review and recommendation back to the Council. FOG Ordinance Implementation: The Commission performed its final review of FOG forms. Dick Swanson stated that he will meet with Monika Weierbach and Brain Johnson to coordinate the implementation of the FOG ordinance. He also distributed the list of food service establishments (FSEs) subject to the grease trap requirements of the ordinance. He will follow up with Brain Johnson concerning possible additions to the list for non-profits with industrial kitchens. Chris Everich suggested that the Town phase-in the ordinance to allow FSEs to ensure that they are compliant with the requirements before the Town perform inspections and issue citations. The Commissioned agreed with Everich's suggestion. Kelly Moxley will work with WSSC to see if they can provide training to all individuals that will be conducting inspections of FSEs and empowered to issue citations for noncompliance. Stormwater Management: Chris Everich briefed the Commission on the status of the efforts to change the State's stormwater management fee imposed on 10 jurisdictions including Carroll and Frederick counties. Legislation will be introduced in the upcoming legislative session to repeal the fee or, at a minimum, to significantly mitigate the impact of the “rain tax” on local property owners. New Business: FY 2015 W&S Budget: Dick Swanson reported that water and sewer income and expense numbers were not available in time for the meeting. He suggested that the Commission defer discussions of the FY 2015 W&S budget until the respective departments submit their proposed budget and actuals for the first six months of FY 2014 become available. Adjournment: Chris Everich moved to adjourn the meeting. Seconded by Kelly Moxley and passed by unanimous vote. The meeting was adjourned at 8:00 pm.
