Water and Sewer Commission
Meeting Minutes – June 7, 2017
Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Ted Cisowski, Fred
Goundry. Fred Mason, Mark Moxley, and Ron Runkles are excused absences. The meeting was called to
order at 7:00 pm.
Minutes: Peter Helt moved to approve the minutes of the May 3, 2017 meeting. Seconded by Ted
Cisowski and the motion passed unanimously.
Old Business:
Merridale Gardens Tour: Dick Swanson mentioned the June 6th Carroll County Water Resource
Coordination Council tour of the Merridale Gardens stormwater management pond which is one of the
Carroll County stormwater management projects being performed to meet county-wide stormwater
management permit requirements. The pond is located on Ridge Drive just past the Library. Dick
Swanson and Peter Helt attended the briefing by WRCC representatives who explained the proposed
remediation to the overgrown pond. They estimated that the cost may exceed $850,000 in remediation
costs and will be paid by the County via the Memorandum of Agreement between the county and the eight
municipalities. Peter Helt commented on the significant cost of remediation basically cause by the MDE
permit requirements. The cost to the Town is mitigated, however, by the County/Town 80/20 share
included in the MOA to fund projects within Carroll County.
Water and Sewer Monitoring System: With some changes and updates to the system(s) in place to
monitor and report the status of operations throughout the water and sewer systems, the members asked for
an update on the type and performance of the new and upgraded equipment. Dick Swanson will contact
Brian Johnson for the latest information on the system(s) operational effectiveness.
Late Water Bill Payments: Peter Helt reported a significant reduction in late water bill payments since
increasing the late payment fees.
New Business:
Maryland Legislative Session: Dick Swanson reported that the Water Service - Shutoff Notice and
Vulnerable Population Protection (HB 228) and Environment – Water Service Affordability Program (HB
918) both failed to pass during the 2017 legislative session.
Town Commissions Annual Meeting: The members were reminded of the July 12th annual meeting with
representatives of all the Town commissions, elected officials and civic organizations. The meeting
focuses on what commissions have accomplished, their goals for the next year, and opportunities for
commissions and groups to work together where they have common objectives. The meeting is open to all
commission members.
Next Meeting: Due to the 4th of July holiday, the members agreed to cancel the July W&S meeting.
Adjournment: Peter Helt moved to adjourn the meeting. Seconded by Ted Cisowski and passed by
unanimous vote. The meeting was adjourned at 8:00 pm.
W&S Meeting: The next W&S meeting is August 2, 2017 in Town Hall at 7:00 pm.
