Meeting Minutes
September 5, 2018
Commission members in attendance: Dick Swanson, Council Liaison Peter Helt, Mark Moxley, Fred
Goundry, Karl Munder and Ron Runkles.
Fred Mason emailed his letter of resignation on August 6th . The members expressed their appreciation for
his contribution to the W&S.
Minutes: Ron Runkles moved to approve the minutes of the August 1, 2018 meeting. Seconded by Peter
Helt and the motion passed unanimously.
Old Business:
Stormwater Management Update: Dick Swanson advised the W&S members that work began on the
Merridale stormwater management project on the Carroll County side of town. He also distributed a one
sheet summary of the very preliminary plans for the stormwater management project on the Frederick
County side of town. The plan entails two ponds - one along East West Park and one where East West
meets Windy Ridge Park.
Swimming Pool Discharge: Members reviewed the draft “Tips to Reduce the Impact of Wastewater from
Your Swimming Pool” and made several suggested improvements to the original. Peter Helt moved that
flier be posted to the Town website as modified. Seconded by Mark Moxley and passed unanimously.
Recent Rainfall Numbers: Dick Swanson distributed maps detailing the mean precipitation and departure
from average for the 60 day period 5/30/2018 to 7/28/2018 and the last 30 days. The maps show that the
significant rainfall discussed at the last meeting continued through the month of August with 5.1 inches
during the period. Dick Swanson pointed out that unlike many other areas of Maryland experiencing
extreme flooding, our concern in Mount Airy is the significant increase in inflow to the WWTP. The
WWTP average flow exceeded one million gpd every month from June through August.
New Business:
Open Meetings Act Training: Dick Swanson distributed the flier detailing the Maryland Open Meetings
Act training scheduled for Tuesday September 11. Peter Helt pointed out that the training is open to all
commission members. Mark Moxley, Ron Runkles, Karl Munder and Dick Swanson will attend. The law
requires that at least one member of municipal commissions be trained. The Academy of Excellence in
Local Governance will conduct the class.
Other Business:
Adjournment: Peter Helt moved to adjourn the meeting. Seconded by Karl Munder and passed by
unanimous vote. The meeting was adjourned at 7:40 pm.
W&S Meeting: The next W&S meeting is October 3, 2018 in Town Hall at 7:00 pm.
