Town of Mount Airy Water and Sewer Commission Meeting Minutes June 5, 2019 Commission members in attendance: Dick Swanson, Mark Moxley and Ron Runkles. The meeting was called to order at 7:04. Council Liaison Larry Hushour was an excused absence. Karl Munder also attended the meeting. Minutes: Mark Moxley moved to approve the minutes of the May 1, 2019 meeting as amended. Seconded by Ron Runkles and the motion passed unanimously. Old Business: 1. Stormwater Management Update: Dick Swanson briefed the members on the recent WRCC stormwater management ponds tour throughout Carroll County and the stop at the Merridale pond in Mount Airy. He handed out a fact sheet on the Merridale pond pointing out that of the approximately $1.3 million cost the Town's share was approximately $360k. 2. Rainfall/WWTP Update – WWTP flow (1.089 million gpd in May – June numbers were not available)) continues be far in excess of the well flow (680k gpd) in spite of the fact that rainfall in May exceeded the average by only approximately one to 1.2 inches. I&I continues to a problem especially along the CSX property where runoff covers a manhole. 3. FY 2020 Budget – Each member received a copy of the FY 2020 approved budget. It was pointed out that if all W&S capital projects are completed $561,000 would be pulled from reserves to fund the projects. 4. Sewer Discharges and Fats Oils & Grease (FOG) Update – Dick Swanson passed out draft FOG letter and forms for review of the Commission. After review and discussion, Mark Moxley moved to approve and release the letter and forms to administer the Food Service Establishments' compliance with the FOG ordinance. Seconded by Ron Runkles and passed by unanimous vote. 5. Town Code Inconsistency in Sewer Infraction Penalties - Dick Swanson reported that the previously approved memo to the Town Council recommending a change in the Town Code concerning an inconsistency in the code dealing with sewer infractions was submitted to the Council for their consideration and action. 6. MOA for Cost Sharing of Stormwater Mitigation Projects and Co-Permittee Responsibilities – NPDES MS5 Permit – Dick Swanson reminded the members to become familiar with the document since the commission will be reviewing it when MDE releases the draft NPDES MS5 permit. New Business: There was no new business. Other Business: The members thanked Karl Munder for his contributions to the Commission. Karl was elected to the Town Council in May. Adjournment: Dick Swanson moved to adjourn the meeting. Seconded by Mark Moxley and passed by unanimous vote.
