Town of Mount Airy Water and Sewer Commission Meeting Minutes November 6, 2019 Commission members in attendance: Chair Dick Swanson, John Cherry and Mark Moxley. Council Liaison Larry Hushour and Ron Runkles were excused absences. The meeting was called to order at 7:05. Minutes: Mark Moxley moved to approve the minutes of the October 2, 2019 meeting. Seconded by John Cherry and the motion passed unanimously. Old Business: 1. Stormwater Management Update: Dick Swanson reported that the location of a water line in East West Park need to be confirmed that it does not intersect the future stormwater pond planned for the park. Barney Quinn, Town Engineer, will work with Carroll County to address the issue. 2. Rainfall/WWTP Update: October's WWTP flow of 649,900 gpd and the current year-to-date average of 912,717 gpd are significantly below the 2018 numbers and the commission expects 2019 to be below the APFO maximum flow of 960,000 gpd (1,200,000 permit capacity less the APFO required reserve of 20 percent). It was noted that 2018 flow was unusually high due to the record annual rainfall and resulting inflow. Less precipitation and inflow mitigation efforts significantly reduced the inflow. 3. MOA for Cost Sharing of Stormwater Mitigation Projects and Co-Permittee Responsibilities – NPDES MS4 Permit – Dick Swanson informed the members that the Town Council, by consensus, agreed with the commission's recommendation to include $82,000 in the FY 2021 budget for the town's annual dues to fund the Carroll County/municipalities Memorandum of Agreement stormwater management initiative to me the next NPDES MS4 permit requirements. 4. Request for FOG (fats, oils & grease) Variance: Dick Swanson reported that the David Warrington, Town Administrator, approved the commission's recommendation to issue a FOG variance to Wings of Angels Chicken To Go. The signed letter approving the variance was sent to the business in October. New Business: 1. National Pollution Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit: Representatives of Carroll County met with Town DPW and staff to discuss permit requirements outlines in MDE's NPDES Fact Sheet. The Chair gave each member a copy as background in preparation for the next permit cycle coming in 2020. 2. Public Information & Education: The members discussed creating some educational materials and a possible presentation to inform the public of the requirements and restrictions applicable to storm drains and stormwater management. They agreed to begin drafting some materials for consideration at a later meeting. 3. January W&S Meeting: January's regularly scheduled meeting would be New Years Day. Mark Moxley moved that due to the holiday, the January meeting be canceled. Dick Swanson seconded the motion and the motion passed unanimously. Other Business: Water & Sewer Cash Flow: Dick Swanson distributed copies of the June 30th and the October 31st Water & Sewer Bank Balance statement. Since the Town issues a quarterly water bill while paying its obligations monthly, the cash inflow is high after issuing bills and dramatically reduces as the quarter progresses. This can tend to reduce the cash-on-hand to meet monthly financial obligations. In preparation for the FY 2021 budget season, the commission assessed the current cash flow trend and determine that the W&S fund carries a sufficient checking account balance to meet the W&S department's obligation. Therefore, at this point in time, most likely, no action is necessary to address cash flow requirements during the upcoming fiscal year. Adjournment: John Cherry moved to adjourn the meeting.
