Town of Mount Airy Water and Sewer Commission Meeting Minutes March 4, 2020 Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, John Cherry, Mark Moxley and Ron Runkles. The meeting was called to order at 7:05. Minutes: John Cherry moved to approve the minutes of the February 5, 2020 meeting. Seconded by Mark Moxley and the motion passed unanimously. Old Business: 1. Stormwater Management Update: Dick Swanson reported that the East/West Pond construction should start in May or June. The Twin Ridge dam safety work was advertised 2. Rainfall/WWTP Update: The members reviewed that calendar 2019 and January/February 2020 precipitation, well production, point of entry data and WWTP flow. Although the precipitation during January and February was near normal, the WWTP flow continued to exceed the POE volume. Mark Moxley pointed out that due to the high water table, the WWTP flow may be a result of normal infiltration during such conditions. The commission will continue to monitor the WWTP flow. 3. Public Information & Education: The Chair advised the members that Town staff would assist in the production of a stormwater public service announcement (PSA) for the Town website, Facebook and other uses. The theme of the PSA would be a brief explanation of how the stormwater system works followed by dos and don'ts for residents and businesses. Depending on the amount of martial to cover in the PSA, the commission will consider splitting the message into two or more PSAs. 4. W&S Departments Financial Trends & Recommendations: Dick Swanson presented draft Water and Sewer Commission Resolution No. 2020-1 stating “... that the Town Council should resolve to maintain a water and sewer reserve balance of at least $3,300,000.” The purpose of the resolution is to establish a level of reserve to meet emergencies, disasters or other significant unforeseen events and to provide a frame of reference during the Council's annual budgeting process and fiscal management of the Water and Sewer Departments' reserve funds. After discussing the resolution, Ron Runkles moved to approve the resolution as written, seconded by John Cherry and passed unanimously. 1. MD Legislative Session – Proposed Bills: Dick Swanson discussed SB 820 (Public Water Systems – Supplier Requirements) which would require inspection, recording, and reporting of periodic inspections of all critical valves in the public water system. If passed, this bill would increase the workload of our Water Department personnel. New Business: There was no new business. Other Business: There was no other business. Adjournment: Mark Moxley moved to adjourn the meeting. Seconded by Ron Runkles and passed by unanimous vote.
