Town of Mount Airy Water and Sewer Commission Meeting Minutes October 7, 2020 Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, John Cherry, Dave Difonzo and Ron Runkles. Mark Moxley was an excused absence. The meeting was called to order at 7:00. Gina Campanile also attended the meeting. The meeting was virtual due to closing of Town Hall. Minutes: Ron Runkles moved to approve the minutes of the September 2, 2020 meeting. Seconded by John Cherry and the motion passed unanimously. Old Business: 1. Rainfall/WWTP Update: The Waste Water Treatment Plant flow in July was 626k gpd; the lowest for calendar year 2020 to date. The lower flow was for the most part due to the low precipitation during September. Dick Swanson noted that the recently repaved patches around some manhole cover helped reduce stormwater infiltration into our sewer system. 2. Public Education: Source Water Protection & Stormwater System – Video/Print/Presentation ideas - PSA initiative is on hold during the virus 3. Emergency Response Team: When available, the W&S will review the Emergency Management Team's proposed process to make water available to residents in the surrounding area during emergencies. 4. Review of “Water Use Limitation Tiers”: John Cherry presented the updated draft of the proposed water drought management plan. The revised draft incorporated Ron Runkles recommendation to consider local drought measurement tools over regional drought tracking systems since they would better represent local conditions. Dick Swanson asked each member to review the latest draft and be prepared to discuss their suggested changes and recommendations at the November meeting. He specifically; What is your opinion on the structure of the guidelines? Do you have suggested changes to areas such as the general criteria for determining the drought level - such as "water level trends below the normal level" or "water level continues to drop"? What restrictions should be listed in Stage 3 under "The Town will take the following actions:"? New Business: There was no new business. Other Business: Dick Swanson informed the members that the Environmental Protection Agency (EPA) issued their “Guidance for Small Community Water Systems on Risk and Resilience Assessments under America's Water Infrastructure Act” and Mount Airy is required to perform the risk assessment and certify to the EPA by June 30, 2021 that the assessment is complete. The majority of the work to perform the assessment will be performed by the Town's Water Department and the commission will monitor the progress of the department. 1.
