Town of Mount Airy Water and Sewer Commission Meeting Minutes November 4, 2020 Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, John Cherry and Mark Moxley. Dave Difonzo and Ron Runkles were excused absences. The meeting was called to order at 7:02. Gina Campanile also attended the meeting. The meeting was virtual due to closing of Town Hall. Minutes: Dick Swanson moved to approve the minutes of the October 7, 2020 meeting. Seconded by John Cherry and the motion passed unanimously. Old Business: 1. Rainfall/WWTP Update: The Waste Water Treatment Plant flow continues to decline due to inflow remediation efforts and a return to normal rainfall in October. 2. Stormwater Management Projects: Dick Swanson reported that the Harrison Leishear stormwater management project is on hold at least until the annexation of the property is decided. The East/West pond construction contract was awarded to Kibler Construction and work should begin in December. Twin Ridge dam project contract was awarded to Hamilton Construction and storm drain work is ongoing. Planting on the site will occur in Spring 2021. 3. Review of “Water Use Limitation Tiers”: John Cherry updated the members on the proposed draft of the water drought management plan. He stated that Zach Neal, Carroll County Hydrologist, recommended looking into setting minimum water levels as a indicator that the Town is in drought conditions. The commission will ask DPW how long well level monitoring date is retained in order to possibly build a historic record of well levels to establish a baseline. John will discuss with Zach criteria for setting minimum water levels. Dick Swanson presented recommended verbiage for Stage 3 Town action that should be initiated when the Mayor declares a Stage 3 drought condition exists. The member concurred with the recommendations.
