Town of Mount Airy Water and Sewer Commission Meeting Minutes December 9, 2020 Commission members in attendance: Chair Dick Swanson, Council Liaison Larry Hushour, John Cherry, Dave Difonzo, Mark Moxley and Ron Runkles. The meeting was called to order at 7:00. Also attending were Zach Neal, Carroll County Hydogeologist and Gina Campanile, Director of Community Development. The meeting was virtual due to closing of Town Hall. Minutes: Mark Moxley moved to approve the minutes of the November 4, 2020 meeting. Seconded by Ron Runkles and the motion passed unanimously. Old Business: 1. Rainfall/WWTP Update: The Waste Water Treatment Plant flow edged up to 618,200 gpd which is well within the normal range. November saw average precipitation for this time of year. 2. Stormwater Management Projects: Dick Swanson reported that the Town Council approved the contract for Spring plantings at the Twin Ridge dam project. That should complete the project as work is scheduled to begin on the East West stormwater management pond in 2021. Larry Hushour updated the commission on the schedule for review and vote on the Harrison Leishear annexation request. The council may vote on the annexation in March or April of 2021. 3. Review of “Water Use Limitation Tiers”: The commission reviewed the latest updates to the draft Water Use Limitation policy. John Cherry lead the members through the revisions that were largely based on Zack Neal's comments. The commission agreed that John Cherry should finalize the draft based on John and Zach's collaborative effort and present it to the commission in January for approval. Thanks to Zach Neal for contributing his time and expertise to assist the commission in revising the 2007 water limitation policy. New Business: 1. FY 2022 Budget Preparation: Dick Swanson reviewed the FY 2021 approved water and sewer departments capital budget as background for the upcoming FY 2022 budget cycle. He noted the major capital investments included in the FY 2021 budget; $400k to the WWTS sludge building expansion, $550k to refurbish Water Tower 2 and $720k to upgrade the water main to 12” pipes along the proposed Center Street connection from Main Street to Route 27. The commission will monitor W&S capital expenditures and W&S reserve balances to ensure that adequate reserves are available to meet any unforeseen emergency. Other Business: Adjournment: The meeting adjourned at 8:10. The next W&S meeting is January 6, 2021 either in Town Hall or on-line at 7:00 pm.
