Mount Joy Borough Council Special Meeting Minutes Monday, April 11, 2016 The Mount Joy Borough Council held a special meeting on April 11, 2016, at the Mount Joy Borough Office President Glessner called the meeting to order at 7:40 PM. Roll Call- Present were Councilors, Ginder, Millar, Murray, Reese, Seidel, Smeltz, Youngerman, President Glessner, and Mayor Bradley. Councilor Deering was unable to attend, Also present were Borough Special Labor Counsel, Michael McAuliffe Miller; and Borough Manager, Scott Hershey On a MOTION by Seidel and a second by Millar, the Council approved the April 11, 2016, Special Borough Council Meeting Agenda. Motion carried unanimously. President Glessner announced that Council would hold an Executive Session to discuss personnel matters following the Public Input Period and that a decision may follow the Executive Session. PublIc Input Period There were no comments from the public Council went into Executive Session with Borough Special Labor Counsel at 7:42 PM, to discuss personnel matters. Council came out of Executive Session at 8:43 PM. On a MOTION by Reese and second by Ginder, the Council approved sending a letter to Lancaster County District Attorney Stedman regarding Joseph Goody’s application for ARD in the form discussed with the Borough’s Special Labor Counsel. Motion carried 6 yes/2 no, with Smeltz and Miller voting no. On a MOTION by Seidel and second by Reese, the Council approved authorizing the Borough Solicitor to prepare and advertise an ordinance to amend the Zoning Ordinance to change the date of the Borough’s first floodplain regulations in the definition of new construction and further authorize the Borough staff to forward the proposed ordinance to the Borough Planning Commission and Lancaster County Planning Commission for review and recommendation. It was noted for the record that this action comes as a result of the Department of Community and Economic and Development informing the Borough on January 29, 2016, that the Borough’s proposed floodplain regulations met all requirements and then on April 5, 2016, after the Borough enacted the proposed regulations as provided to DCED, informing the Borough that the regulations were not in compliance. There being no further business, on a MOTION by Reese and a second by Seidel, the Council approved adjourning the meeting at 8:44 PM.
