Mount Joy Borough Council Special Meeting Minutes November 22, 2016 The Mount Joy Borough Council held a special meeting on November 22, 2015, at the Mount Joy Borough Office. President Glessner called the meeting to order at 6:30 PM. President Glessner established a meeting time limit until 9:30 pm. Glessner announced an Executive Session will be needed at the end of the public comment period. Roll Call Present were: Councilors Ginder, Murray, Reese, Smeltz, Youngerman, President Glessner, and - Mayor Bradley. Councilors Deering and Seidel were absent. Councilor Millar arrived at 7:10 pm. Also present were; Public Works Director, Dennis Nissley; Police Chief, Maurice Williams, Jr., Borough Manager, Samuel Sulkosky, Codes Officer Stacie Gibbs, Parks Department Brian Brubaker. Members of the public present were Sue Sterling, Emanuel and Tina Hoffer, Ned Sterling and Kim Brewer from MSMJ. Public Input Period Ned Sterling asked if revenues were up this year compared with last year? Sulkosky and Reese responded. Ned Sterling asked when the Police Department contact was due? President Glessner contract ends in 2017. Ned asked if all if all contract costs have been included in the budget. Jamie WahI from Elizabethtown made comments about purchasing property through the assistance and help of MSMJ. Looking to start a business in Mount Joy and had tremendous help from Kim Brewer and Stacie Gibbs. Executive Session President announces that a brief executive session will be held starting at 6:38 pm. Council returns from Executive Session at 6:48 pm. President Glessner announces that the Executive Session was for the purpose of discussing the Civil Service Commission vacancies. Meeting Resumes On a MOTION by Reese and a second by Youngerman, the Council approved appointing David Eichler for the position of voting member of the Civil Service Commission. Motion carries unanimously. On a MOTION by Youngerman and a second by Murray, the Council approved appointing Jeffrey Bare as an alternate member of the Civil Service Commission, Motion carries unanimously. Councilor Ginder stated that both candidates are qualified and will do well. Manager Sulkosky announced that there is one alternate member vacancy on the Civil Service Commission. Budget Discussion Stacie Gibbs, Building Codes Official, discussed Codes, Zoning and Planning Department budgets. Stacie answered various questions from Councilors concerning her departmental budgets. Council Reese discussed Public Works employee salaries and Public Works labor wages line item 01.430.130 which was reduced by $35,899. Councilor Reese asked what Ken Barto wages were? Manager Sulkosky stated that he would have to get that information and would email it to Council. Borough Manager Sulkosky highlighted the changes in the revenue and expenses totals from 20176 to 2017. Dennis Nissley, Public Works Director, reviewed for Council the Public Works Department budget, some line items changes, removal of Mr. Barto’s wages. Director Nissley answered questions and concerns from Council. The Mayor and Council inquired about the current fund balance in the Refuse/Recycling Fund. Manager Sulkosky stated he would research the fund balance and forward it to everyone. A discussion about line item 01392.270 was held and the possibility of increasing this line item. Council discussed line item 01.430.750 and the increase of $6,400. Director Nissley explained that there was $6,400 additional in the budget for a line painter. After a discussion, Council requested that line item 01.430.750 be reduced $6,400 and Capital Fund line item 430.373 be increase by $6,400. Councilor Smeltz requested that the Police Department budget be discussed next due to it being the largest percentage of the budget. Chief Williams reviewed the Public Safety and Police Department budget. Chief Williams answered numerous questions and concerns with respect to the Public Safety and Police Department budget. Mayor Bradley and Chief Williams discussed making some changes in a number of line items. The Mayor suggested a reduction in line item 01.410183 of $5,000 from 565,000 to $60,000, line item 01.410.238 reduced by $3,500 from $20,000 to $16,500 and line items 01.410.330 reduced by$3,Soofrom 516,500 to $13,000. Council concurred with the changes in these line items. Dennis Nissley reviewed the Storm water Management budget had explained that the Storm Water Management Enforcement Officer wages were moved from the Public Works Department to line item 01.446.130. Dennis answered questions from Council concerning the budget. Councilor Smeltz brought up line item 01.434.000 and the $120,000. It was explained by Director Nissley that the $120,000 was in the 2016 Highway Aid Fund. In previous years, this line item was in the General Fund and was move in 2016 to Highway Aid. Director Nissley explained the reasoning for moving this back to the General Fund was to allow the Highway Aid Fund to accumulate a balance for future road paving projects. Councilor Youngerman explained the paying off a various debt last year which allowed the Borough to reduce line item 01.471,100 by $93,254. Youngerman would have liked to see some of the 593,254 in savings be used to pay down additional debt. Council discussed line item 01.392.270 and the $207,000 budgeted for 2017, Council inquired about the current fund balances in all the budgets. Borough Manager Sulkosky stated he would need to research the current fund balances and will forward the fund balances to Council. Councilor Youngerman stated that according to the last Borough Audit for year ending 12/31/2015, the Refuse Fund had about 5601.000 fund balance. Council concurred and requested that line item 01 .392.270 be changed to $267,000 and line item 04.492.010 be changed to $267,000. Brian Brubaker, Parks Superintendent, discussed the Parks and Playground budget and commented that the budget was relatively flat with some modest changes in personnel costs, Any other Matter proper to come before Council Mayor Bradly reported that he was visiting Japan and wanted a token from Mount Joy. Mayor Bradley secured Pennsylvania Flags that was flown at the Capital in Harrisburg and a US Flag flown at the US Capital in Washington DC. Council agreed unanimously to present the flags as gifts from Mount Joy Borough to Japan. There being no further business, Council adjourned the meeting at 9:50 PM.
