Mount Joy Borough Council December 19, 2016, Special Meeting Minutes Council President Glessner called the meeting to order at 6:30 PM. Roll Call Present were Councilors Cinder, Murray, Reese, Seidel, Smeltz, — Youngerman, Glessner, President and Mayor Bradley. Councilors Deering and Millar was unable to attend the meeting. Also present were Samuel Sulkosky, Borough Manager, Kim Brewer, Main Street Mount Joy Manager, Police Chief Maurice Williams. Glessner announced that item #7 Resolution #31-16 Stormwater Management Ordinance fees shall be deleted from the agenda and will be discussed at the Admin/Finance Committee on December 28, 2016. On a MOTION by Reese and second by Cinder, Council approved the December 19, 2016 meeting agenda with the removal of item #7. Motion carries unanimously. Public Input Period Bruce Haigh, Rose Petal Lane, Mount Joy discussed the fees for — the Refuse account and suggested that street sweeping, bulky waste pickup, and leaf - pickup be contracted out in order to allow Public Works employees to focus on street maintenance On a MOTION by Youngerman and second by Murray, Council approved to adopt the Final 2017 General Fund, Refuse and Recycling Fund, Highway Aid Fund and Capital Fund Budgets. Motion carries unanimously. On a MOTION by Youngerman and second by Murray, Council approved to adopt Ordinance #9-16, fixing the tax rate on real estate at 4.91 mills and establishing payment terms for the fiscal year 2017. Motion carries unanimously. On a MOTION by Youngerman and second by Murray, Council approved to adopt Resolution #34-1 6, setting refuse collection rates at $262.00 Residential Service Charge per unit and $286.00 Nonresidential, Retail, Commercial Service Charge per unit for calendar year 2017. Motion carries unanimously. On a MOTION by Murray and second by Youngerman, Council approved adjourning the meeting at 6:57 PM. Motion carries unanimously.
