6. Reorganization of the Mount Joy Borough Council
A. Nomination and Election of Borough Council President- officiated by Mayor Bradley or
Presiding Officer.
B. Nomination and Election of Borough Council Vice-President
C. Nomination and Election of Borough Council President Pro-Tem
7. Announcement of Executive Sessions – were held December 2, 2019 to discuss personnel
issues. Council extended the current police chief’s contract to January 6, 2020.
8. Consider a motion to approve the January 6, 2020, Borough Council Meeting Agenda.
9. Presentation of Presidential Citation to Harold Billow by County Commissioner Josh Parsons and
Mayor Tim Bradley.
10. Public Input Period - Comments of Any Borough Resident or Property Owner. Time limit of three
minutes per individual.

a. Consider a motion to approve Resolution No. 1-20; reducing employee contributions to
the Police Pension Plan for 2020.
b. Consider approval of Resolution No. 2-20; Council Appointments to Planning Commission
and the Mount Joy Borough Authority.
c. Consider a motion to authorize the Fire Department Mount Joy and Fire Police to assist
other departments and community organizations for non-emergency activities for
calendar year 2020 conditional upon proper notification of the Borough.
d. Consider a motion to approve the Preliminary/Revised Land Development Plan for Reist
Seed Company located at 113 Manheim Street, Mount Joy PA 17552.
14. Public Safety Committee
a. Consider a motion to approve the request from Paula’s School of Dance for a 5K Run for
April 18, 2020 from 9:00 am to 12:00 pm using the identical route for 2019.
b. Consider a motion to advertise ordinance No 1-20; amending Sections 255-33, Vehicles
and Traffic, to allow for a right turn at the Stop Intersection eastbound on Martin Avenue
at Farmview Lane.
c. Discussion of potential Borough Facebook page.
15. Public Works Committee
a. Discussion of Street Projects Notification.
b. Consider a motion to release of the road bond and escrow to Transcontinental Gas
Pipeline Company, LLC (Transco) for Eby Chiques Road from Main Street to a point 155
feet south of Main Street.
c. Consider a motion to approve Resolution No. 3-20; authorizing listing John Deere
310SG backhoe minimum bid of $22,500. John Deere 413 Rotary mower, New Holland
T4055 Tractor minimum bid $6,750.00 on Municibid
d. Consider a motion to approve Resolution No. 4-20; authorizing the purchase of a 2020
John Deere 310SLHL backhoe.through COSTARS contract #118482.
16. Public Input Period - Comments of Any Borough Resident or Property Owner. Time limit of three
minutes per individual.
17. Any other matter proper to come before Council.
18. Authorization to pay bills.
