Mount Joy Borough Council Meeting Revised Agenda 7:00 PM, Monday, January 3, 2022 1. Call to Order – Mayor Bradley 2. Roll Call—Councilors, Castaldi, Eichler, Fahndrich, Ginder, Hall, Haigh, Roering, Ruschke, Youngerman, and Mayor Bradley 3. Invocation- Mayor Bradley 4. Pledge of Allegiance 5. Oath of Office administered by Mayor Bradley or Notary Public for newly elected or re-elected Councilors (Ginder, Fahndrich, Haigh, Roering, Youngerman). 6. Reorganization of the Mount Joy Borough Council- officiated by Mayor Bradley A. Nomination and Election of Borough Council President B. Nomination and Election of Borough Council Vice-President C. Nomination and Election of Borough Council President Pro-Tem {President or Vice-President to officiate the remainder of the meeting} 7. Announcement of Executive Sessions – To take place at the end of the meeting (Item 20.) to discuss police contract. 8. Consider a motion to approve the January 3, 20220, Borough Council Meeting Agenda. 9. Public Input Period - Comments of Any Borough Resident or Property Owner. Consider a motion to approve Resolution No. 2022-01, a resolution to remove civil service requirement for the hiring of police officers. b. Consider a motion to send letter to elected state officials reference Act 50. c. Consider a motion to extend the Police Chief’s MOU to January 2, 2024 d. Consider a motion to extend the Borough Manager’s MOU to January 2, 2024 e. Consider a motion to authorize the borough solicitor to draft and advertise an ordinance naming the Lancaster County Tax Collection Bureau as the Boroughs tax collector for 2022 & 2023. 14. Public Safety Committee a. Consider a motion to authorize the purchase on laptops/tablets for Council to utilize at public meeting in leu of paper meeting packets. Said monies to be drawn from “CARES Act” funding. 15. Public Works Committee a. Consider a motion approve the Rotary Park Maintenance Responsibilities Memorandum of Understanding and to authorize the Borough Manager or public Works Director to execute or sign the document. b. Consider a motion to authorize Borough Manager to have Ordinance drafted to post Apple Alley from West Main Street to Clay Alley “NO TRUCKS.” 16. Public Input Period - Comments of Any Borough Resident or Property Owner. Time limit of three minutes per individual. 17. Any other matter proper to come before Council. 18. Authorization to pay bills. 19. Meetings and dates of importance, see the white calendar. 20. Executive Session to discuss police contract. 21. Consider any motion as a result of the Executive Session. 22. Adjourn The next full Council Meeting is scheduled for 6:30 PM, on Thursday, January 27, 2022. This will be a joint meeting of Mount Joy Borough Council and the Mount Joy Community Foundation followed by the Administration & Finance Committee Meeting. The next regular Borough Council meeting is scheduled for 7:00 PM, on Monday, February 7, 2022. 2
