MOUNT PLEASANT TOWN COUNCIL Special Council Meeting Monday, August 6, 2018 11:45 a.m. Committee Meeting Room rd 3 Floor - Mount Pleasant Municipal Complex 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES I. Call to Order Mayor Haynie called the Special Town Council Meeting to order at 11:46 a.m. Council Members Bob Brimmer, Joe Bustos, Kevin Cunnane, Kathy Landing, Tom O’Rourke and Gary Santos were present. Council Members Jim Owens and Guang Ming Whitley were absent. II. Public Comment [None] III. First Reading: An Ordinance authorizing the issuance of a not exceeding $4,000,000 Waterworks and Sewer System Revenue Parity Bond, Series 2018A of the Town of Mount Pleasant, South Carolina. (Ord. No. 18056) Mr. DeMoura stated that staff supports as a recommendation to Council, the borrowing of a revenue bond for Mount Pleasant Waterworks and asks that First Reading be considered. He stated that the Chief Financial Officer for Mount Pleasant Waterworks, Mark Coffin is present or Paul Trouche, Legal Counsel. Mr. Trouche stated that this would be a revenue bond, not a general obligation bond. It is issued under parity with the other revenue bonds that stand under the general bond ordinance adopted in the early  1990’s. He said this is for the Park West force main project and it is an attractive loan at 2.1% from the State Revolving Fund. He said the bids came in so well, that originally, this was going to be a not exceeding $6 million-dollar loan and they have since then, downsized as they did not have to borrow as much as originally anticipated. Mr. Bustos made a motion to approve the $4 million-dollar bond; seconded by Mr. O’Rourke. All present voted in favor. Mr. DeMoura read FIRST READING BY TITLE ONLY. IV. First Reading: An Ordinance to amend Zoning Code Section 156.325(C), Use Table, of Chapter 156 of the Mount Pleasant Code of Ordinances, to add a Hospice Care Facility as a Permitted Use in the Economic Development District. (Ord. No. 18057) Mayor Haynie stated that this is to add a Hospice Care Facility as a permitted use in the Economic Development district. He stated that this is the Hospice Care Facility off Long Point Road on Wando Park Boulevard. Mr. Santos moved to approve; seconded by Mr. Bustos. All present voted in favor.
