SPECIAL COUNCIL MEETING
Tuesday, August 11, 2020, 5:00 p.m.

MINUTES
I. Call to Order
Mayor Haynie called the Special Town Council meeting to order at
5:00 p.m.
Council members present: Howard Chapman, Brenda Corley, Laura
Hyatt, Kathy Landing, Tom O’Rourke, Jake Rambo, Gary Santos and
Guang Ming Whitley were present.
II. Public Comment
[None]
III. Executive Session
Mr. Rambo moved to adjourn into executive session; seconded
by Ms. Whitley. All present voted in favor.
Council adjourned into executive session at 5:02 p.m.
Legal advice on a contractual matter with regard to the Town’s
contract for legal representation and discussion of, and possible
discussion with, candidates for the general counsel position.
Council reconvened at 6:24 p.m.
Mayor Haynie declared that no action or votes were taken while in
executive session.
Ms. Landing moved to direct Mr. Bruce Miller to finalize
negotiations on the contract with the Town’s current legal counsel
and proceed with hiring in-house legal counsel, David Pagliarini;
seconded by Mr. Santos.
Ms. Whitley, Ms. Hyatt, and Mayor Haynie were opposed.
Mr. Chapman, Ms. Corley, Ms. Landing, Mr. O’Rourke, Mr. Rambo,
and Mr. Santos were in favor.
Motion carries 6-3.
IV. Post Executive Session
Council may take action on any item, including any subsection of any
section, listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
V. Adjourn
There being no further action, Council adjourned at 6:26 p.m.
