CALL TO ORDER Mayor Haynie called the meeting to order at 6:00 p.m. Council Members John Iacofano, Howard Chapman, Jake Rambo, Brenda Corley, Guang Ming Whitley and Laura Hyatt were all present. Council Members Gary Santos and Carl Ritchie were absent. II. APPROVAL OF AGENDA Mr. Rambo moved to approve the agenda, seconded by Ms. Whitley. All present voted in favor. III. PUBLIC HEARINGS, AWARDS & PRESENTATIONS A. Public Hearing: A Public Hearing to receive input on the US Housing and Urban Development (HUD) Urban Entitlement Program, the Program Year 2022 Request for Applications (RFA) for the HUD Funding and community resources. Dr. Anna Eskridge reviewed the Program Year 2022 Request for applications for Housing and Urban Development Funding as well as the community resources.  There being no speakers, Mayor Haynie declared the public hearing closed. IV. APPROVAL OF MINUTES FROM THE NOVEMBER 5, 2021 SPECIAL TOWN COUNCIL MEETING, THE NOVEMBER 9, 2021 TOWN COUNCIL MEETING, AND THE OCTOBER 2021 FINANCIAL STATEMENT. Mr. Chapman moved to approve the minutes and financial statement, seconded by Ms. Hyatt. All present voted in favor. V. PUBLIC COMMENT Howard Chapman, 824 Natchez Circle, stated he would like to request that Mount Pleasant residents be treated equally with the rest of the state when it comes to gas prices. Mount Pleasant has some of the highest prices in the state and there is no reason for that. He would like to ask Mayor Haynie to invite those companies that sell petroleum in Mount Pleasant to sit down and find out why we are paying much more than everyone else. VI. PLANNING A. NEW BUSINESS There are no Planning New Business items. B. OLD BUSINESS 1. Final Reading: An Ordinance to amend Sections 156.007, 156.171, 156.304, 156.318, 156.325 of the Town of Mount Pleasant Zoning Code related to Hotels, Inns, Boutique Hotels and parking requirements for the same. October 20, 2021 Planning Commission Minutes November 1, 2021 Planning Committee Minutes 2. Executive Session (if needed) to receive legal advice related to Ordinance No. 21071, to amend Sections 156.007, 156.171, 156.304, 156.318, 156.325 of the Town of Mount Pleasant Zoning Code related to Hotels, Inns, Boutique Hotels and parking requirements for the same. Council did not adjourn into executive session to discuss this item. VII. COMMITTEE ACTION ITEMS A. Accommodations Tax Advisory Committee (ATAC) Funding Recommendations Mr. Iacofano stated The Accommodations Tax Advisory Committee met in October to review applications and make recommendations for Council’s consideration. The current balance available is $124,000. Council has received a summary of the requests and the Accommodations Tax Advisory Committee’s recommendation for funding 12 requests totaling $124,000. If Council accepts the Committee’s recommendations, this will leave a $0 balance. Since my election in November and appointment to represent Council on this Committee, I have reviewed the applications and recommendations. I have one change from the Committee’s recommendations, which I am including in the following motion. I’d also like to take this time to recognize and Page 6 of 11  thank the committee members for their volunteer service. The members are Lisa Crowley, Chair, Brumby McLeod, Jennifer Maxwell, Vishal Patel, Mari Ricozzi and Terry Ansley. Mr. Iacofano moved to approve the following funding recommendations totaling $120,703: Southeastern Wildlife Exposition ($25,000) Lowcountry Oyster Festival ($7,250) Mount Pleasant Cultural Arts Center Coffee House Variety Show ($2,000) Mount Pleasant Magazine Circulation Booster ($5,703) Charleston Race Week ($25,000) Rice Planter’s 50th Golf Tournament ($2,500) Charleston Challenge Cup ($1,500) Charleston Spring Shootout ($1,500) Halsey Institute Exhibitions Advertising ($1,500) Cooper River Bridge Run ($25,000) Charleston Wine + Food Festival ($20,000) Mount Pleasant Symphony Concert ($3,750) Mr. Chapman seconded the motion. After further discussion, Mayor Haynie called for the vote and all present voted in favor. October 28, 2021 ATAC Minutes October 29, 2021 ATAC Minutes B. Recreation Committee Approval to proceed with developing a recreation referendum for November 2022. Mayor Haynie stated this is not approving a referendum, but a consensus that we will move forward with the concept. This needs to go through the Health, Recreation and Events committee as well as Police, Judicial and Legal for the wording. Ms. Hyatt stated this was discussed at the Recreation Committee meeting and the Committee is on board with Page 7 of 11 starting this discussion. She said at some point the Committee would like it to appear on an agenda to prioritize projects. Mayor Haynie said it was preliminarily discussed at both Recreation and Police, Judicial and Legal Committees and asked Mr. Pagliarini about the timing. Mr. Pagilarini stated there is both a ninety and sixty day lead-in time before the election and the Town’s best interest would be served if final reading was held in July, if not sooner. Mayor Haynie said it will go to full Council and input can be given at that time. He said the bulk of this will be discussed by Recreation, and Police, Judicial and Legal will be tasked with the wording of the referendum. Ms. Whitley said Mount Pleasant is a world-class town and we are deserving of world-class amenities. She said we do not have the budget to reach some of these capital projects and she feels that giving the residents an opportunity to see specifically where their dollars are going and impose a sunsetting ten-year fee on themselves to achieve these things would be great for the Town. Ms. Whitley said she plans on speaking during public comment at every meeting, and she looks forward as a member of the Police, Judicial and Legal Committee seeing the recommendations from Recreation. She said it should also go to the Finance Committee as well as there is a range of dollar amounts, and we want to think of what is reasonable that would be likely to pass with the citizens. Ms. Hyatt moved to proceed with developing a recreation referendum for November 2022, seconded by Ms. Whitley. Mr. Rambo said he believes this should be on the agenda for the Council Retreat to receive input and have discussion as a group. Ms. Corley asked how public input is collected. Mr. DeMoura said there are several different ways. The first would be Council’s contact with constituents. Another way would be by a series of charettes. In the past surveys of recreation users in the Town have been sent out with the assistance of the College of Charleston’s Riley Center. Page 8 of 11  Mr. Chapman said Council can also have public hearings to invite people to give input. He said in order for this to succeed, we must convince the citizens why it is needed. He said the key is to get the information out and hear from our constituents. Mayor Haynie called for the vote and all present voted in favor. December 6, 2021 Recreation Committee Minutes X.
