TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BIDS AND PURCHASES COMMITTEE Tuesday, September 5, 2017 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Members Present: Gary Santos, Chairman; Elton Carrier and Jim Owens Staff Present: Eric DeMoura, Town Administrator; Marcy Cotov, Chief Financial Officer; Rick Griles, Procurement Officer Mr. Santos called the meeting to order at 10:15 a.m. 1. Approval of Minutes from the July 31, 2017 meeting Mr. Carrier moved for approval; seconded by Mr. Owens. All present voted in favor. 2. Public Comments [None] 3. Award of contract for the design of Long Point Road improvements Mr. Griles stated that staff would like to recommend utilizing one of the on call consultants, Johnson, Mirmiran & Thompson (JMT) to perform the design work. He stated that staff recommends executing a contract with them in the amount of $1,127,280.00 based on negotiations with JMT. He said that one of the key considerations is the Confederate Earthworks. He stated that this design is for the extension of Long Point Road over US Highway 17 to Rifle Range Road. Mr. Carrier moved to recommend Johnson, Mirmiran & Thompson (JMT) for the design work for Long Point Road extension in the amount of $1,127,280.00; seconded by Mr. Owens. All present voted in favor. Award of contract for the design of Old Village Watershed Basins 1 and 2 Mr. Griles stated that the financial information for this item was addressed in the Finance Committee. He stated that this was a RFQ solicitation to select a consultant for the Old Village Drainage Improvements. He stated that staff evaluated the responses and after negotiations on the contract amount, recommend contracting with Thomas & Hutton Engineering Company in the amount of $791,515.00. Mr. Carrier commended staff on contract negotiations. Mr. Owens agreed and stated that they have done a remarkable job. Mr. Griles stated that it was a team effort. Mr. Owens asked what this incorporates. Mr. Griles stated that this is for Royall Avenue and Edwards Park basins. Mr. Owens asked for the breakdown of each basin. Mr. Griles stated that the amount for the Royall Avenue basin is $372,525 and Edwards Park basin is $418,990.00. Mr. Carrier stated that the source of funding for this project was discussed in the Finance Committee and will go to full Council next week. Mr. Owens made a motion to accept the design contract in the amount of $791,515.00 from Thomas & Hutton to perform the design of the Old Village drainage improvements; seconded by Mr. Carrier.
