Mr. Owens called the meeting to order at 11:15 a.m.
1. Approval of Minutes from the September 4, 2018 meeting
Ms. Landing moved for approval; seconded by Mr. Santos. All present
voted in favor.
2. Public Comments
[None]
3. Award of contract for the purchase of two automated side load refuse
trucks
Mr. Griles stated that staff received two bids for two Mack Automated
Side Load Refuse Trucks. Both bids met the specifications, which was for
a 2020 Mack LR 64R Daycab truck chassis, and that was brand named.
For the garbage body, it was a New Way Sidewinder XTR, and that was a
brand name or equal specified product. As stated, both bids provided the
product that was specified. The low responsive, responsible bidder was
Hughes Motors in the amount of $601,854.00. That was for the two
Mack trucks, as specified, and staff anticipates delivery on April 15, 2019.
The trucks have to be constructed.
Mr. Owens asked how many of these trucks we currently have in service.

Mr. Griles stated we have two that we have ordered but have not yet
received. A picture from a slide is up for you to review. Where that arm
comes out, it extends out further than the picture. It just shows the
dump, but the arm extends out a good distance. The driver can operate
that from the driver’s seat.
Mr. Owens asked if this manufacturer was Mack Trucks.
Mr. Griles stated the truck chassis is Mack Truck, the other device is from
New Way Company, for the body.
Mr. Owens asked if there are parts on the shelf for this vehicle.
Mr. Griles stated that now that we are getting two more, yes. They will
maintain what critical items they need.
Ms. Landing moved for approval; seconded by Mr. Santos. All those
present voted in favor.
4. Award of contract for the Johnnie Dodds Boulevard pedestrian access
and historical marker
Mr. Griles stated we received two bids and both bids were responsive.
The lowest, responsive, responsible bid was from AOS Specialty
Contractors, Inc. and staff recommends awarding a contract in the
amount of $192,074.20. It is to be completed 90 days from the notice to

proceed. In the drawing, the area that is outlined is the location, and
that is Magrath Darby Road running through the middle. The parking
includes several items; a concrete walkway, landscaping, and mulch. If
you look at the slide, the pedestrian access location and the marker
location are in the blue square.
Mr. Griles continued, looking at the historical marker on the slide there
will be a replica on site and on the left-hand side is the historical marker
that will be on site to explain the historical significance of the site.
Mr. Santos asked if the pavers and crosswalks were being done by a local
company.
Ms. Frame responded that AOS Specialty Contractors, Inc. will not be
subcontracting any work; they will complete the entire project
themselves.
Mr. Griles responded that AOS is doing a concrete pour on that with the
brick banding.
Mr. Ponder stated there is brick banding on the landing itself and that it is
not in the roadway.

Mr. Santos asked if that will have to be added under this contract.
Mr. Ponder responded that the banding on the landing is part of the
scope of the proposed contract.
Mr. Santos made a motion to approve staff’s recommendation contingent
upon SCDOT award concurrence; seconded by Ms. Landing. All present
voted in favor.
5. Adjourn
There being no other business, meeting adjourned at 11:23 p.m.
