MINUTES
Members Present: Jim Owens, Chair; Gary Santos, Kathy Landing
Staff Present: Eric DeMoura, Town Administrator; Marcy
Cotov, Chief Financial Officer
Mr. Owens called the meeting to order at 8:30 a.m.
1. Approval of Minutes from the April 1, 2019 meeting
Ms. Landing moved for approval of the minutes; motion seconded by Mr.
Santos. Motion carried unanimously.
2. Public Comments

3. Award of a Contract for the Park West Boulevard Widening
Ms. Cotov presented the following slide.

There was discussion between Committee Members and staff.
Mr. Santos moved to contract with Blythe Development Company in
the amount of 8,292,198.00 to provide construction services for the Town.
The Town is responsible for funding the roadway portion of the project in
the amount of $7,358,801.00. Mount Pleasant Waterworks is responsible
for funding $933,397.00 for their portion of the work. Ms. Landing
seconded. Motion carried unanimously.
4. Award of a Contract for Carolina Park Phase 3 design services
Ms. Cotov presented the following slide.
There was discussion between Committee Members and staff.
Ms. Landing moved to enter into sole source negotiations with
Seamon Whiteside and Associates, Inc., to provide professional
architectural and engineering services for the Design of the Carolina Park

Sports Fields Phase III. Motion was seconded by Mr. Santos. Motion
carried unanimously.
5. Award of a Contract for landscape maintenance services
Ms. Cotov gave details on the Contract for landscape maintenance
services.
There was discussion between Committee Members and staff.
Ms. Landing moved that the Town contract with Yellowstone
Landscape in the amount of $397,500.00 to provide right-of-way landscape
maintenance services for the Town for an initial service period of six (6)
months. Should staff determine services as satisfactory, the Town reserves
the right to negotiate a renewal cost on an annual basis. Should staff
determine the services as unsatisfactory, the Town reserves the right to
negotiate with the next lowest, responsive, responsible, qualified bidder,
Pleasant Places, Inc. Motion was seconded by Mr. Santos. Motion carried
unanimously.
6. Award of Contract for Health Insurance Stop Loss Coverage
Ms. Cotov gave details on the Contract for Health Insurance Stop Loss
Coverage.
There was discussion between Committee members and staff.
Mr. Santos moved for approval to execute an acceptable contract
with Tokio Marine HCC Stop Loss Group for health insurance stop loss
coverage. Motion was seconded by Ms. Landing. Motion carried
unanimously.
7. Adjourn
There being no further business, the meeting was adjourned at 8:43 a.m.

b. R-12-19, Request to amend the Dunes West PD, Planned
Development District Ordinance, adopted in 1990, to reduce the
number of residential units in Park West by 2,030, from 5,281 to
3,251 units.
c. R-13-19, Request to rezone one parcel from R-1, Single Family
Residential District, to CC, Community Conservation District, located
at 1570 Mathis Ferry Road and known as Grace Bible Church. TMS

d. R-14-19, Request to rezone one parcel from NC, Neighborhood
