TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BIDS AND PURCHASES COMMITTEE Monday, November 4, 2019 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Jim Owens, Chair; Gary Santos, Kathy Landing Staff Present: Eric DeMoura, Town Administrator; Marcy Cotov, Chief Financial Officer Mr. Owens called the meeting to order at 8:30 a.m. 1. Approval of Minutes from the September 30, 2019 meeting Mr. Santos moved for approval of the minutes; seconded by Mr. Owens. [Ms. Landing joined the meeting at 8:31 a.m.] All present voted in favor. 2. Public Comments [None] 3. Award of contract for the enterprise resource planning (ERP) implementation services Ms. Cotov presented the following slide. Bids and Purchases Committee November 4, 2019 Page 2 Mr. Santos moved to recommend contracting with Highstreet IT Solutions, LLC, in the amount of one million, twenty-six thousand, six hundred dollars ($1,026,600.00) for implementation services, and one hundred thirteen thousand dollars ($113,000.00) as a contingency fund for any custom reports and custom interfaces required and approved by Town Staff, for a total not to exceed amount of one million, one hundred forty thousand dollars ($1,140,000.00) for implementation services of the ERP Solution. Ms. Landing seconded the motion. There was discussion between Committee members and staff. All present voted in favor. 4. Award of contract for an enterprise resource planning (ERP) solution, a financial software system Ms. Cotov indicated that item three and four were related and presented the same slide. Bids and Purchases Committee November 4, 2019 Page 3 Mr. Santos moved that staff be granted permission to continue negotiations with Oracle America, Inc., through implementation of the ERP solution in order to determine the exact number of licenses required by the Town. Should the negotiations be successful, staff further request permission to contract with this firm. Ms. Landing seconded the motion. All present voted in favor. 5. Award of contract for electrical upgrades to the Miriam Brown Center Ms. Cotov explained the Request for Consideration for Electrical Upgrades to the Miriam Brown Center. Ms. Landing made a motion to approve staff’s recommendation to contract with IPW Construction group, LLC, in the amount of $146,460.00 to install the electrical upgrades to the Miriam Brown Center. Mr. Santos seconded the motion. All present voted in favor. Committee Members thanked Mr. Owens for his four years of service and his good work with the Town. 6.
