TOWN OF MOUNT PLEASANT, SC BIDS & PURCHASES COMMITTEE Monday, June 3, 2024 Municipal Complex, Council Chambers or Committee Meeting Room 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Members Present: Gary Santos, Chairman; Daniel Brownstein, Howard Chapman. Staff Present: Eric DeMoura, Marcy Cotov 1. Mr. Santos called the meeting to order at 8:15 a.m. 2. Approval of Minutes from the May 6, 2024 meeting Mr. Chapman moved to approve; seconded by Mr. Brownstein. All present voted in favor. 3. Public Comments – Mike Tinkey, 208 Venning Street - Mr. Tinkey congratulated the Committee for having Alhambra Hall on the agenda for repairs and upgrades. He stated that from the public service and customer service standpoint, he believes that as the area is being redone, it needs to be safe for recreation so that it can still be used. Mr. Tinkey was against stockades in the back part of the playground for safety and maintenance reasons and asked the Committee to consider eliminating that and leaving the current fencing up. There was discussion between Mr. Tinkey, Committee and staff. Mr. DeMoura recommended that the Committee approve the Award of a Contract for Alhambra Hall repairs and upgrades (Agenda item 4) as presented by staff; stating that we can resolve other issues going forward, but we need to get the construction started. Bids & Purchases June 3, 2024 Page 2 Mr. Chapman moved to approve as presented by staff; seconded by Mr. Brownstein. There was discussion between Committee and staff. All present voted in favor. 4. Award of a contract for Alhambra Hall repairs and upgrades 5. Award of a contract for Tall Pine Road drainage improvements Ms. Cotov presented the following slide. Bids & Purchases June 3, 2024 Page 3 Mr. Brownstein moved to approve; seconded by Mr. Chapman. There was discussion between Committee, staff and Marrisa Noble, Project Engineer, EDS. Review of Planning Commission recommendations from the May 7, 2024 Special meeting a. R-06-24. Request to amend the Wilson Tract Planned Development District ordinance (Ord. No. 95041) as it pertains to an approximately 41.74-acre portion of an approximately 45.83-acre tract of land known as Towne Centre, located between Hungryneck Boulevard and U.S Highway 17 North and identified by TMS Nos. 558-00-00-096, 558-00-00-098, 558-00-00-100, 558-00-00-102, 558-00-00-340, 558-00-00-387, and 558-00-00-399. Furthermore, the development proposes to rezone and aggregate an approximately 0.75-acre property from its current designation of AB, Areawide Business District into the Towne Centre portion of the Wilson Tract PD, Planned Development, property is located at 1903 North Highway 17. Proposed Amendments specifically pertain to expansion of master plan onto 558-00-00-102, and governing development standards, including an increase in height, density, and signage allowances. Review of Planning Commission recommendations from May 22, 2024 meeting a. R-07-24. Request to Rezone two vacant parcels comprising 0.19-acres, on the corner of Simmons Street and Morrison St. Proposal to rezone the parcel from its current designation of R-2, Low Density Residential District to PI-2, Public Institutional-2 District, to be incorporate into the Mt. Pleasant Waterworks Facility. The subject parcels may be further identified by TMS Nos. 532-01-00-228 and 532-01-00- 241. Property is also indicated on a plat recorded by the Charleston County ROD Office in Plat Book R, Page 60 and Plat Book BT, Page 148. b. R-09-24. Request to amend the Oakland Plantation PD, Planned Development District ordinance (Ord. No. 04014, as amended) to expand the principal uses permitted in the ED, Economic Development District, within the PD Ordinance.
