CULTURE, ARTS & PRIDE COMMISSION Wednesday, October 11, 2017 12:00 noon Municipal Complex, Committee Meeting Room (3300) 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Members Present: Kenda Sweet, Chair; Ann McGahey, Stephanie Meadows, Charles Williams Members Absent: Judy Dixon, Ian Duncan, Rebecca Gosnell Staff Present: Nicole Harvey Ms. Sweet called the meeting to order at 12:00 p.m. 1. Approval of Minutes from the September 13, 2017 meeting Mr. Williams moved for approval of the Minutes of September 13, 2017. Ms. Meadows seconded the motion. All were in favor. 2. Public Comments None 3. Report from Subcommittees a. Artist Submissions Ms. Sweet asked if the application process was ready. Ms. Harvey said the applications just need to be finalized and they will be ready to go when we roll out the new programs. She said that she will be able to control the content on the CAP web page better in the near future as there will be training on the new site soon.  Culture, Arts & Pride Commission October 11, 2017 Page 2 of 7 b. Beautification Ms. Harvey said the Tree Bank application page had been corrected so the link goes straight to the application. She said a press release went out and it was included in this month’s Take Pride e‐blast. She said the deadline is October 31 and the next will be on February 1. Ms. Sweet said they previously spoke about having handouts at various nurseries. Ms. Harvey said she was working on that, and the information had also been posted on social media and the Town’s website. Ms. Sweet suggested waiting to have the flyer distributed before the February deadline. She said she had mentioned a park conservancy at the last meeting and found out that even though they are a Charleston‐based organization, they have hired someone to coordinate with other organizations and entities. She said she sent the contact information to Mr. Duncan so he may investigate if there are any partnership possibilities between CAP and the park conservancy. c. Sculpture Ms. Harvey said they had talked with the College of Charleston and she still needs to further discuss with Ms. Hillary Repik in the Stormwater Division about any type of air quality or other data counts that they would want to obtain. Ms. Sweet said this will be a project to work on for next semester, not this semester. Ms. McGahey asked if the Commission was going to think about ideas for what type of data we might want to collect with the new sculpture project involving the computer sciences department. Ms. Sweet said they left it open to us for not only ideas of what type of information they could gather but also what type of sculpture, and the school was going to leave it open to suggestion and brain‐ storming on their end as well. Ms. Sweet said it would depend on the type of information being gathered. Ms. Harvey said that would not be decided until there was a winner. She said an air quality sculpture would probably be on Coleman or where there is traffic and if it is a count project they likely would place it in a park. Ms. Harvey said we are approaching the time to set the 2018 Coleman Boulevard pocket park sculpture selection appointment at the College of Charleston, which usually occurs in January or February. d. Traffic Box Art Selection Ms. Harvey shared the most recent round of Traffic Box Art submissions. She showed pictures of the old Pearlman bridge meets the new bridge with a sweetgrass basket sun, fun birds, child’s dolphin and bridge, a waterways collage, bright‐colored palm fronds, a dog on a beach, a swirly palm tree & water scene, blue crabs, a sail boat, playful whale and octopus ocean scene, an egret taking flight, a shrimp boat, and crabs on a Mount Pleasant nautical map. She said there were twelve submissions to select from and they need to select five. Ms. Sweet asked about the locations of where these will be placed. Ms. Harvey said the remaining Highway 17 intersections to be wrapped are Shelmore Boulevard, Dragoon, Stuart Engals, Market Center, Belk Drive, Brickyard entrance at Hamlin Road, and Bowman Road. Ms. Sweet said they had budgeted for five wraps this year so they need to select five. Ms. Harvey said that the Transportation Department received notification from the South Carolina Department of Transportation Telephone (843) 884‐8517 ‐ Fax (843) 856‐2180 www.tompsc.com  Culture, Arts & Pride Commission October 11, 2017 Page 4 of 7 (SCDOT) that they need to have encroachment permits for the boxes. She has been working with the Town’s Transportation Department to secure approvals for the ones already completed and will work with them to get encroachment permits for all future installations. The Commission Members discussed the submissions and talked about similar traffic boxes. The members liked the egret and ruled out the crab and the whale. They liked the shrimp boat and palm but said the dog may be too dark to translate well on a wrap. The Commission Members each listed their top five choices. The final vote was for: bridges – 4, swirly palm – 3, morning sun palm fronds – 4, shrimp boat – 3, and egret – 4. Ms. Harvey shared Ms. Gosnell’s choices as the funny birds, egret, bright palm fronds, whale, and blue crabs. Ms. Meadows made a motion to accept the five submissions stated as the next ones to be wrapped on the traffic boxes. Mr. Williams seconded the motion. All were in favor. e. Mural Ms. Harvey said Ms. Gosnell sent an email regarding the Accommodations Tax Advisory Committee (ATAC). She said they just finished the fall funding process on ATAC and feels there could be funds available to apply for a mural festival. She said as a stand‐ alone event they could possibly ask for $25,000 and asked if the Commission wanted to run it concurrently with the existing ArtFest. She suggested commissioning artists to produce the works in advance of the festival then on festival day offer a tour and handout maps with the artists onsite to discuss the work. Ms. Gosnell suggested a fill‐in‐the‐lines mural for the public to participate in at the festival. She said it could be on a building or a canvas that is applied to a different location. She said they could add ATAC funds to ArtFest to pay for that component. Ms. Sweet said she was in favor. Ms. Sweet asked if they could look at something in the fall so they do not have to wait an entire year. She said it was a great idea and liked the component of not only having professional artist murals but the fill in the blank component where the public gets involved. Ms. Harvey said they had talked about having the information online for this project in January or February as they are not good months to paint. She is not opposed to possibly changing the time of year for ArtFest. Ms. Meadows liked the idea of working it into the upcoming year. Ms. McGahey agreed. f. It’s Raining Art! Ms. Sweet said she needs to follow up with the student at the College of Charleston. She said if the student does not have time they will have to find another student as Ms. Sweet had been trying to get this project moving for three months. She asked if the product had been ordered. Ms. Harvey answered in the negative but said she will order it. g. Take Pride Ms. Sweet thanked Ms. Harvey for taking control and producing this month’s Take Pride. She asked if they can get the information to the Moultrie News so they could put it online. Ms. Harvey said she would email it to them. She said the September issue had 3,262 unique opens. She said she had forwarded it to the Commission members but they need to click on the link and subscribe. Ms. Meadows asked if there was anything specific they want to cover in the next month’s issue. She said they had talked about getting together with the various departments within the town. Ms. Harvey said with the overload for Public Service pickup for all the debris from Hurricane Irma they could spotlight Public Services and how hard they work to keep our Town clean. She said they could share the total amount of what had been picked up. h. Marketing Ms. Harvey said press releases had been sent out for the Tree Bank and Mayor’s Office Art. She said they are building a CAP e‐mail list and asked everyone to forward Take Pride to friends and neighbors, asking them to subscribe. Ms. McGahey asked if they previously had come up with a plan for art for the new Town Hall building. Ms. Sweet said in regards to the Mayor’s Art program, they would like to ask if they could expand from the Mayor’s Office to the entire building. Ms. Harvey said she mentioned to the Mayor at the last installation in her office that CAP may be looking to expand the art program to more areas of Town Hall. i. Civic Pride Award Ms. Sweet said they mentioned the Civic Pride Award in Take Pride and asked the public for nominations. She said they could select in November or December. Ms. Harvey said the Mayor’s Art deadline is December 1 so they will be selecting that in December as well. Ms. McGahey asked about deadlines. Ms. Harvey said they did not set a deadline but simply asked for award nominees from the public. Ms. Sweet said to keep eyes open to look for award opportunities. New Business Ms. Harvey said the next meeting was scheduled for November 8 but asked if the meeting could be a week later which was November 15. The Commission members agreed. Ms. Sweet asked Ms. Harvey to send an email to each member to remind them. 5.
