Approval of Minutes from the February 14, 2019 meeting Ms. McGahey made a motion to approve the minutes of the February 14, 2019 meeting. Mr. Sonntag seconded the motion. All were in favor. 2. Public Comments None 3. Report from Subcommittees a. Green Mount P Mr. Sonntag said he did not have a report. Ms. Monteiro asked if they had a chance to meet. Mr. Sonntag answered in the negative. Ms. Monteiro said they could move forward on some things but thought they should wait until he can get the background on this from Ms. Sweet. She said it would be great if he could put his spin on what he thought was realistic or what he would like to do with it. b. Town Hall Art  Culture, Arts & Pride Commission March 21, 2019 Page 2 of 24 Ms. Monteiro said that are supposed to be replacing the current art at the beginning of April, but they have something that was in New Business pertaining to this. (See New Business) Ms. Monteiro said they were scheduled to pick new art at this meeting, but they are going to wait on that to have more time as they have not received as many submissions as they would like. Ms. Harvey said they had received from three artists. She said she had mentioned multiple times at ArtFest to the Artist Guild to try to get people to submit their work. She said she did not know what the hold up was. She said she thought they were going to have some more coming from the artists who are on display now. Ms. Harvey said that when they are out in the community, they need to tell artists that they need more submissions for this program. Ms. McGahey asked how they had gotten submissions. Ms. Harvey said the same way as in the past. She said submissions seems to be cyclical; sometimes there are 45 applicants for one program and sometimes there are three. She said there was no rhyme or reason. Ms. Monteiro said that Ms. Harvey had a good point that it was maybe because the submission process was open ended. She said they may need more of due date or deadline. Ms. Harvey said she thought that instead of putting open submissions on the form they could put a few days before the Commission’s meeting date on the months they are scheduled to be choosing them. She said she did not know if they wanted to look at the ones she had. Ms. Monteiro said they could look at them. Ms. Harvey shared Mr. Davis Harrison’s submission. She said that are all 17 x 20 inches and 16 x 20 inches. She said he was one of the artists who has art hanging on the wall right now (Passing Time – small fishermen painting). Ms. Gosnell asked if they had emails for all the people who have art on the wall at this point. Ms. Gosnell asked if she had sent it out to them about this cycle. Ms. Harvey said that she told them all when they hung the art, but she could send something out again. Ms. Gosnell said she would imagine there would be a lot of repeat work from the same artists. Ms. Monteiro said they did mention it last week. Ms. Harvey said that she mentioned it multiple times to multiple people. She shared Ms. Lucy Richmond’s submission. She said that her pieces are approximately two feet by one and a half feet. She said Under the Tuscan Sun was a little smaller. She said one was called Tea and Tulips. She said Ms. Renee Magdelain has art in the hall and had applied to the Commission’s programs before. She then shared Ms. Susan Bryant’s submission. She said they talked at the last meeting about putting up multiple pieces by each artist. She said that was something that Ms. Gosnell mentioned as it that would give a full scope of each artist’s work. Ms. Gosnell asked how many spaces they had available that do not have art on them right now. Ms. Harvey said she would have to look. Ms. Gosnell asked if they had enough open spaces to accommodate these submissions. Ms. Harvey answered they probably did. Ms. Monteiro said that would then mean keeping the other ones longer. She said she would like to talk to the artist that have current art work on the walls. Ms. Harvey said she had talked to one and he said that was fine. She thought of switching it out all at one time because they would be putting new work with the old work and possibly more new work in a few weeks. Ms. Gosnell said she thought for all the related art projects they need to get clear on what the submission call to action was. Ms. Harvey said that a press release goes out whenever there is a call for submissions. Ms. Gosnell said she was not saying that they did not do a marketing push, but she thinks we should send an email to the list of artist contacts. She said Ms. Harvey was assuming they read the paper. Ms. Harvey said she was saying what they had been doing was press release and social media posts. She said that Ms. Gosnell was right in that they should do some direct email too. Ms. Monteiro said that she had been reaching out to the Artist Guild and posting on their Facebook page. She said they have quite a few people but have not submitted anything. Ms. Gosnell asked what list they had now. She said she knew Ms. McKenzie Provost and Ms. Harvey had been working on lists and asked what list they had related to art submissions. Ms. Harvey said they had a Paint the Town list with names that Ms. Provost put together initially. She said that Ms. Tracy Richter found a Next-Door post where someone asked for mural artists. Ms. Harvey said that she forwarded that to Ms. Provost to add to the list. She said that they also have the Town Hall Art list with the people who have art hung now. She said there are still people to be added to it. Ms. Gosnell asked about the people who had submitted for all the projects going back to Traffic Boxes and where those emails were. Ms. Harvey said they were in her email box. Ms. Gosnell asked if that was something that Ms. Provost could extract for her. Ms. Harvey said she could forward emails and she could pull the contact information out or she can share her One Drive folder with all the forms with Ms. Provost. She said they have no database of all the artists. Mr. Sonntag said they could be coded by programs. Ms. Harvey said that she did that in the spreadsheet she put together. She did a code for which program and which cycle. She said one could sort the columns by Town Hall artists or Traffic Box artists and what time period they participated or applied. She said Ms. Provost went in and added all that for the other people also. Ms. Sonntag said that it might be a little premature for this discussion. He said he was thinking if they are not getting great interest on the turnover of the art maybe at some point it would make more sense to switch it twice a year instead of four times. He said he would like to see them implement the artist happy hour. Ms. Harvey said she thought that would be great tool to get more interest. Mr. Sonntag said he thought it would help to build community. Ms. Harvey said she told Ms. Lauren Sims that also. Mr. Sonntag said it would be a fun thing to do. Ms. Gosnell said that Ms. Provost had reached out to art galleries asking if they would share their artists emails, so they have that list. Ms. Provost said she did have emails for the galleries. Ms. Gosnell said this was her concern. She said they have to keep building the database and the happy hour was one way to do that. She said they have to take everybody who submitted anything to the Commission over the last couple of years and put them in a database that we are communicating with on a regular basis. Mr. Sonntag said also getting the galleries to share their artists lists is a good idea and it would benefit the galleries too. Ms. Harvey said she was not sure if they would share their artist lists, but the galleries did share their own emails. She said they could send info to the galleries and then they can send it out. Ms. Harvey and Mr. Sonntag agreed. Ms. Harvey told Ms. Provost that they would work together to get all that together. She said they will review submissions in April and in the mean time put out a large push. c. Sculpture Ms. Harvey said the bases have been poured at the library and the Jones Center and they are now dry. She said Carey was the sculpture base contractor from the College of Charleston would be drying it in in the next few days and then they will schedule the sculpture installations soon after. She said there had been a lot of weather delays and scheduling the concrete pouring was not easy. She said she had sent emails with the pictures of the Southeaster Wildlife Exposition (SEWE) sculptures that are going in at Memorial Waterfront Park. She said the bases and concrete pads for those will not get poured until after the Bridge Run because the Town’s Public Service staff has to dig the holes for the bases. Ms. McGahey asked if they were previously at Brookgreen Gardens. Ms. Harvey said that one was at Brookgreen Gardens. Ms. McGahey said she saw an otter sculpture when she was there during the holidays and a saw one that was really cute. Ms. Harvey said the others are ones they are pulling from their artists. She said it was exciting and would be in soon. She said the College of Charleston students are working on their sculptures also. d. Art on the Half Shell Ms. Harvey said she had emailed them pictures of the pelican. Ms. Gosnell said that the pelican shows up really well in that spot. She said they just installed another one also. She shared a picture of that one with a little girl sitting on the moon looking at the earth at the top. She said it was in a good spot where one can go around to both sides. Ms. Gosnell said if they were to get the emails of the three artist that they have Art on the Half Shell from and said thank you again, your artwork has been installed, and the Commission was still looking for some artist to finish out this project and ask if they had an artist friend that they would recommend. Ms. Harvey said she had three submissions she was about to show them. Ms. Gosnell said that would be another way to get more people. Ms. Harvey said that in the last couple of weeks she received several. She shared two different proposals from Mr. Phillip Hyman. She shared a submission from Mr. Rick Sargent and Ms. Charlyn Knight. She said Ms. Knight’s submission read that she would paint a scene of the marshland with a creek view and include a live oak with moss and egrets or herons, something to represent the charm of the lowcountry. Ms. Harvey shared a photo of Ms. Knight’s color palate, a picture of a bird and moss, and another scene. Ms. Gosnell said she had seen her work in the gallery, and she is very talented. Ms. Harvey shared another by the artist whose frog picture will be installed on a Traffic Box. Ms. Gosnell asked about the artist who did the Blessing of the Fleet poster design. Ms. Harvey said he was very busy, but she had presented our opportunities to him as well. Ms. Gosnell said it would be cool to take the boat and design out of that. She asked if they had picked the blue one for the Blessing. Ms. Monteiro asked if they had three new submissions. Ms. Harvey said there were four. She shared pictures of the Seahorse, Cast Net, two from Mr. Phillip Hyman with Underwater scenes, and the Marsh. Ms. McGahey asked how many oysters they had left. Ms. Harvey said they had one left currently but next fiscal year they would have more. She said that other ones would be placed in different places around town as the original plan was to spread them out. She said they also will be soliciting business participation going forward. She said today they are picking the last one for the park. Ms. Monteiro asked if we currently have one with a marsh scene. Ms. Gosnell said they had the Pelican. Ms. Harvey said they had the Pelican at Shem Creek, the Magnolia on the honeycomb design, the Unity design, and the Koi Pond. Ms. McGahey said that they are all so different. Ms. Monteiro asked if they could choose one of Mr. Hyman’s and save the other ones for future oysters. She said she liked the quirkiness of his designs. She said they are all wonderful though and asked Mr. Sonntag for his thoughts. Mr. Sonntag said it was refreshing to have a male perspective on some of the oyster shells. He said it was so obviously a male artist. Ms. McGahey said she liked the Cast Net. Ms. Gosnell said that the Cast Net would be cool at the park but she liked the quirkiness of Mr. Hyman’s work also. Mr. Sonntag said it was tough. He asked to see the picture with the bike. Ms. Harvey said it almost looked like a turtle shell on his back. Ms. Monteiro asked if it would work on the oyster shell. Ms. Harvey said he would have to make it work. Ms. Harvey said she thinks the diver sort of goes with the Hunley. Ms. Monteiro said she likes the old-style dive suit. Ms. McGahey asked if the ones they did not choose today would be saved for possible future use. Ms. Harvey said when she sends an email to people who have not been selected, she always tells them the Commission would like to keep their application for future consideration. She said they are usually good with that. Ms. Gosnell said she would suggest that they pick the diver and then the Cast Net in the next cycle could go outside the park to represent the water. Ms. Monteiro said that was what she was thinking since he submitted two and they like both, that they pick the diver and then they could always pick his other one. She said they also have the marsh one. Ms. McGahey asked if they will get another five blank oysters soon. Ms. Harvey said it takes a bit of time as she has to wait until July 1 to put the purchase order in after they get funding approval for the new budget year. She said then they would order them and it takes a while for production and shipping. She said it would probably be late summer. Ms. McGahey said they could almost paint all of those with what they do not choose today. Ms. Harvey answer in the affirmative. Ms. Monteiro said she did not know if she would go ahead and tell them that in case they receive other submissions that they may like but it will be nice that they already have art that would work for them when they get ordered. Ms. McGahey asked if they had locations thought of for the next installations. She said there are plenty of public places, but the idea was to also get some business participation. Ms. Monteiro asked if she thought that business participation would come in the next round or in the third round. Ms. Harvey said she thinks they will be able to get business participation in this next round. Ms. Gosnell said she thought it will happen when they get out there and start talking to businesses. Mr. Sonntag asked what the cost was to the business. Ms. Harvey said that has to be determined as well. She said they need to sit down with Ms. G.M. Whitley again. She is the Councilwoman who started this program and when it began said she had businesses already expressing interest in participating. Ms. Harvey said it was now time to work out those details. She said the idea was to get some prototypes out there so people could see what they look like and the immediate reaction has been positive, with people even wanting to buy them at the Oyster Festival where they were told they could buy one for display at their business in the future. Mr. Sonntag asked what the production and installation cost is. Ms. Gosnell said she thought they said around $1,700. Ms. Harvey said the reason she was not saying that number off the top of her head was because they just changed it a bit after debating whether to increase the artist stipend because they initially budgeted $500 for the stipend and $500 for sealant. She said the artists have been sealing them per the recommendations on the tip sheet. She said it was a lot of work as they must sand it down, paint it, and seal it. Mr. Sonntag asked if it only cost $75 to install them. Ms. Harvey said that was because Public Services has been pouring the concrete pads. She said they will have to think through how that happens. She said if it was going on a sidewalk it would just be bolted to the concrete using the hardware that comes with the sculptures. She said that the Town poured the concrete at the park and that was for the cost of the concrete. Ms. Monteiro said that shipping was high. Ms. Harvey said it was high because they are big and bulky. Ms. Gosnell said that what was happening was they have to get Accommodations Tax Advisory Committee (ATAC) funding approved in the next cycle and thought they were requesting the same amount of funding. She said they would have ATAC money and they have the Culture, Art & Pride Commission (CAP) budget for the next cycle which she was guessing was going to be at least what they had this past year which was $20,000. She said that if the artists are spending their time doing the sealant it may make some sense to go up on the artist stipend to $750. She said that then they could ask the businesses to contribute $500 or $1,000. She said they could take the remainder out of the ATAC fund. She said that the question to be answered is what exactly the business fee should be for participation. Ms. Harvey said that the other question was going to be whether they get a say in the art that goes on their oyster. Ms. Monteiro said those were the questions that she had. She said she thought there was a difference between having one of the ones that they already have completed and asking if they would like to sponsor this one. She said that would be $500 and we would come and install it and it would be there a certain amount of time. She said if they really love it then the artwork is already done and offers instant gratification for them. Ms. Gosnell said she agreed and did not think they should get into what they would want designed. She said she thought it would be better to let them choose ones that are already done. Ms. Harvey said that the good news was that the ones they have installed at the park can easily be moved. She said that the way that are bolted down, they can just unbolt it for moving. She said that might keep it kind of fresh in the park also. Ms. Monteiro asked what the understanding was with the artists and whether the artists were told that it was specifically going into park. Ms. Harvey said that the form said that the initial ones would be installed at the park and then would spread out around town. Mr. Sonntag said that involving the business owners in selecting the art would help get them involved and bought in. Ms. Monteiro asked if he meant the already made shells. Mr. Sonntag answered in the affirmative. Ms. Harvey said we would show them the ones that had already been selected and then let them pick. Mr. Sonntag answered in the affirmative. Ms. Harvey said that was sort of how Paint the Town would work. Ms. Gosnell said to say this was the design and they could put it on an oyster in front of their business. Ms. Harvey agreed. Ms. Monteiro said that the next step on this aside from the installing is to figure out what that cost is and how that was going to work. Ms. Harvey said they need to decide if they want to increase the artist fee. She said if they do increase the artist fee, are they going to back-pay the ones who have already done it. She said they need to decide what the business sponsorship fee would be. Ms. Gosnell said she did not think they need to back pay because they had an agreement and that is fine. She said after talking with Ms. Kris Manning about how much time she spent preparing it and putting the sealant on she thought they do need to do something. Ms. Monteiro said she agreed not to offer the back pay. She said then they would get into that precedence for any changes that they make in the future. e. Traffic Box Art Ms. Monteiro said she was told that they have lost their battle on this. Ms. Harvey said that she has to email all the artists. She said that there are several submissions this year with signatures, which they submitted for South Carolina Department of Transportation (SCDOT) review. She said as they all know the Commission has been debating SCDOT for months over whether signatures should be allowed to remain on the boxes despite the fact that there are signatures on many of the boxes that are already on Highway 17. She said that they have a new person reviewing who has interpreted what constitutes advertising differently and she now needs to contact the artists to inform them that their signatures must be blurred on the boxes because SCDOT deems the signatures commercial content. Ms. Monteiro asked if the Commission was going to cover that up. Ms. Harvey said she could do it in Photoshop. Ms. Monteiro asked if they have to rewrap. Ms. Harvey answered in the negative and said they are not going backward; this will be in effect for the ones they have been waiting to install since they were selected in August as well as any moving forward. Ms. Monteiro said she was thinking it was on existing traffic boxes. She said she will add to the submission form that artists cannot include their signature with their submission and if they do it would be blurred out. f. Paint the Town Ms. Gosnell said she was very excited that Legal and everyone signed off on everything. She said she appreciated all the work that Mr. Steve Gergick and Ms. Harvey put into getting that to happen. She said before she went out of town last week, she visited some businesses on Coleman. She said she went into Fulton Hair salon and they are interested and want to do something. She said she went into Pinnacle Bank and they have sent it up the chain to corporate so she would do a follow up with them. She also went into GDC; they have a mural on their West Ashley building, and she said they have three blank spaces on their Mount Pleasant building. She said they asked if they must go through the Commission and she answered in the negative. She said that even without the Commission spending money, the conversation was going to stimulate art. She said she would go back and continue to have this conversation. She said she was not tuned in to what was happening on the submission side and the seed spaces. Ms. Harvey said that they did email directly to the people on the list. She said that she could email again. She shared the three submissions they received. Ms. Monteiro asked if the one was particularly for the fire stations. Ms. Harvey answered in the affirmative. Ms. Monteiro asked if that was in the submission request. Ms. Harvey answered in the affirmative. She said that one did not specify. She shared a submission by Ms. Tess Ellisor. Ms. Gosnell said she thought that was great. Ms. Monteiro said she would be concerned about it unless it was an older child because of the difficulty of properly painting a mural. Ms. Harvey said the Commission has said that they must be qualified. Ms. Monteiro asked if they had looked at the one mural that went up in a day on the side of the building near Sesame. Ms. Gosnell said it was a canvas application. She said when she talked with Mr. Karl Beckwith Smith, one of the mural artists, she knows he said that the wave of the future was going to be canvas application. Ms. Monteiro said that came up when they first started discussing this. She said they did discuss how they would go about that and was there a way for us to install art this way. Ms. Harvey said they also were contacted by a man who has a robot. She said one would paint the painting and load it into the robot and it paints it on the wall. Ms. Gosnell said she checked the pricing on that and it was expensive. She said she could see if someone was going to paint a water tower how it would be cost effective. She said for our purposes it was not going to be a money saver. Ms. Harvey asked how the canvas application worked. Ms. Gosnell said the artist paints on the canvas in their studio, then roll it up and come out to apply it like wallpaper using an adhesive that they put on the canvas. She said if there was a texture to the wall it will pick up that texture in the canvas. She said if they look at the new murals that went up at the airport, they are all done on canvas. Ms. McGahey asked if it was de-mountable. Ms. Gosnell answered in the affirmative and said that one could put a stripper on there to pull it off just like wallpaper. Ms. McGahey said she thought that would be a benefit when trying to sell this to the owners. She said they were a little freaked out with the permanence of it. Ms. Gosnell said that in the application that they put together they said the businesses are only committed to it for a year. She said if they do not like it, they can simply paint over it later. Ms. Monteiro said it was like on House Hunters when someone does not like a house because of the paint color. She said she did not think it was that big of a deal to paint over it. She said they are probably worried that they would hurt the artist’s feelings. Ms. McGahey said the man she talked to wanted to know who was going to pay for it to get painted. Ms. Gosnell said he was probably just not someone who will be participating. Ms. Monteiro asked if they would submit the artwork and it would be printed on the canvas. Ms. Gosnell answered in the negative and said that they would paint directly on the canvas. Ms. Monteiro said it still needed to be a large-scale artist. Ms. Gosnell answered in the affirmative. She said she planned to look again next week at the list that Ms. Provost had been putting together and send out personal emails to all those mural artists letting them know that the Commission was ready to roll. She said they will spend some time and look at some buildings and they can tell what their inspirations are, and they would do a follow up. She would still like to see some artwork on the bank on 17 with the big white columns. She said she was going to continue to go out. She said they could get the pitch page and the press release from Ms. Harvey if anyone is interested in talking with businesses. She said that the way she started the conversation with GDC which seemed to be helpful was that she asked if they noticed the sculptures in the pocket park next to them. Ms. Harvey asked if there were any thoughts about the current submissions. Ms. Monteiro said she did not think this was the direction that the Commission had in mind and those feelings were echoed by some Town staff. Ms. Gosnell asked if they were looking at Mr. David Boatwright’s submission. Ms. Harvey answered in the negative and said it was submitted by Mr. Quinton Chaplin. Ms. Gosnell asked if she saw Mr. Boatwright’s and asked what it was. Ms. Harvey shared the picture. Ms. Monteiro said that in a post 9/11 world it was probably too intense. Ms. Gosnell said she would like to go back to Mr. Boatwright and say they were glad he was interested but could they push his enthusiasm in a different direction. Ms. Harvey said Mr. Chaplin would appreciate the same direction because he was excited and said he would be happy to make alterations based on our input. She said his initial submission was all about Charleston. She said he was very excited about this program. Ms. Gosnell said she liked the concept of that where he had taken those components and weaving them into the basket. Ms. Monteiro said of all of them she thought his had the most potential. Ms. Harvey said his submission said the mural draft shows a Mount Pleasant native weaving the golden lace sweetgrass that knits the firefighters badge. The inside of the badge shows the history of the Town of Mount Pleasant. The left and right badge will have the fire fighters and community’s people in them. Ms. Harvey said he put a lot of thought into it. Ms. Gosnell said she would follow up with Mr. Chaplin and have that conversation. She said she would talk about his experience in the old format and how he sees the translation and whether he wants to do a direct application of a canvas application and work with it. Ms. Monteiro said she thought if they could disassociate it from the fire house and have something that could be on any building, that may send them in a better direction. Ms. Gosnell asked Mr. Monteiro to repeat that so she makes sure she understands. Ms. Monteiro said that instead of them knowing it was going to be on a fire house, the art could be something that would be relevant on any building. Mr. Gergick said he would prefer it to stay as she was describing as it was not meant to be an advertisement for the location where it was. Ms. Gosnell said she could have that conversation easily with Mr. Boatwright as they have known each other for a long time. Ms. Harvey shared some of the photos that Mr. Chaplin submitted. Ms. Gosnell said she saw Mr. Williams reply about the artwork that went up on 17, the mural they were just talking about. She said he was not in favor. Ms. Monteiro said she was having a hard time visualizing but it was a little bit more graffiti style than what the Commission had in mind. She said that it was up to the Commission to decide what direction their selections will take. Ms. Gosnell said she was going to continue to push the idea that it should not be a platform of art that all looks the same and all look like pelicans, herons, and marsh scenes. She said that it needs to be as eclectic as the rest of the community and that every painting should not appeal to every person in the community. She said it was going to be like matching up styles with buildings. Ms. Monteiro said to answer the question she did not think that any of these pieces of art are exactly what they are looking for. Ms. Gosnell said they need follow-up. Ms. Monteiro said they would like the reaction to be positive and everybody be on board especially with the first round. Ms. Gosnell said she would follow up with Mr. Boatwright and Mr. Chaplin and reach out to the mural artists in the data base. She said she would appreciate help from anybody on the committee to continue to talk to businesses so they can find platforms. Ms. Monteiro asked Ms. Gosnell if they should they reach out to her if they are going to approach a business because she did not want to duplicate efforts. Ms. Gosnell said there was nothing wrong with two people going in and saying that would be a great location for a piece of art. She said there was no down side to that. Ms. Monteiro said it may be annoying them. Ms. McGahey said there was a list that they had created of potential sites. Ms. Gosnell said she would have to go back and look at that. Ms. Harvey said there was, and she had pictures of a bunch of the places. Ms. Gosnell asked Ms. Harvey to pull up the email or Facebook post she shared with her on the shadow images. Ms. Harvey said that was on Facebook. Ms. Gosnell said she knew they were doing It’s Raining Art! but she thought this was a cool thing that could be a variation of that. Ms. Gosnell said that they put fake shadows on things on streets. Ms. Monteiro said that was hands down the funniest thing she had seen in a while. Ms. McGahey and Mr. Sonntag said it was hilarious. Ms. Gosnell said she thought that would be so fun as the next interpretation of the It’s Raining Art! idea. Ms. Harvey said she would email the link to everybody. Ms. Gosnell said it was not invisible paint, but it was a cool idea they could use with their stencil technology. Ms. Harvey said she thought it was very cool. Ms. Monteiro said it would be cool for artists to come up with ideas. g. It’s Raining Art Ms. Monteiro said they had two of the stencils. Ms. Harvey said the two stencils were made but they could not do the turtles as they were too detailed for the laser cutter. She said she was paying the stencil creator for doing the turtles because he spent a lot of time trying to make the image work. She asked if they felt we should pay the artist. Ms. Monteiro asked if there was a way the artist can supply something else. Ms. Harvey said she went back and tried to make it work and he took what she did and tried to make it work but it was still too detailed. Ms. Monteiro said it was too intricate. She said she felt like the artist had gone back and forth as well. She said the only thing she could think to salvage her would be to give her one last chance to come up with something new since they are going to pay for the turtle silhouette art anyway. Ms. Harvey said to come up with a simpler turtle. Ms. Harvey said she would go back to her with that. h. Marketing Ms. McGahey said they met a couple of times. She said the Facebook page is slowing gaining some traction. She said she tries to share on her personal page anytime something is going on. She said she cannot remember if they came up with scheduling. Ms. Harvey said she and Ms. Monteiro had discussed this the previous day and she thought that conversation had to be revisited with Mr. Williams. Ms. Monteiro said that perhaps a subcommittee email chain would help with scheduling. She said she had been trying to post things happening. She said the thing they are missing is the thing they talked to Mr. Williams about in looking for art and cultural opportunities. Ms. McGahey said they need more content research. Ms. Monteiro said she did not know if he was waiting for them to give him more direction. She asked if they had gotten anything at all in terms of events happening. Ms. McGahey said she did not think so. Ms. Monteiro said she thought they opened it up with him to all of South Carolina if it was anything that would be of interest to any artist. She said they need to follow up on that. Ms. Gosnell said she thought it was helpful to be working from an action steps document that they had been trying to move forward on. She said that as an ease of producing that she knows they have Ms. Provost and Ms. Richter and if one of them took the action steps and summarized them they could get that out more quickly. Ms. Monteiro said that Ms. Harvey normally does it, but she does it based on the minutes and it takes a while to get the minutes finalized. Ms. Monteiro said it was a really great event. She said she thought they should have a booth at all the events. She said it was a way to get their name out in the community. Ms. McGahey said she could handle an Instagram account once they have it. Ms. Harvey said Mr. Marquel Coaxum was going to follow up but then he accepted a new job and is no longer with the Town. She said she will follow up with the Communications Office. She said she had been interviewing all week to replace MPRD’s Marketing Coordinator who was now Ms. Martine Wolfe-Miller’s Assistant Communications Manager. Ms. McGahey said that when it was established, she could be the administrator and do the posts. She said she would go take her own pictures and edit them for Ms. Harvey to post. She said they could be posting things like the new sculpture installations. Ms. Harvey said she would share her CAP One Drive folder with her and Ms. Montiero. i. Emerging Arts No discussion. 4. New Business Ms. Monteiro said they had a pending artist happy hour that they had talked about with the Mayor. She said they had been trying to figure out how to make that work timewise for him and with the art that was now on the walls. She said they had hoped to have the artists hang their art during the event and take down the old art so that there is a social component to the art turnover. She said they thought it was going to be something that was great for the artist community to get them talking to each other. She said the Mayor would be there and they could do photo ops. She said they were looking at doing it as part of the Blessing of the Fleet week. She said they are hoping that would be what was going to happen with that. Ms. Monteiro asked if that was at the end of April. Ms. Harvey answered in the affirmative and said it was the last week of April. She said that Blessing of the Fleet is April 28 so Fleet week is the week leading up to that. She said they would promote with the Blessing of the Fleet marketing. Ms. Monteiro said they were scheduled at this meeting to pick new art, but she thought they are going to wait on that to have more time as they have not received as many submissions as they would like. 5.
