TOWN OF MOUNT PLEASANT, SOUTH CAROLINA DESIGN REVIEW BOARD FEBRUARY 28, 2018 MINUTES Present: Beth Santilli, Chair, Michael Bertin, Napporn Kichanan, Mickey Seabrook. Absent: Brian Boan (excused), Brian Wurst (excused) Staff: Michael Robertson, Chris Luly, Kent Prause, David Pagliarini, Lynnette Lynes Ms. Santilli called the meeting to order at 5:04 pm. 1. Approval of Minutes Mr. Seabrook moved for approval of the minutes. Mr. Kichanan seconded the motion. All in favor. Mr. Kichanan moved for consent motion of the following items: ➢ One Belle Hall Exterior Repairs, 1900 Belle Isle Ave., 540-00-00-095, Final Approval of Architecture ➢ Towne Centre Building K-1a, 1232 Belk Dr., 558-00-00-100, Final Approval of Site, Landscape and Architecture Mr. Seabrook seconded the motion. All in favor. 2. Public Comment & General Correspondence There being no comments, Ms. Santilli continued with the agenda. 3. Business A. Ferry Wharf Master Plan, Harry Hallman Blvd., 517-00-00-247 (Tract 3-W), Final Approval of Site, Landscape and Architecture Ms. Abigail Richardson, Seamon, Whiteside, and Associates, reviewed the request with the Board. Mr. James Wilson, attorney, stated that he takes exception with the Zoning Administrator’s determination regarding the density and referred to a letter from the Zoning Administrator dated February 21, 2018. Mr. Wilson suggested that this is the appropriate Board to review these issues as outlined in the planned development (PD). He stated that a letter from the Zoning Administrator dated March 30, 2017 stated that the entitlement for bonus Design Review Board February 28, 2018 Page 2 of 7 density under this PD would be handled through a “first come, first serve” basis and the reason for coming before the Board for approval. He stated that their position is that they are satisfying the conditions to utilize this density, paying their share of all of the costs for the entire development, and providing a tremendous amount of the open space required, and therefore should be allowed the bonus density. He asked that the Board review and approve the request. Ms. Santilli asked for guidance from staff. Mr. Robertson stated that the Zoning Administrator and legal counsel are available to answer any questions. Mr. Kichanan asked if there are any other changes to the site plan other than the trees at this time. Ms. Richardson answered that other changes were minor in nature and could be approved by staff. Mr. Kichanan asked if the changes to the density chart is included in the request. Mr. Wilson answered in the affirmative. Mr. Robertson clarified that the changes would be brought to the Board as each parcel is developed for approval. Mr. Kichanan asked if the request is for approval for changes in density that was approved by Town Council. Mr. Wilson answered that they are requesting use of a portion of the approved density for their project. Mr. Robertson stated that the Zoning Administrator’s determination differs from the applicant’s interpretation. He stated that the determination indicates that Town Council is the proper authority to approve those densities and not this Board. Mr. Wilson contended that the Bridgeside apartments, for instance, did not have to go back to Town Council for approval; it was approved through this Board. Mr. Robertson clarified that the density and multi-family use was approved by Town Council through the PD. Mr. Wilson stated that under the language of the PD, the conceptual plan can be approved through this Board. Mr. Luly reviewed staff comments with the Board (attachment 1). Mr. Seabrook asked for clarification from Mr. Prause. Mr. Prause referred to his letter of determination and suggested that legal advice could be provided in executive session if desired. Mr. Seabrook stated that his understanding is that these requests must be made to Town Council for approval. Mr. Pagliarini stated that legal counsel concurs with the letter of determination and the comments made at this meeting from the Zoning Administrator. He stated that an appeal of the decision can be made to the Board of Zoning Appeals. Mr. Kichanan stated that zoning elements such as density, height, etc. are not changed by the Board and are approved by Town Council. Mr. Kichanan moved for approval of the street tree plan design changes with omission of changes to density as the Board does not have purview over density changes. Mr. Seabrook seconded the motion. All in favor. B. One Belle Hall Exterior Repairs, 1900 Belle Isle Ave., 540-00-00-095, Final Approval of Architecture This was approved through a consent motion. C. Bowman Place Building A, 1136 Bowman Road, 559-13-00-033, 036, & 050, Preliminary Approval of Site, Landscape and Architecture Mr. Kyle Hoyt and Mr. Rush Dixon reviewed the request with the Board. Mr. Kichanan asked about the facades and if the Old Georgetown façade would be considered a front as well. Mr. Dixon answered in the affirmative and stated that it was detailed similar on all sides and showed this on the plans for the Board. Mr. Kichanan asked about the bump out on the right of the east elevation. Mr. Dixon answered that it was for screening of the HVAC units and where the fire suppression would be located. Mr. Luly and Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. Seabrook asked if staff is comfortable with preliminary approval of architecture. Mr. Robertson answered in the affirmative. Mr. Seabrook asked about staff’s comments on the trees. Mr. Luly stated that some of the staff comments were not read as they were not as pertinent, such as the timeline. Design Review Board February 28, 2018 Page 4 of 7 Mr. Kichanan asked about the surface parking along Bowman Road and if this could mean a redesign of the building. Mr. Robertson answered that there could be some flexibility in the design that would allow parking to be accommodated without a major shift of the building. Mr. Kichanan asked about the entrances. Mr. Robertson answered that staff’s comment was to address the interior and have it moved back from the entrance doors to create more of an entry. Mr. Kichanan thanked the applicant for their work and suggested that the trees near the building should be spaced farther from the building to allow for the growth of the crown. Mr. Kichanan moved for deferral of the request to allow the applicant to work with staff on comments prior to final submittal including staff comments for landscape and architecture. Mr. Bertin seconded the motion. All in favor. D. Bowman Place Building B, 1561 N. Highway 17, 559-13-00-044, Preliminary Approval of Site, Landscape and Architecture Mr. Hoyt and Mr. Dixon reviewed the request with the Board. Mr. Kichanan asked for clarification of the detail between space 1 and 2 and the parking. Mr. Hoyt answered that this is a retaining wall. Mr. Kichanan asked what the boxes on the left of the building were. Mr. Hoyt answered that it is where the water meters and back-flow preventers would be located. He stated that most of the equipment would be located underground. Mr. Luly and Mr. Robertson reviewed staff comments with Board (attachment 1). Mr. Kichanan asked if buildings A and B are basically mirror images. Mr. Dixon answered in the affirmative. Mr. Kichanan moved for deferral of the request including staff comments with the applicant to work with staff prior to final submittal. Mr. Bertin seconded the motion. All in favor. The Board convened for a short break at 6:20 pm and reconvened at 6:25 pm. Design Review Board February 28, 2018 Page 5 of 7 E. Lowes Foods Revision, 211 Highway 41, 594-05-00-228, Final Approval of Architecture Mr. Jerry Traino reviewed the request with the Board. Mr. Seabrook asked for clarification on the change to stucco. Mr. Traino answered that this is proposed for one façade and showed this on the plans for the Board. Mr. Seabrook asked about the retaining wall being in proximity to residential and asked if the height would change. Mr. Robertson answered that all of the resident concerns would be addressed. Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. Seabrook moved for approval including addressing all staff comments. Mr. Kichanan seconded the motion. All in favor. F. Chickfila Oakland, 3102 Ironclad Alley, 594-05-00-228, Final Approval of Site, Landscape and Architecture Mr. George Georgy, engineer, and Mr. Travis Reynolds reviewed the request with the Board. Mr. Kichanan asked about the addition of the canopies and how they relate to the building. Mr. Reynolds answered that the same brick would be used for the canopies as on the main structure. He stated that the same color palette would be used as well. Mr. Luly and Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. Seabrook asked about staff’s comment regarding a pitch roof. Mr. Robertson answered that if a pitched roof is desired, then it would mean a larger structure. Mr. Seabrook suggested that a canopy would be needed and suggested that a pitch roof would not be necessary. Ms. Santilli asked if a flat roof would be allowed. Mr. Robertson answered that the Board has the flexibility to allow a flat roof. Ms. Santilli asked if staff recommended approval. Mr. Robertson answered that if a pitch roof was not Design Review Board February 28, 2018 Page 6 of 7 needed then the plan could be approved. She stated that she would like to see a mockup of the pitch roof. Mr. Kichanan suggested that more preservation of trees should be considered. He suggested that moving the dumpster enclosure farther down, study the cross near the larger oak so that the smaller oaks do not need to be removed and restudy of the circulation and parking for better preservation of trees. He agreed with staff comment on the pilasters and suggested that the “rhythm of the building” could be copied. He suggested that a flat canopy roof would be more consistent with the building and not draw attention to the canopy. Mr. Seabrook moved for approval of a flat canopy roof with deferral of the site and landscape. Mr. Bertin seconded the motion. Motion passed on a 3 to 1 vote with Mr. Bertin, Mr. Seabrook and Mr. Kichanan in favor; Ms. Santilli opposed. G. Towne Centre Building K-1a, 1232 Belk Dr., 558-00-00-100, Final Approval of Site, Landscape and Architecture This item was approved through a consent motion. H. Engel and Volkers Office, 629 Johnnie Dodds Blvd., 517-04-00-105, Final Approval of Architecture Mr. John Lacasa reviewed the request with Board and stated that they would like to paint the building white. Mr. Seabrook asked the location of the building. Mr. Lacasa answered that it is the former Radio Shack location. Mr. Seabrook asked if the entire building would be painted. Mr. Lacasa answered that he would prefer to only paint the front façade and columns, but understands that the entire building would need to be painted. He stated that they would not paint the back of the building. Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. Seabrook suggested that the two facing building portions should be considered to be painted the same color. Mr. Bertin agreed with Mr. Seabrook. Design Review Board February 28, 2018 Page 7 of 7 Mr. Kichanan agreed that the entire building should not be painted. He suggested that the palm trees be “booted” to provide more visibility. Mr. Bertin moved for approval of painting the two facades including staff and board comments with further discussion with the landlord to determine if they would be amenable to painting the remainder of the building. Mr. Kichanan seconded the motion. Mr. Seabrook suggested that the back of the building should not be painted. Ms. Santilli called for a vote on the motion. All in favor.
