TOWN OF MOUNT PLEASANT, SOUTH CAROLINA DESIGN REVIEW BOARD MAY 30, 2018 MINUTES Present: Beth Santilli, Chair, Michael Bertin, Napporn Kichanan, Brian Wurst, William O'Neal, Mickey Seabrook. Absent: Brian Boan Staff: Michael Robertson, Chris Luly, Eric Pohlman, Lynnette Lynes Ms. Santilli called the meeting to order at 5:07 pm and reviewed the procedures with the public. 1. Approval of Agenda Mr. Seabrook moved for approval of the agenda. Mr. Wurst seconded the motion. All in favor. 2. Approval of Minutes Mr. Kichanan moved for approval of the minutes. Mr. Wurst seconded the motion. All in favor. Mr. Kichanan moved for consent motion for items #3 and #17. Mr. Seabrook seconded the motion. All in favor. Mr. Kichanan moved for consent motion for items #4, #5, #6, and #7 with the condition to restudy the use of cherry trees and substitute with a more suitable species for this region. Mr. Wurst seconded the motion. All in favor. 3. Public Comment and General Correspondence There being no comments, Ms. Santilli continued with the agenda. 4. Business A. Butcher and Boar Tree Removal, 760 Coleman Blvd, 532-02-00-050, Final Approval of Site and Landscape Mr. Luly reviewed staff comments with the Board (attachment 1). Mr. Blake Middleton reviewed the request with the Board. He stated that the tree is in decline. He referred to the arborist report. Mr. Kichanan asked when the photo was taken. Mr. Middleton answered that it was taken several months ago. Mr. Kichanan asked if there is a more recent photo of the tree. Mr. Middleton answered in the affirmative and showed a picture from his phone for the Board. Mr. O’Neal asked what trees would be used for mitigation. Mr. Middleton 3 4- inch oaks would be placed on the site for mitigation. Mr. Kichanan stated that even though there is a lot of rebound, the tree could survive. He stated that based on the location of the tree and proximity to the building, he would be in favor of removal. Design Review Board May 30, 2018 Page 3 of 5 Mr. O’Neal agreed. Mr. Wurst thanked the applicant for the arborist report. Mr. Bertin asked if the building canopy had an effect on the health of the tree. Mr. Middleton answered in the negative. Mr. Seabrook suggested that the removal should be approved to allow better trees to be planted on the site. Mr. Kichanan moved for approval of the request with mitigation as required by ordinance. Mr. Seabrook seconded the motion. All in favor. I. Ferry Wharf Master Plan, 100 Ferry Wharf Road, 517-00-00-245, Final Approval of Site and Landscape REMOVED FROM AGENDA BY STAFF J. Gregorie Ferry Storage, 1154 Gregorie Ferry Landing, 580-00-00-022, Final Approval of Site and Landscape Mr. O’Neal recused himself due to a conflict of interest. Mr. Luly reviewed staff comments with the Board (attachment 1). Mr. Paul Peoples, Seamon, Whiteside, and Associates, reviewed the request with the Board. He distributed a copy of the arborist report and pictures for the Board to review. Mr. P.O. Mead reviewed the arborist report with the Board. Mr. Kichanan agreed with the arborist report. Mr. Seabrook asked when the storm damage occurred. Mr. Mead answered that due to the extent of the decay, it has been some time. Mr. Seabrook asked what mitigation is suggested. Mr. Peoples reviewed the mitigation plan with the Board. Mr. Kichanan moved for approval of the request. Mr. Bertin seconded the motion. All in favor with Mr. O’Neal abstaining. Legacy Apartments at Bridgeside, 154 Patriots Point Rd, 517-00-00-246, Preliminary Approval of Site, Landscape and Architecture WITHDRAWN BY THE APPLICANT L. 832 Coleman, 832 Coleman Blvd, 532-03-00-090, Final Approval of Site, Landscape and Architecture Mr. Luke Jarett, architect, reviewed the request with the Board. Mr. Kichanan asked a about parking. Mr. Luly answered that the plan does not show sufficient parking for a restaurant use. Mr. Kichanan asked if there is a restaurant component with the proposed tenant. Mr. Jarrett answered in the negative and stated that there is no restaurant use proposed at this time. Mr. Kichanan asked if the request would come back to the Board if the use changed. Mr. Luly answered that if they meet all the requirements, they would not have to come back to the Board for approval. Mr. O’Neal asked if the 50% rule would come into effect and is this one of the reasons for not complying with the current code requirements. Mr. Luly answered that the calculations were not submitted. Mr. Seabrook stated that this property previously had food service and suggested that if it meets the 50% rule, this would be a key consideration. Mr. Luly and Mr. Pohlman reviewed staff comments with the Board (attachment 1). Mr. O’Neal suggested that the 50% rule would be a key consideration. He suggested that parking spaces #12 and #13 should be reconsidered as it might be difficult to get out of those spaces. He suggested that ADA standards might not be met. Mr. Wurst stated that he does not understand the relationship of the dormer to the window below. Mr. O’Neal moved for deferral of the request for the applicant to address staff and Board comments. Mr. Seabrook seconded the motion. Motion failed Design Review Board May 30, 2018 Page 5 of 5 on a 2 to 4 vote with Mr. O’Neal and Mr. Seabrook in favor; Ms. Santilli, Mr. Wurst, Mr. Bertin, and Mr. Kichanan opposed. Mr. Wurst moved for the applicant to work with staff to address staff and Board comments. Mr. Seabrook seconded the motion. All in favor. M.
