Ms. Santilli called the meeting to order at 5:00 pm.

Mr. Wurst moved to approve the agenda. Mr. Boan seconded. All in Favor.

1.Johnnie Dodds Lifestyle Storage Revision, 602 Johnnie Dodds, TMS#

Mr. Giles Branch, Earthsource Engineering, reviewed the request with
the Board.
Mr. Boan asked if these changes were after the plans were approved. Mr.
Branch answered in the affirmative.
Mr. ONeal asked about the changes for the transformer. Mr. Branch
answered it has been moved and the concern is screening for the
transformer. Mr. ONeal suggested it be screened. Mr. Branch offered to
change the color of bollards as well as add foliage to be planted to better
screen the transformer.
Mr. Steve Graves suggested local art could be allowed to camouflage the
transformer such as the others along Highway 17.
There being no further comments, Ms. Santilli closed public comment.
Mr. Bernard reviewed staff comments with the Commission (attachment
1).
Mr. Boan suggested that the transformer should be screened.
Mr. ONeal agreed with screening the transformer and staffs suggestion
with the hydrant. He also suggested that the color of bollards should be
changed. He expressed concern with the number of changes being done
after the plans have been approved by the Board and suggested that this
should be reviewed to determine how the issue can be resolved so that the
Board is not seeing after-the-fact requests.
Mr. Wurst expressed concern with a wall being constructed near the
transformer. He suggested the bollards should be a darker color and that
the number of bollards could be reduced. He stated that he agrees with
staff on the hydrant location.
Mr. Wurst moved for approval with the following conditions:
Øchange bollards colored yellow to be changed to a darker color,
possibly a green or black;
ØRemove bollard at back by the dumpster enclosure and replace with a
palmetto tree;
Øadd height to door for dumpster to screen;
Øaddition of vegetation hedge screening as close to curb without
blocking drivers vision in activity zone to property line.
Mr. ONeal seconded. All in favor.

Approval of Site, Landscape, and Architecture
Mr. Boan moved to have King Street Cookies moved to end of agenda,
due to absence of applicant. Mr. ONeal seconded. All in favor.
6.Gregorie Ferry Self Storage Revision, 1154 Gregorie Ferry Road, TMS#
580-00-00-022, Final Approval of Site, Landscape, and Architecture
Mr. ONeal recused himself due to a conflict of interest.
Mr. Preston Busby, Seamon Whiteside, reviewed the request with the
Board.
Mr. Boan asked if SCE&G/Dominion installed the bollards and if
SCE&G/Dominion would allow these bollards to be removed. Mr. Busby
responded that SCE&G/Dominion requires the bollards and was not in
favor of the bollards being removed.
Mr. Michael Adams, Robert Hide Construction, explained the
SCE&G/Dominion requirements for the transformer location and bollards
with the Board.
Mr. Wurst asked about the Ligustrums and how tall they would grow. Mr.
Busby stated the Ligustrums would grow approximately four to five feet.
Mr. Bernard stated they can grow to over twenty feet in height. Mr. Wurst
asked about the red door. Mr. Adams responded that it matches the logo.
There being no comments, Ms. Santilli closed public comment.
Mr. Bernard asked the elevation of the building over the road elevation.
Mr. Busby answered that their this a section that is a higher elevation, but
the pad is installed and there is no issue with it.
Mr. Bernard and Mr. Robertson reviewed staff comments with the Board
(attachment 1).
Mr. Boan stated he agrees with the bollards and SCE&G/Dominion
requirements with screening.
Mr. Wurst recommended that the ligustrums be used as opposed to the
bollards.
Mr. Wurst moved for approval with the following conditions:
ØPlan showing the planting of Ligustrum to screen the transformer;
ØReplacement of bollards for more decorative bollards if cannot be
removed per SCE&G/Dominion mandate to match a component of
the building;
ØApproval of red doors.
Mr. Boan second. All in favor with Mr. ONeal abstaining.

This was approved through consent motion.

Mr. ONeal recused himself due to a conflict of interest.
Mr. Hampton Young, Seamon Whiteside, reviewed the request with the
Board. He stated that there are some outstanding issues that they would
work with staff to resolve.
Mr. Boan expressed concern with the revision to the lighting plan and
stated that he agrees with staff comments to have SCE&G/Dominion
provide lighting and fixtures on site. He stated that the proposed fixtures
are not appropriate and do not match the lights on the building. Mr.
Young stated that they were aware that there were significant changes
that were needed for the lighting plan and would like to work with staff on
these issues.
There being no comments, Ms. Santilli closed public comment.
Mr. Bernard and Mr. Robertson reviewed staff comments with the Board
(attachment 1).
Mr. Boan asked if there were any additional changes other than lighting.
Mr. Bernard answered in the affirmative and noted that they were minor
changes. Mr. Boan recommended that the applicant work with staff on the
photometric plan.
Mr. Boan moved for approval based on staff and Board comments to
allow the changes with close coordination with SCE&G/Dominion and staff
on the light pole type. Mr. Wurst seconded. All in favor with Mr. ONeal
abstaining.
9.Inn at Ferry Wharf, Grafton Street, TMS# 517-00-00-018, Final Approval
of Site, Landscape, and Architecture
This item was withdrawn by staff.
10.King Street Cookies, 405 Coleman Blvd., TMS# 517-06-00-079, Final
Approval of Site, Landscape, and Architecture
Mr. Boan moved to review the application in absentia. Mr. ONeal
seconded. All in favor.
Mr. Robertson reviewed staff comments with the Board (attachment 1).
Mr. Boan asked if the request meets Town requirements. Mr. Robertson
answered that there has never been a request for an orange roof before.
Mr. ONeal asked how this request is different from other requests for
different paint colors.
Mr. Boan suggested that the surrounding buildings and the color palette
needs to be taken into consideration.
Mr. Wurst suggested that the grey color is too light and will not be a
significant contrast with the white trim and the orange appears to be more
of a salmon color. He suggested that the proposed colors would not be the
desired colors once on the building and once they began to fade. He
recommended that a portion of the wall be painted and have a Board
member review the wall sections to approve the paint colors.
Mr. ONeal agreed and stated that this is an area that is under
redevelopment. He agreed with deferral of the paint color to a
subcommittee for approval.
Mr. Wurst moved for deferral of the approval of paint colors to a
subcommittee with the applicant to paint a wall and roof section with the
proposed paint colors for review and approval. Mr. ONeal seconded. All in
favor.
11. Scott Street Residences, 68 Scott Street, TMS# 517-16-00-035,
Preliminary Approval of Site, Landscape, and Architecture
This item was withdrawn by staff.
