TOWN OF MOUNT PLEASANT, SOUTH CAROLINA DESIGN REVIEW BOARD SEPTEMBER 25, 2019 MINUTES Green arrows are hyperlinks to the recording Attachment 1—Staff Report Present: Beth Santilli, Chair, Brian Wurst, William O'Neal, Richard Lambert, Cameron Swails. Absent: Brian Boan Staff: Brittany Johnson, Peter Stone, Lynnette Lynes Ms. Santilli called the meeting to order at 5:00 pm. 1. Approval of Agenda Mr. Lambert moved for approval of the agenda. Mr. Wurst seconded the motion. All in favor. 2. Approval of Minutes Mr. Lambert moved for approval of the minutes. Mr. Wurst seconded the motion. All in favor. 3. General Public Comment There being no comments, Ms. Santilli continued with the agenda. 4. General Correspondence Ms. Johnson stated that items 5 and 6 have requested a continuance. 5. Consent Motions Mr. Lambert moved for consent approval of the following items: ➢ Bowman Place (Building A) Revision, 1136 Bowman Road, TMS# 559-13- 00-033, 559-13-00-036, & 559-1300-052, Final Approval of Site, Landscape, and Architecture ➢ Midtown Community Park, 1151 Midtown Ave., TMS#559-00-00-537, Final Approval of Site, Landscape, and Architecture Design Review Board September 25, 2019 Page 2 of 3 Mr. Wurst seconded the motion. All in favor. Highway 17, TMS# 558-00-00-393, Final Approval of Site, Landscape and Architecture Mr. Wurst seconded the motion. All in favor. 6. Business A. Chick Fil A Revision, 1024 Johnnie Dodds Blvd., TMS# 535-00-00-245, Final Approval of Site, Landscape, and Architecture This item was withdrawn by staff. B. Bowman Place (Building A) Revision, 1136 Bowman Road, TMS# 559-13-00- 033, 559-13-00-036, & 559-1300-052, Final Approval of Site, Landscape, and Architecture C. Midtown Community Park, 1151 Midtown Ave., TMS#559-00-00-537, Final Approval of Site, Landscape, and Architecture These items were approved through a consent motion. D. Moultrie Plaza, 630 Coleman Blvd., TMS# 517-16-00-002, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Giles Branch and Mr. Wentz Chesson reviewed the request with the Board. Mr. Branch stated that they are willing to work with staff to address all staff comments. Mr. Wurst asked which tree was removed. Mr. Branch answered that there was a 42 inch oak that was removed after the survey was completed. Mr. Wurst asked about sidewalk access and a bay window on the south side facing Coleman. Mr. Chesson reviewed the accesses with the Board. He stated that if Design Review Board September 25, 2019 Page 3 of 3 it were to be a bay window it would need to be weighted glass. He noted that once the adjacent site was built out, the south elevation would face a building. Mr. O’Neal expressed concern with meeting ADA requirements for the sidewalk given the grading of the site. Mr. Branch stated that it would meet ADA requirements and reviewed where the slope would be managed for the Board. Mr. O’Neal suggested that this be reviewed. Mr. Branch stated that the existing sidewalk would be ADA compliant and connect the retail spaces without having to walk out into the parking area. Mr. Lambert asked if it was possible to achieve the 2% cross load. Mr. Branch answered in the negative. Mr. Wurst suggested that the south elevation should be broken up with some type of detail or window. Mr. O’Neal suggested that a blown up plan of the ADA elements should be considered to ensure. Mr. Wurst moved for final approval including all staff and Board comments including the addition of a window on south facade facing Coleman Blvd and working with staff on the final configuration of the sidewalk for ADA compliance and access at the existing restaurant space. Mr. Lambert seconded the motion. All in favor. E. Chase Bank West, 960 Houston Northcutt Blvd., TMS# 517-00-00-028, Final Approval of Site, Landscape and Architecture F. Chase Bank East, 1825 N.
