TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD VIDEO CONFERENCE MEETING JUNE 24, 2020 MINUTES YouTube Streaming link: https://youtu.be/QBHhxIrYDJo Attachment 1—STAFF REPORT Present: Rick Lambert, Chair, William O'Neal, Tara Spencer, Steve Magoon, Christopher McCarthy. Absent: Ian Duncan, Cameron Swails. Staff: Brittany Johnson, Peter Stone, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm and reviewed the procedures with the public. A. Approval of Agenda Mr. Magoon moved for approval of the agenda. Mr. McCarthy seconded the motion. All in favor. B. Approval of Minutes Ms. Spencer moved for approval of the minutes. Mr. Magoon seconded the motion. All in favor. C. General Public Comment No public comments. D. General Correspondence All correspondence was included with the agenda and sent to the Board. E. Consent Motions Ms. Spencer moved for consent approval of the following items— ➢ Ivybrook Academy, 1475 Long Grove Drive 561-00-00-140, Final Approval of Site, Landscape, and Architecture Design Review Board June 24, 2020 Page 2 of 4 ➢ Time to Shine Car Wash, 1406 Ben Sawyer, 532-11-00-148, Final Approval of Site, Landscape, and Architecture Mr. O’Neal seconded the motion. All in favor. F. Business 1. Harris Teeter Fuel, 2035 Hwy 41, 540-00-00-229, Final Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Ms. Maggie Jones, Kimley-Horne, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Spencer moved for approval. Mr. Magoon seconded the motion. All in favor with Mr. O’Neal abstaining. 2. Wingo Way Office, 300 Wingo Way, 514-13-00-420, Final Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Michael Cain, Mr. Wentz Chesson, and Ms. Abigail Richardson reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Spencer moved for deferral to a subcommittee to study architectural elements. Mr. Lambert seconded the motion. All in favor with Mr. O’Neal abstaining. Design Review Board June 24, 2020 Page 3 of 4 3. 7-ElevenTupelo, 3930 Highway 17, 615-00-00-173, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Pat Budronis reviewed the request with the Board. Ms. Theresa Rowland, 2023 Welsh Pony Dr, suggested that the building should front US17 and not Tupelo Forest. She expressed concern with public and child safety, drainage, spillover of lighting, and additional proposed commercial that would affect the road as well. Mr. John Nunes, 1011 Banker Court, expressed concern with the apron of the roadway and suggested that there is not sufficient space to make the turn. He suggested that because of the lack of turn around, it could mean a truck would be blocking traffic to the neighborhood. He expressed concern over traffic safety and that supply trucks parking could cause potential accidents. He expressed concern with traffic safety and stated that they are meeting next week to try to resolve some of the neighborhood concerns and suggested that the request should be deferred until after they have an opportunity to meet. Ms. Christina Cicchitto, 1347 Paint Horse Court, expressed concern with traffic safety and that traffic would be accessing Tupelo Forest Drive and would cause increased traffic in addition to the proposed car dealership. She expressed concern with deceleration of traffic to turn into the site from US17 and that it could cause potential accidents. Mr. John Rowland, 2023 Welsh Pony Drive, expressed concern with drainage of the site and how it would be handled. He also expressed concern with potential flooding of the gas tanks. There being no further comments, Mr. Lambert closed public comment. Ms. Spencer moved for approval including staff comments. Mr. O’Neal seconded the motion. Motion passed on a 4 to 1 vote with Mr. Lambert, Mr. Magoon, Ms. Spencer, and Mr. O’Neal in favor; Mr. McCarthy opposed. Design Review Board June 24, 2020 Page 4 of 4 4. Ivybrook Academy, 1475 Long Grove Drive 561-00-00-140, Final Approval of Site, Landscape, and Architecture This item was approved through a consent motion. 5. 1081 Johnnie Dodds Office, 1081 Johnnie Dodds, 535-00-00-260 & 535- 00-00-077 Final Approval of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board (attachment 1). Mr. Billy Connell, Mr. Russ Seamon, and Mr. William Fishburn reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Magoon moved for approval of the reduced buffer. Mr. McCarthy seconded the motion. All in favor with Mr. O’Neal abstaining. 6. Time to Shine Car Wash, 1406 Ben Sawyer, 532-11-00-148, Final Approval of Site, Landscape, and Architecture This item was approved by consent motion.
