TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD APRIL 28, 2021 MINUTES STAFF REPORT Present: Rick Lambert, Chair, Tara Spencer, Steve Magoon, Ian Duncan, William O'Neal, Chris McCarthy (entered at 5:02 pm). Staff: Brittany Johnson, Peter Stone, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. Mr. McCarthy entered at this time (5:02 pm). A. Approval of Agenda Mr. Duncan moved for approval of the agenda. Ms. Spencer seconded the motion. All in favor. B. Approval of Minutes Mr. McCarthy moved for approval of the minutes. Mr. Magoon seconded the motion. All in favor. C. General Public Comment Mr. Jimmy Bagwell, 41 Vincent Drive, spoke regarding the Medal of Honor Museum. He stated that they have been working on the design for over 1½ years. He suggested that the design would enhance the Patriots Point area. There being no further comments, Mr. Lambert continued with the agenda. D. General Correspondence Ms. Johnson stated that the item #1 has been withdrawn.  Design Review Board April 28, 2021 Page 2 of 3 E. Consent Motions Being no consent motion, Mr. Lambert continued with the agenda. F. Business 1. Town Hall Track Improvements Revision, 100 Ann Edward Lane, 517-00-00- 010, Final Approval of Site, Landscape, and Architecture This item was withdrawn by the applicant. 2. Johnnie Dodds Master Plan, 512 Johnnie Dodds, 514-00-00-070, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board. Mr. Losse Knight and Mr. Preston Ackerman reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Spencer moved for approval with the contingency of adding the following items: ➢ Speed tables ➢ Working to ensure the correct amount of tree mitigation is included on the site, particularly in regard to parcel 3 ➢ Incorporate all staff comments including the sewer easement Mr. Magoon seconded the motion. All in favor. 3. Tommy Car Wash, 512 Johnnie Dodds, 514-00-00-070, Final Approval of Site, Landscape, and Architecture Mr. Stone and Ms. Johnson reviewed staff comments with the Board. Mr. Knight and Mr. Ackerman reviewed the request with the Board. there being no comments, Mr. Lambert closed public comment.  Design Review Board April 28, 2021 Page 3 of 3 Mr. Duncan moved for approval with the contingency to work with staff on a realistic landscape plan. Mr. Magoon seconded the motion. All in favor. 4. The Medal of Honor Leadership and Education Center, Patriots Point, 517- 00-00-001, Conceptual Review of Site, Landscape, and Architecture PowerPoint Presentation Mr. O’Neal recused himself due to a conflict of interest. Mr. Stone and Ms. Johnson reviewed staff comments with the Board. Mr. Billy Bishop, Glick Boehm, reviewed the request with the Board.
