TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD MARCH 30, 2022 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Tara Spencer, Timothy Kiel, William O'Neal, Steve Magoon Absent: Chris McCarthy Staff: Peter Stone, Jake Carter, Mac Deford, Aaron Bennett, Chris Swalhah, Lynnette Lynes Mr. Lambert called the meeting to order at 5:01 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Mr. Magoon seconded the motion. All in favor. B. Approval of Minutes Ms. Spencer moved for approval of the minutes. Mr. Magoon seconded the motion. All in favor. C. General Public Comment There being no comments, Mr. Lambert continued with the agenda. D. General Correspondence All correspondence was linked on the agenda and distributed to the Board. E. Consent Motions Ms. Spencer moved for consent approval for the following items: ➢ East Cooper Plaza, 627 Johnnie Dodds, 517-04-00-105, Final Review of Site, Landscape, and Architecture ➢ Charleston Battery Stadium – Phase 2, Patriots Point Blvd, 517-00-00-012 and 517-00-00-001, Preliminary Review of Site, Landscape, and Architecture  Design Review Board March 30, 2022 Page 2 of 4 ➢ REI, 1720 Shoremeade Rd, 558-00-00-933, Final Review of Site, Landscape, and Architecture ➢ Beacon Bank, 1210 Ben Sawyer Blvd, 532-07-00-123, Final Review of Site, Landscape, and Architecture Mr. Lambert seconded the motion. Motion failed due to vote not being unanimous with Mr. Kiel being opposed. Ms. Spencer moved for consent approval for the following items: ➢ Charleston Battery Stadium – Phase 2, Patriots Point Blvd, 517-00-00-012 and 517-00-00-001, Preliminary Review of Site, Landscape, and Architecture ➢ REI, 1720 Shoremeade Rd, 558-00-00-933, Final Review of Site, Landscape, and Architecture ➢ Beacon Bank, 1210 Ben Sawyer Blvd, 532-07-00-123, Final Review of Site, Landscape, and Architecture Mr. Lamber seconded the motion. All in favor with Mr. O’Neal abstaining for the Charleston Battery Stadium. F. Business 1. Mediterranean Shipping Company, 700 Watermark Blvd, 560-00-00- 036, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Vincent Cusemano, architect, and Thomas Martin, Engineer,reviewed the request with the Board. There being no comments, Mr. Lambert continued to Board questions. Mr. Lambert closed public comment. Mr. Kiel moved for approval including staff comments. Mr. Magoon seconded the motion. All in favor. 2. East Cooper Plaza, 627 Johnnie Dodds, 517-04-00-105, Final Review of Site, Landscape, and Architecture Mr. O’Neal recused himself due to a conflict of interest  Design Review Board March 30, 2022 Page 3 of 4 Mr. Stone reviewed staff comments with the Board. Mr. Zach Karmon and Aaron Schmitt reviewed the request with the Board. The Board agreed to receive additional materials for consideration. There being no comments, Mr. Lambert continued to Board questions. Mr. Lambert closed public comment. Ms. Spencer moved for approval including staff comments of showing easements on the plan. Mr. Magoon seconded the motion. All in favor with Mr. O’Neal abstaining. 3. Charleston Battery Stadium – Phase 2, Patriots Point Blvd, 517-00-00- 012 and 517-00-00-001, Preliminary Review of Site, Landscape, and Architecture 4. REI, 1720 Shoremeade Rd, 558-00-00-933, Final Review of Site, Landscape, and Architecture 5. Beacon Bank, 1210 Ben Sawyer Blvd, 532-07-00-123, Final Review of Site, Landscape, and Architecture These items were approved by consent with Mr. O’Neal abstaining for item #3, Charleston Batter Stadium. 6. Carolina Cataract and Laser Center, 1011 Lake Hunter Circle, 535-00-00- 259, Final Review of Site, Landscape, and Architecture Mr. Carter reviewed staff comments with the Board. Mr. Matt Kanady reviewed the request with the Board. There being no comments, Mr. Lambert moved to Board questions. Mr. Lambert closed public comments. Mr. Lambert moved for deferral to a subcommittee of the Board for final approval on colors. Mr. Magoon seconded the motion. All in favor.  Design Review Board March 30, 2022 Page 4 of 4 7. Mr. Nick Wood reviewed the request with the Board. Mr. Lambert closed public comment. Ms. Spencer moved for deferral based on staff and Board comments. Mr. Magoon seconded the motion. All in favor.
