TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD APRIL 27, 2022 MINUTES Staff Report Present: Richard Lambert, Steve Magoon, Tara Spencer, Timothy Kiel. Absent: Chris McCarthy, Ian Duncan, William O'Neal. Staff: Peter Stone, Jake Carter, Mac Deford, Lynnette Lynes Also: Brian Quisenberry, attorney for Board Mr. Lambert called the meeting to order at 5:36 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Ms. Spencer seconded the motion. All in favor. B. Approval of Minutes Mr. Lambert moved for deferral of the minutes. Mr. Kiel seconded the motion. All in favor. C. General Public Comment There being no comments, Mr. Lambert continued with the agenda. D. General Correspondence Mr. Carter stated that all correspondence was linked to the agenda. E. Consent Motions Ms. Spencer moved for consent approval of the following item: ➢ Sunrise Terrace, 20 Patriots Point Road, 514-00-00-257, Final Review of Site, Landscape, and Architecture Mr. Kiel seconded the motion. All in favor. F. Business Design Review Board April 27, 2022 Page 2 of 6 1. Gather Mount Pleasant, Central Mount Pleasant Tracks 4-1 & 4-5, 559-00- 00-017 & 559-00-00-538, Final Review of Site, Landscape, and Architecture Ms. Spencer recused herself due to a conflict of interest. Mr. Carter and Mr. Stone reviewed staff comments with the Board. Mr. Mack Cross, Mr. Todd Richardson, Mr. Austin Diehl, and Mr. Chris Magaldi reviewed the request with the Board. Ms. Meghan Posner, 1562 Hancock, expressed concern that the project as a destination should be more centrally located. She suggested that the proposed uses would infringe on the neighborhood and the quality of life. She also suggested that the project is too expansive for the neighborhood and the proposed functions should be carefully considered. Mr. Daniel Franck, 1556 Hancock St, expressed concern with the proposed project and that the proposed uses would negatively impact the neighborhood. He expressed concern that the project would increase traffic onto the entrance road to the neighborhood. He expressed concern with pedestrian and child safety, particularly because Hancock Street is the only entrance into the neighborhood. He expressed concern with the parking and that the increased traffic would cause more pedestrian accidents. He suggested that the amount of proposed parking would not be sufficient for the traffic that will be generated. He expressed concern that the increased traffic would impede access for emergency vehicles. Ms. McClay Franck, 1556 Hancock St, suggested that the amount of traffic that will be generated will be a detriment to the neighborhood and would negatively impact child safety. She suggested that the retail hours would not be in line with the small-town neighborhood. She suggested that the additional patron traffic will cause more impact to the adjacent park. She suggested that the lighting plan would cause additional light pollution. She suggested that the project does not include any landscaping, buffers, or sound abatement to alleviate the burden that will be placed on the neighborhood. Mr. Tray Adams, 1336 Harkin Road, stated that he is in support of the project. He suggested that this project makes sense for the area and should not be denied Design Review Board April 27, 2022 Page 3 of 6 because there is some push back. He suggested that for each person opposed to the project, there are approximately ten that are in favor of it, but do not vocalize their support. Mr. Rick Schaltegger, 1611 Florentia, suggested that while the previous speaker noted that there are many in favor of the project, they might not live in the nearby neighborhood. He stated that he has additional pictures for the Board to review. Mr. Lambert moved to accept the additional material. Mr. Magoon seconded the motion. All in favor. Mr. Schaltegger reviewed the pictures with the Board. He noted that there is not sufficient parking for residents to park in their garages or on driveway and therefore have to park in nearby parking areas. He expressed concern that there currently only a few traffic lights to control traffic. Ms. Carolyn McKellar, 1519 Cecile St, expressed concern with events being held and that there is only one entrance into the neighborhood. She expressed concern with child and pedestrian safety and that the project would be in close proximity to the neighborhood. She suggested that this project would impact access for patients trying to access the nearby medical facilities. She suggested that live music and events are too close in proximity to residential homes. Ms. Tomi Deacons, 1612 Florentia, expressed concern with the proximity of the project to a residential neighborhood. She expressed concern that the venue and event industry is currently booming, but suggested that it will be fleeting and could mean that the project could become vacant. She asked that the Board not approve the project at its current proposed location. Mr. Jarod Bonino, 1391 Rivella Drive, stated that he and his surrounding neighbors are excited for the development. He suggested that this is a good project. Mr. Ryan Krischer, 1312 Langford Rd, stated that he reviewed the plans and suggested that it is a good plan and is excited for the project to be completed. He suggested that this would provide nearby retail. Design Review Board April 27, 2022 Page 4 of 6 Mr. Jeff Fetterman, 1626 Florentia, expressed concern with trash pickup and that it would cause additional noise in the early morning hours. He stated that the neighborhood was not notified or consulted about this project. He stated that they were told when they purchased their home that the extra parking was available only for use by the neighborhood. He suggested that there is not sufficient handicap parking and that this project is not a good fit for the area. Mr. Bowen Smith, 1510 Cecile St, stated that he was told over a year ago that this development was in the works. He suggested that some of the proposed retail is not needed and sufficient parking is not provided. He suggested that commercial development should fit in with existing neighborhoods and not be destructive. He stated that he supports the architecture, but it should not be abutting residential homes. Ms. April Dickerson, 1578 Hancock St, expressed concern with the potential of restaurant waste causing more rodents in the area. She also expressed concern with increased patrons and concern with child safety in proximity to establishments that serve alcohol. She expressed concern with the parking and that there is currently not sufficient parking. She expressed concern with the increased possibility of child predator in the area. Mr. Joe Broerman, 1556 Appling Drive, stated that he is in favor of the project and is looking forward to having a venue for more family-friendly events. Mr. Andrew, Kohn, 1558 Hancock St, suggested that those in favor of the project do not live right across from the proposed project. He suggested that this project was mirrored off of Gather Greenville that was in a commercial corridor, not in a residential neighborhood. He expressed concern with increased noise. He stated that Hancock St is a dead end street and expressed concern that there would be increased traffic with those that are lost or trying to find parking . He suggested that the neighborhood was not notified of this plan when purchasing their homes. There being no comments, Mr. Lambert closed public comment. Mr. Lambert moved to enter into executive session for legal advice. Mr. Kiel seconded the motion. All in favor. Design Review Board April 27, 2022 Page 5 of 6 The Board convened into executive session at 6:36 pm and reconvened at 6:48 pm. No action taken during executive session. Mr. Magoon moved for deferral of this request due to pending action before the Board of Zoning Appeals. Mr. Kiel seconded the motion. All in favor with Ms. Spencer abstaining. 2. Shelmore Village, 732 S Shelmore Boulevard, 514-00-00-257, Final Review of Site, Landscape, and Architecture This item was removed by staff. 3. Sunrise Terrace, 20 Patriots Point Road, 514-00-00-257, Final Review of Site, Landscape, and Architecture This item was approved by a consent motion. 4. Farmhaus, 604 Coleman Boulevard, 517-16-00-002, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Bryan Babak, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Spencer moved for approval including staff comments. Mr. Magoon seconded the motion. All in favor. 5. Cooper Apartments Building 315, 315 Harbor Pointe Drive, 517-00-00-009, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Bryan Alfred, architect, reviewed the project with the Board. There being no comments, Mr. Lambert closed public comment. Design Review Board April 27, 2022 Page 6 of 6 Mr. Kiel moved for approval with the brick height consistent with the other buildings or consistent with the bottom of the windows of the proposed windowsill, and HVAC screening consist of a hard material. Ms. Spencer seconded the motion. All in favor. 6. Circle K, 1402 Ben Sawyer Boulevard, 532-11-00-140, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Paul Lawler, Ms. Kelsey Cangler, and Mr. Joseph Serruya reviewed the request with the Board. Mr. Lambert moved for approval of submittal of additional photos. Mr. Magoon seconded the motion. All in favor. Mr. Carter distributed the revised drawings to the Board. There being no comments, Mr. Lambert closed public comment. Ms. Spencer moved to defer to a subcommittee and come back to the Board for final approval. Mr. Magoon seconded the motion. Ms. Spencer withdrew her motion. Mr. Magoon withdrew his second. Ms. Spencer moved for deferral to a subcommittee and to come back to the Board for final approval to subcommittee and back to board for final approval to address the rooflines, materials, and solid versus void forms (massing).
