TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD MAY 25, 2022 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Chris McCarthy, Steve Magoon, Tara Spencer, Timothy Kiel. Staff: Michele Reed, David Pagliarini, Michael Robertson, Peter Stone, Jake Carter, Chris Swalhah, Aaron Bennett, Lynnette Lynes Mr. Lambert called the meeting to order at 5:07 pm. A. Approval of Agenda Mr. Steve Magoon moved to approve the agenda. Ms. Spencer seconded the motion. All in favor. B. Approval of March Minutes and April Minutes Ms. Spencer moved to approve the minutes. Mr. McCarthy seconded the motion. All in favor. C. General Public Comment Ms. Tomi Dinkins, 1612 Florentia St, thanked the Board for their work. She stated that the BOZA appeal was continued and suggested that the project should be deferred. If that does not occur, she asked that the project be denied. She suggested that the project extends over the property lines, particularly with the improvement plans along Hancock St, that is not part of the project. She suggested that the plan is not ready for DRB approval. There being no further comments, Mr. Lambert continued with the agenda. D. General Correspondence All correspondence has been posted. All in favor. F. Business 1. Gather, Central Mount Pleasant Tracks 4-1 & 4-5, 559-00-00-017 & 559- 00-00-538, Final Review of Site, Landscape, and Architecture Ms. Spencer recused herself due to a conflict of interest. Mr. Pagliarini reviewed the decision from BOZA regarding this project. He stated that it is appropriate for this issue to be heard. He recommended that the Board proceed to deliberation since public comment and presentation has already taken place. The Board discussed whether to move deliberation. The Board agreed to hear from the applicant to review the project with a five-minute presentation time limit. Mr. Todd Richardson, Synchronicity, reviewed the project with the Board. Mr. Jeff Federman, 1626 Florentia St, suggested that the developer does not have the right to make changes to Hancock Street. He suggested that the development is more intensive than was originally planned. He expressed concern that there is not sufficient parking. He suggested that the community often does not have sufficient parking. He expressed concern with noise pollution, pests, and smells. Design Review Board May 25, 2022 Page 3 of 5 Ms. Nancy Leon, 1580 Hancock, suggested that the neighborhood streets are not wide enough for 2-way traffic. She asked the capacity of the proposed brewery and expressed concern that the brewery would cause additional noise and traffic. Ms. Michele Godfrey, 1646 Florentia, expressed concern with the parallel parking because the streets are too narrow. Ms. Gerry Godfrey, 1646 Florentia, expressed concern with the noise pollution and the businesses staying open for late hours. She suggested that the Board should review the project site. Mr. Mack Cross, 1496 Goblet Avenue, developer of the project, stated that they have been working on this project for almost a year. He stated that he is open to meeting with any of the residents to review the project. He stated that this project meets the density requirements and is intended to be a family-oriented center. He suggested that the project meets the requirements. Ms. Karen Loren, 1617 Florentia, suggested that the project placed in front of the neighborhood is not going to work, it is too commercial. Mr. Andy McKellar, 1519 Cecile Street, stated that the neighborhood asked for additional buffer and landscaping as well as changes to the parking, but the developer refused to make those changes. He suggested that there should be more noise and light buffers. He suggested that it should not go forward as currently proposed. Mr. Dave Ferm, 1616 Florentia, stated that the project would be 60 feet from his home. He expressed concern that deliveries would block his driveway as there is not sufficient space or parking. There being no further comments, Mr. Lambert closed public comment and moved to Board questions. Mr. Lambert moved to approve the application as presented subject to staff comments with exception that a hard barrier not be required adjacent to the Design Review Board May 25, 2022 Page 4 of 5 parking and allow the use of brick as the primary material. Mr. Kiel seconded the motion. All in favor with Ms. Spencer abstaining. 2. Circle K, 1402 Ben Sawyer Blvd, 532-11-00-140, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Joseph Serruya reviewed the project with the Board. There being no comments or questions, Mr. Lambert closed public comment. Ms. Spencer moved to approve allowing windows and gable gas canopy. Five Loaves, 1055 Johnnie Dodds Blvd, 535-00-00-088, Final Review of Site, Landscape, and Architecture Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Daniel Kim, Architecture Plus, reviewed the project with the Board. Mr. Cody Jones, 1055 Johnnie Dodds Blvd, suggested that an asphalt shingle roof would make the roof out of character. He suggested that allowing the metal roof would be more appealing. Design Review Board May 25, 2022 Page 5 of 5 There being no comments, Mr. Lambert closed public comment. Mr. Kiel moved to approve with a use of a complimentary color for roof and due to specific existing roof configuration, a metal roof as presented will be allowed due to constraints. Mr. Magoon seconded the motion. All in favor. 8. HomeTeam Sign, 3563 N Highway 17, 614-00-00-010, Final Review of Site, Landscape, and Architecture This item was approved by a consent motion. 9. Bridgeport Center Business Park, 514-00-00-018, Final Review of Site and Landscape Mr. Stone and Mr. Carter reviewed staff comments with the Board. There being no applicant present, Mr. Lambert moved to public comment. There being no comments, Mr. Lambert closed public comment. Mr. Magoon moved to defer the application.
