TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD MARCH 29, 2023 MINUTES STAFF REPORT Present: Timothy Kiel, acting Chair, Abigail Richardson, Richard Perez, Lee Cave. Absent: Richard Lambert, Elissa Morrison (both excused) Staff: Jake Carter, Chris Lubert, Peter Stone, John Farrell, Lynnette Lynes Mr. Carter called the meeting to order at 5:03 pm and stated that a motion for a temporary chair would be needed. Mr. Cave moved for approval of Mr. Kiel as temporary chair. Ms. Richardson seconded the motion. All in favor. A. Approval of Agenda Ms. Richardson moved for approval of the agenda. Mr. Cave seconded the motion. All in favor. B. Approval of February Minutes Mr. Cave moved for approval of the minutes. Ms. Richardson seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no public comment or correspondence, Mr. Kiel continued with the agenda. E. Consent Motions Ms. Richardson moved for consent approval of the following item: ➢ Market at Oakland Parcel B, 3157 N Hwy 17, TMS# 600-00-00-024, Final Review of Site, Landscape and Architecture Mr. Cave seconded the motion. Rivertowne Daycare, Rivertowne Pkwy & Hwy 41, TMS# 583-05-00-419, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Bradford Egan, developer, reviewed the request with the Board. There being no comments, Mr. Kiel closed public comment. Ms. Richardson moved for approval including staff comments. Mr. Cave seconded the motion. All in favor. 2. Spartina, 1081 Johnnie Dodds, TMS # 535-00-00-260, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Chad Coleman, developer, reviewed the request with the Board. He stated that they are requesting preliminary approval at this time and would come back for final. There being no comments, Mr. Kiel closed public comment. Mr. Cave moved for preliminary approval with the applicant working with staff to address water table issue. Mr. Perez seconded the motion. All in favor. 3. Market at Oakland Parcel B, 3157 N Hwy 17, TMS# 600-00-00-024, Final Review of Site, Landscape and Architecture This item was approved by a consent motion. 4. Joe Rouse Business Center, 1521 & 1531 Joe Rouse Rd, TMS# 583-05-00- 419, Final Review of Site, Landscape and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board.  Design Review Board March 29, 2023 Page 3 of 4 Mr. Mickey Seabrook, Engineer, and Mr. James Verkaik, architect, reviewed the request wit the Board. There being no comments, Mr. Kiel closed public comment. Mr. Cave moved for approval with the applicant working with staff to address all comments. Ms. Richardson seconded the motion. All in favor. 5. Inn at Ferry Warf, Grafton St, TMS# 517-00-00-018, 249, 252, Final Review of Site, Landscape and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Gary Collins, Seamon, Whiteside, and Associates, and Mr. Richard Ellison, architect, reviewed the request with the Board. There being no comments, Mr. Kiel closed public comment. Mr. Cave moved for approval. Mr. Perez seconded the motion. All in favor with Ms. Richardson abstaining. 6. Spread Bagel, Rifle Range & Shucker Cir, TMS# 532-11-00-151, Final Review of Site, Landscape and Architecture Ms. Richardson recused herself due to a conflict of interest. Mr. Stone and Mr. Carter reviewed staff comments with the Board. Mr. Patrick Monahan, contractor, reviewed the request with the Board. There being no comments, Mr. Kiel closed public comment. Mr. Cave moved for denial in order for the applicant to seek other options for placement of the tanks. Mr. Perez seconded the motion.
