TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD FEBRUARY 28, 2024 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Matt Senecal, Lee Cave. Staff: Jake Carter, Chris Lubert, James Ward, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Mr. Cave seconded the motion. All in favor. B. Approval of January Minutes Mr. Cave moved for approval of the minutes. Ms. Richardson seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no comments or correspondence, Mr. Lambert closed public comments and continued with the agenda. E. Consent Motions There being none, Mr. Lambert continued with the agenda. F. Business 1. Shem Creek Outpost, Shrimp Boat Ln, TMS #517-11-00-007, Preliminary Review of Site, Landscape and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board.  Design Review Board February 28, 2024 Page 2 of 3 Mr. Dan Sweeney, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Morrison moved for approval including staff comments. Mr. Senecal seconded the motion. All in favor. 2. Publix, 1435 Ben Sawyer Blvd, TMS #532-11-00-165, Final Review of Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board and noted that the applicant was not present. Mr. Cave moved for deferral to the next meeting. Ms. Morrison seconded the motion. All in favor. 3. Tapio Dance, Seacoast Parkway, TMS #537-00-00-084 & -085, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Ms. Joellen Rogers, architect, and Chip Wyatt, engineer, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comments. Mr. Lambert moved for approval to re-open public comment. Mr. Cave seconded the motion. All in favor. Ms. Rogers and Mr. Wyatt offered additional comments. Mr. Lambert closed public comment and moved to Board deliberation. Mr. Kiel moved for approval with the electrical meter being relocated and addressing all staff comments. Discussion of Rules and Procedures Mr. Carter stated that Mr. Ward is available to answer any questions. Staff answered questions regarding preliminary and final approvals.
