TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD APRIL 24, 2024 MINUTES Staff Report Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Matt Senecal, Lee Cave. Staff: Jake Carter, Chris Lubert, James Ward, John Farrell, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Ms. Morrison seconded the motion. All in favor. B. Approval of March Minutes Mr. Kiel moved for approval of the minutes. Ms. Morrison seconded the motion. All in favor. C. General Public Comment D. General Correspondence There being no comments or correspondence, Mr. Lambert closed public comment and continued with the agenda. E. Consent Motions Ms. Morrison moved for approval by consent for the following item including staff comments: ➢ Village Point Shopping Center, 920 Houston Northcutt Blvd, TMS #517-00-00-059, Preliminary Review of Architecture Ms. Richardson seconded the motion. All in favor. F. Business 1. Chick-Fil-A, 653 Long Point Rd, TMS #556-00-00-525, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Richard Scott reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Richardson moved for approval including all staff comments. Ms. Morrison seconded the motion. All in favor. 3. Ethos, 1620 Midtown Ave, TMS #559-00-00-531, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Ms. Chelsea Anderson, architect, and Mr. Andrew Getsinger, Engineer, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Lambert moved for approval including staff comments. Ms. Richardson seconded the motion. All in favor. 4. Gather, Midtown Ave, TMS #559-00-00-017 & -538, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Mack Cross, representative for the owner, asked for an additional 5 minutes (10 minutes total) for their presentation. Ms. Morrison moved for approval of an additional five minutes for the applicant’s presentation. Ms. Richardson seconded the motion. All in favor.  Design Review Board April 24, 2024 Page 3 of 3 Mr. Cross, Mr. Todd Richardson, and Mr. Luke Jarrett reviewed the request with the Board. Ms. Tomi Dinkens, 1612 Florentia, stated that the entire neighborhood had several concerns with the project, particularly the accesses from Fortier Drive. She stated that she is opposed to any access near the townhomes as it will increase traffic and exacerbate the parking in the area. She expressed concern with the development causing additional traffic and suggested that an additional access from Midtown would be preferred. She stated that she is in favor of the relocation of the tree and the proposed location on the site. There being no further comments, Mr. Lambert closed public comment. Ms. Morison moved for approval with staff comments, with the exception to allow tree at the corner, further study and development of the future phased building for better understanding of how this will be integrated into the site, further study on removal of drive access on Fortier and consideration of other access points. Ms. Richardson seconded the motion. Ms. Morrison moved to amend the motion to clarify that the future phased building is being sited as proposed due to the grading and site accessibility. Ms. Richardson seconded the motion. All in favor. Mr. Lambert called for a vote on the motion as amended. All in favor. There being no further business, the meeting adjourned at 6:22 pm.
