TOWN OF MOUNT PLEASANT, SOUTH CAROLINA COMMERCIAL DESIGN REVIEW BOARD MAY 29, 2024 MINUTES STAFF REPORT Present: Richard Lambert, Chair, Elissa Morrison, Timothy Kiel, Abigail Richardson, Richard Perez, Matt Senecal, Lee Cave. Staff: Jake Carter, Chris Lubert, Lynnette Lynes Mr. Lambert called the meeting to order at 5:00 pm. A. Approval of Agenda Mr. Kiel moved for approval of the agenda. Ms. Richardson seconded the motion. All in favor. B. Approval of April Minutes Mr. Cave moved for approval of the minutes. Mr. Kiel seconded the motion. All in favor. C. General Public Comment There being no comments, Mr. Lambert continued with the agenda. D. General Correspondence There being no correspondence, Mr. Lambert continued with the agenda. E. Consent Motions Ms. Morrison moved for consent approval of the following items: ➢ Village Point Shopping Center, 920 Houston Northcutt Blvd, TMS #517-00-00- 059, Final Review of Architecture Ms. Richardson seconded the motion. Alliance Daycare, 3409 Salterbeck St, TMS #598-00-00-091, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Losse Knight, architect, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Ms. Richardson moved for approval. Mr. Perez seconded the motion. All in favor. 3. 963 Houston Northcutt, 963 Houston Northcutt Blvd, TMS #517-00-00- 050, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Dan Scheaffer and Mr. Tony Woody reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. The Board suggested that the following items should be considered: ➢ Restudy of a pitched roof or well for equipment ➢ Move building away from Houston Northcutt Blvd to further preserve grand trees ➢ Provide a clear tree survey ➢ Provide an estimate of height of air equipment ➢ Show pedestrian view lines  Design Review Board May 29, 2024 Page 3 of 4 4. Naan, 915 Houston Northcutt Blvd, TMS #517-00-00-046, Final Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Eric Meckley, project manager, reviewed the request with the Board. There being no comments, Mr. Lambert closed public comment. Mr. Senecal moved for approval including staff comments with the approval of a flat top pergola with natural wood and wood trim for water table. Mr. Cave seconded the motion. All in favor. The Board convened for short break at 6:26 pm and reconvened at 6:32 pm. 5. Crooked Hammock, Hungry Neck Blvd & Midtown Ave, TMS #559-00- 00-171, -172, -173, & -538, Preliminary Review of Site, Landscape, and Architecture Mr. Lubert and Mr. Carter reviewed staff comments with the Board. Mr. Preston Wendel, owner, Mr. Josh Grapsby, Crooked Hammock, Mr. Todd Richardson, Landscape architect, Mr. Rob Sarle, architect, and Mr. Noah Nelson, engineer, reviewed the request with the Board. Mr. Lambert moved to approve and additional five minutes of presentation time. Ms. Richardson seconded the motion. All in favor. There being no comments, Mr. Lambert closed public comment. The Board suggested that there be a simplification of architecture, address staff comments, and add a water table. G. Discussion of Bylaws Mr. Carter reviewed the draft changes with the Board.  Design Review Board May 29, 2024 Page 4 of 4 The Board discussed what changes should be considered and if preliminary review should be required. Mr. Carter stated that staff would work on a draft and bring back to the Board at their next meeting. There being no further business, the meeting adjourned at 7:14 pm. Submitted by, L.
