TOWN OF MOUNT PLEASANT, SOUTH CAROLINA ECONOMIC DEVELOPMENT COMMITTEE Monday, June 3, 2019 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Kathy Landing, Chair; Bob Brimmer; and Joe Bustos Members Absent: Rick Crosby (MPW) Staff Present: Eric DeMoura, Town Administrator; John Holladay, Business Development Manager Ms. Landing called the meeting to order at 11:14 a.m. 1. Approval of Minutes from the May 6, 2019 meeting Mr. Bustos moved for approval; seconded by Mr. Crosby. All present voted in favor. 2. Public Comments [None] 3. Update on Business Development Office activities and outreach Mr. Holladay updated Committee members on April’s new business licenses compared to last year, as well as year-to-date figures this year compared to last year. He also updated Committee members on ribbon cuttings in the Town. Ms. Landing asked if the Town was seeing any change due to the higher impact fees that went into effect January 2019. She asked Mr. Holladay to review with Committee members some of the mitigation of impact fees for businesses. Mr. Holladay explained the different ways to mitigate impact fees. Mr. Bustos discussed the short-term rental ordinance currently being drafted to include those with these home owners with rentals to purchase a business license. 4. Mapping of economic and business development properties Mr. Holladay reviewed with Committee members a map presentation he collaborated on with the Planning Department, to the Mayor’s Economic Development panel on redevelopment and development properties. 5. Update on business license activity and impact fees Mr. Holladay stated that in response to Mr. Brimmer’s request at the last Committee meeting, he reviewed the different points in time versus discounts offered on the impact fees once implemented in the Town. He stated that he is not seeing a correlation between impact fees and business licenses. Mr. Brimmer asked Mr. Holladay if he would provide a graph, by month, showing when impact fees were in place and then by month, how many business licenses. He said he would also be interested in knowing the difference between large employers versus small local businesses. He mentioned the number of “help wanted” signs displayed all over the Town and the inability of workers to be able to live and work in Mount Pleasant hurts small businesses. He stated that this is a serious issue for restaurants and the hospitality industry. Ms. Landing stated that the mapping will need to be updated regularly because it will be changing all the time. She asked Mr. Holladay for a map to display at the next Committee meeting and each month thereafter. Mr. Bustos asked about the ability of sufficient technology for home businesses and to bring high tech businesses into the Town. He asked if the utilities are sufficient for the homeowners and businesses. He asked if this is something the Town needs to be concerned with. Mr. Holladay stated that it can certainly become an issue in pockets of Mount Pleasant. He said when looking for a location for an IT company, he wanted to ensure there was sufficient technology. He said this is a concern in some areas. Mr. Bustos stated that there was discussion previously about a tower and asked if the Town should begin looking at areas based on need, for the tower. Ms. Landing mentioned the small cell towers previously discussed. She believes it was AT&T that addressed Committee. She asked to have AT&T come in and address Committee. 6. Summary of Economic Development Panel meeting Ms. Landing stated that many of the items covered in the advisory panel were items that were addressed in today’s agenda. She reviewed what the advisory panel does for the Town. She also reviewed the role of the Charleston Regional Development Alliance (CRDA) and how they may assist with businesses coming to the Town. Mr. Brimmer asked Mr. Holladay and Ms. Wolfe-Miller to look at ways to let the community know what is going on with the economic development and business side and that we do have a robust economy. 7.
