MEMBERS PRESENT: Guang Ming Whitley, Chair, Kevin Cunnane, and Tom
O’Rourke

Ms. Whitley called the meeting to order at 12:30 p.m.
1. Approval of Minutes from the August 5, 2019 meeting
Mr. Cunnane moved to approve the minutes; seconded by Mr.
O’Rourke. All present voted in favor.
2. Public Comments
Sarah Johnson, stated that she resides in the unincorporated area of
Darryl Creek, and is the Chair of the District 2 Constituent School Board,
which represents Mount Pleasant. She said bus transportation is a big
concern for their board. She said the County School Board is in charge of
the contract with the bus services; however, the Constituent Board is also
concerned. She said the agenda item referring to the partial magnet
proposal to eliminate school choice for some in District 2 is crossing over
into what the District 2 Constituent Board does and what their duties are.
They are in charge of the assignment of all students in District 2 schools.
She would like the Committee members to know that the Constituent

Board has opposed the recommendation in school at Sullivan’s Island,
Laing and James B. Edwards and they have made a recommendation that
the School Board spend at least a year looking into the matter. She stated
that the Constituent Board spent the last two years rezoning and it takes
a year to rezone and they provide a year of notice. She said a sudden
change that sends a number of students back to Mount Pleasant schools
from Sullivan’s Island and takes students out of Laing, is no easy fix. She
said part of the proposal that their Board was concerned about is the
traffic. If the partial magnet choice is taken away where students may use
a transfer policy to get into schools, such as Laing and Sullivan’s Island, it
would be very unlikely that their Board would allow hundreds of students
to transfer into these schools because if you are a transfer student, you
will not have bus transportation. She said this would mean an increase in
traffic with all the families taking their students to school. She hopes that
everyone comes to a good solution regarding these matters.
3. Charleston County School District report on student transportation
Ms. Whitley stated that for some time, she has been seeing posts on
social media regarding bus issues. She said that at the last D2 Board
meeting a father and son spoke about being 40 minutes late for school
almost daily. Also there were 30 students the first day at his bus stop and
now there are only six students because of unreliable bus service. She
said there were other complaints. She said her own daughter rides a bus
with no air conditioning or seat belts. She wanted to invite the CCSD to
speak to the Town on this issue and what solutions they are working
towards.
Jeff Borowy, Chief Operating Officer, CCSD, stated that on behalf of
Dr. Postlewait, they appreciate the opportunity. They were last here in
December 2018. He said present today are two County Board Members,
Mrs. Kate Darby and Mrs. Joyce Green. He stated that Mrs. Darby and
Terri Nichols will discuss with the Committee about partial magnets. He
said Jeff Scott, Director of Transportation will also address the Committee
on what the District is facing as well as the challenges and what they are
attempting to do to overcome them and what the future looks like.

Jeff Scott, Director of Transportation, CCSD, stated that he began his
career with the Town in 1993 with the Police Department until 2005. He
then moved to the School District. He said he will provide Countywide
information as well as information on Area A, which is Mount Pleasant
and Awendaw together.

Ms. Whitley asked if Durham bus drivers are part time positions or hourly
positions, and do they have benefits.
Mr. Scott stated that the drivers are guaranteed six hours per day or 30
hours a week. He said they are not considered full time.
Ms. Whitley stated that in the new vendor contract many parents have
suggested Apps to show the bus in real time. She asked if this would be
feasible.

Mr. Scott stated that they did pilot two systems in 2016, which is why
they are utilizing the “Remind” App at this time and not the “Bus Tracker”
App, which Durham does have. He explained to the Committee why they
chose the “Remind” App, which was free at that time for schools and was
used all over the United States. He said it does not require a smart phone
but does require data. He stated that the “Remind” App began charging
for the use of their App so they are now looking at their long term
solution for parent and student notification. He said they will also be
looking at other bus tracker Apps.
Mr. O’Rourke said he appreciates the work Mr. Scott does. He was
unaware of much of the information Mr. Scott provided and is glad that
he now has this information. He said the labor issue in the Town is
affecting everything.
4. Charleston County School District presentation on potential changes
to partial and magnet programs as well as impacts on Mount Pleasant
Ms. Whitley stated that she put this item on the agenda because there
was a presentation at a school board meeting regarding the potential to
eliminate partial magnets; one in particular in D2 which encompasses
Mount Pleasant. She said this is happening throughout the district. She
wanted this Committee to understand what impact this will have on our
schools and students, both in the short and long terms.
Terry Nichols, CCSD Associate Superintendent, stated that she has lived
in the Town of Mount Pleasant for 42 years and is very vested in the
community. She said a few months ago they formed a Committee at the
request of the Superintendent to review partial magnets. In our district,
there are a number of partial magnet options and all began at different
times for different reasons over a period of many years. They looked at
13 partial magnets, and the information illustrated is what was discussed
at a meeting in September. She said partial magnets were created at
different times and for different reasons, such as poor test scores, or an
area had an aging population. They reviewed all the partial magnets and
made recommendations to the School Board. These are only
recommendations and no action has been taken.

They reviewed some of the partial magnets in Mount Pleasant, one of
which is James B. Edwards. Their focus was “The Leader in Me Global
Leadership” and the recommendation is to eliminate their partial magnet
status but would be able to continue with their program in place. Some
partial magnets, when formed, received additional teacher points and
the recommendation from the Committee was to allow this to stand so
their program would be able to continue. Jennie Moore, creative arts, has
gone through many iterations and was started many years ago as one of
the first magnet schools in the 1980’s. She said it was a computer
magnet, and Jennie Moore also had the first full-day kindergarten in their
magnet program. She said it has since changed from a computer magnet
into a creative arts magnet. She said it morphed from being a District 2
magnet into being classified as a partial magnet. She said the
recommendation from the Board is to keep it as a District 2 magnet
school with an attendance zone and an application for magnet seats.

Sullivan’s Island has the Coastal Environmental theme program and it
brings extra students to their school from other areas of the Town,
mostly from other portions of Mount Pleasant. She said the
recommendation is to eliminate the partial magnet status, but they are
able to keep their program in place with their additional points. She said
Laing has the STEM focus and is a nationally recognized STEM school. She
said they wish their program to continue with elimination of their partial
magnet status. She added that there may be extra seats in this school
once the partial magnet is decided upon and heard the Constituent
School Board Chair, Ms. Johnson talk about the transfer process. She said
this would still be in effect. She said the other portion of this
recommendation went to the other 13 partial magnets throughout CCSD.
She said if this is approved, Jennie Moore would be the magnet program
for east of the Cooper, along with East Cooper Charter Montessori
School. She said if students are currently in a partial magnet school in any
of these schools and wish to remain, they will be grandfathered in until
they age out of that school. She said this was the recommendation from
the Committee to the Board.
Ms. Whitley stated on the last page of the illustration, by naming the
districts and then the schools, only students from those constituent
districts would be eligible to attend those programs.
Ms. Nichols responded in the affirmative.
Ms. Whitley stated that many Town residents send their students to Buist
Academy, which they will no longer be eligible to do.
Ms. Nichols responded in the affirmative, according to the Committee’s
recommendation. She said they could have a lottery system for any of
the empty seats, if available.
Kate Darby, CCSD Board of Trustees, Vice Chair, stated that as Ms.
Nichols stated, these are recommendations that came from a small
Committee of staff to the Committee of a whole, which is the Board. She
said they are now having listening sessions throughout the month of
October and have one in the Town of Mount Pleasant on October 16th at

6:00 pm at Laing Middle School and would like to encourage residents to
attend. She said there are 50,000 students in the system and felt that the
School Board was not doing much to make significant changes. She said
Mount Pleasant and Sullivan’s Island are lucky to have strong schools and
gives the majority of the credit to the fact that there are great leaders
such as Terri Nichols, school principals and the Mount Pleasant Schools
continue to perform well. She said they were not doing this throughout
the County and not serving all the students the way they needed. She
said they are looking at a number of things that they, as a District, can do
to improve. She said one of the recommendations was to look at early
childhood differently. She said there is more they could be doing much
better. She said one of the things they discussed was offering four year
old children full days with certified teachers in certain areas of the
district. She said this is an example of what they are working on. She said
when it came to the partial magnets, both Laing and Jennie Moore both
struggled with enrollment previously. This is why Laing became a STEM
school and was able to market to the rest of the County. After review,
Laing was doing the best job and some of the partial magnets were not
doing anything other than having two extra teacher points. She said as a
Board member, she would like every school to have the same offering.
She said CCSD spends a great deal of funding bussing students all over
Mount Pleasant to attend Sullivan’s Island. She provided Committee
members with an explanation of why some partial magnets are being
recommended for elimination. She does not believe any action will be
taken prior to their October CCSD Board Meeting (fourth Monday of the
month), which begins at 5:15 p.m.
Ms. Whitley stated that she sees that the ultimate goal is to “raise the
floor” for schools across Charleston County and the teacher points that
these partial magnet schools have received, will be retained. She said
with the partial magnet elimination, there will no longer be bussing,
which is a cost savings. She said the elimination of the bussing creates the
funding to provide the teacher points to every school.

Ms. Darby said what the Committee was realizing was CCSD was bussing
students all over the district and it is expensive. She said one of the
Board’s long term goals is to have world languages in elementary schools.
Ms. Whitley asked if the children who are grandfathered in will still be
bussed from outside the district until they are aged out.
Ms. Darby responded in the affirmative.
Mr. Cunnane stated that he would like to discuss the impact of the
bullying issue in schools. He said some parents choose these magnet
options as a way to remove their student from a bad situation. He asked
how these changes are going to impact the possibility for those families.
Ms. Nichols stated that one of the things that is in place and will remain
in place for all of the schools is their transfer policy. She said parents may
write out their reasons for the transfer. She said the school always wants
the opportunity to correct this because they have a strong anti-bullying
policy and program in place.
Mr. Cunnane stated that he would have to disagree. He stated that the
bullying policy is very weak.
Ms. Nichols stated that a new policy has been written.
Mr. Cunnane stated that progressive discipline allows a bully to get away
with numerous acts before anything happens to them, which is the
fundamental issue. He said that same issue impacts the bussing
problems. Parents will drive their children to school instead of riding the
bus, because of bullying. He said it may not even get reported, but it goes
on all over, because the culture of the school district is to look the other
way. He said it is not called bullying unless there is a physical mark or an
escalation in the action of the bully. He said there are children in every
school that are treated poorly, but there are not that many of them. He
said if the schools were victim focused and watched the student that was
isolated, the bullies will migrate to that student.
Ms. Darby stated that she would disagree that there is a culture of
bullying in the district. She has seen bullying issues and parents need to

report this to the school and if for any reason it is not being resolved,
then the school needs to escalate this. She said there is a process and it
should be followed up.
Mr. Cunnane stated that the options for other schools should be easier
for a family to move their child. He said the discipline policy does not
favor the victim, but the bully. He said if Mrs. Darby is on Facebook, he
would like to add her.
Ms. Whitley stated that she would like to suggest bringing this to full
Council for discussion and possible recommendation of a letter.
Mr. Cunnane stated that he believes it is in the construction phase and
once they see what the listening sessions produce, the Committee may
review it again.
Mr. O’Rourke stated that he does not believe this should go to full
Council for discussion. He said that the Committee does not have any of
the information that any of the groups have to get to the decision that
they made. He would caution the Committee to stay with what they do
here in the Town. He stated that he is not in favor of taking anything to
full Council at this time.
Ms. Whitley stated that she would suggest putting this on the Education
Committee agenda next month to have an update of this same item on
any progress that the school district has made or changes to the
recommendations. She said this would provide a month to solicit
feedback from constituents to this Committee or full Council.

4. Review of Planning Commission recommendations from the August 21,
2019 meeting
a. Proposal to amend Zoning Code Section 156.007, Definitions, by
adding “Story, Half (1/2)” as a definition; Amend Zoning Code
Section 156.313, Old Village Historic District, by modifying the
boundaries of the district to do the following: i) adding a map to
graphically depict the boundaries of the district; ii) prohibiting
roofed structures on docks; iii) redefining the calculation for
impervious lot coverage and building area ratio to only include high
ground; iv) providing clarification on the location of accessory
structures; and v) permitting required off-street parking to park in
tandem and encroach within required yard setbacks. Also amend
Zoning Code Sections 156.430, 156.431, 156.432, and 156.433, which
provide for the Organization, Definitions, Power and Duties, and

Procedures of the Old Village Historic District Commission, and
elsewhere within Chapter 156, to do the following: i) rename the Old
Village Historic District Commission as the Historic District
Preservation Commission; ii) clarify the requirements of membership
for the Commission; iii) clarify the duties of Town staff; iv) add
Freedom of Information Act requirements; v) change the date for the
consideration of historic properties and structures from 1936 to a
rolling fifty (50) years; vi) clarify their certificate of appropriateness
oversight; vii) clarify requirements for requests for demolition; viii)
clarify the Vested Rights for previous approvals; ix) change and
clarify the requirements for applications to the Commission; and x)
clarify the requirements of municipal and public utilities.
5. Review of Planning Commission recommendations from the September
18, 2019 meeting
a. R-21-19: 1190 Shadow Drive. Request to rezone one parcel from OP,
Office Professional District, to AB-2, Areawide Business-2 District.

b. R-22-19: North Highway 17 and South Morgans Point Road / Lowes
Home Improvement Center. Request to amend the Oakland
Plantation PD, Planned Development District Ordinance (Ordinance
No. 04014, as amended) pertaining to the treatment of signs on five
certain development parcels identified on the Sign Exhibit by
proposing an additional 150 square foot monument sign on Highway
17, and classifying two existing legal nonconforming signs to be
conforming.
c. R-23-19: 1432 Hale Road / Rifle Range Road / Hale Road. Request to
amend the Central Mount Pleasant PD-MU-SU, Planned
Development-Mixed Use Suburban-Urban District Ordinance
(Ordinance No. 07030, as amended), by rezoning an approximately
1.99 acre parcel from R-1, Low Density Residential District, and
incorporating it into the PD as part of the School Tract. TMS No. 560-

d. Zoning Code Text Amendment: Proposal to amend Paragraph (3) of
section 156.102(A), of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances pertaining to the height of certain

e. Zoning Code Text Amendment: Proposal to amend Paragraph (1) of
section 156.107(A), of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances pertaining to the encroachment of
certain accessory structures in setbacks. Proposed changes include
making the list of exclusions suggestive as to like-kind items, rather
than definitive and mutually exclusive.
f. Zoning Code Text Amendment: Proposal to amend the Building
Permit Allocation Ordinance (Ordinance No. 18097), to increase the
number of Accessory Dwelling Unit (ADU) permits from 10 to 25
permits annually, with these additional 15 permits coming out of a
reduction to the single family residential dwelling allocation.
6. R-20-19: 1218-1220 Schirmer Avenue. Request to rezone one parcel
from NC, Neighborhood Commercial District, to R-1, Low Density
Residential District. Subject parcel is proposed to remain in the BOD,
Boulevard Overlay District. TMS No. 532-07-00-142
7. Continued discussion of building heights in the Johnnie Dodds and
Chuck Dawley portions of the Boulevard Overlay District
